1 CITY OF REDLANDS WATER DISTRIBUTION SUPERVISOR DEFINITION Under direction of the Water Operations Manager: plans, schedules, and directs the operation of the potable and non-potable distribution system; supervises multiple crews and participates in the construction, maintenance, and repair of water utility systems; to assign and review the work of assigned crews involved in the maintenance and repair of water utility systems; to assist with additional utilities projects; and to provide staff support to the Water Operations Manager and other Municipal Utilities Department managerial staff. DISTINGUISHING CHARACTERISTICS Incumbents of this class are responsible for planning, coordinating and directing the operation, maintenance and servicing of the potable and non-potable distribution systems throughout the area of influence of the Municipal Utilities Department. The work of this class is complex and involves significant accountability and decision-making responsibilities. SUPERVISION EXERCISED Exercises direct supervision over assigned staff. ESSENTIAL DUTIES AND RESPONSIBILITIES The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class. Plans, organizes, controls, integrates and evaluates the work of assigned staff; with staff, develops, implements and monitors work plans to achieve goals and objectives; contributes to the development of and monitors performance against the annual department budget; supervises and participates in developing, implementing and evaluating plans, work processes, systems and procedures to achieve annual goals, objectives and work standards.
2 ESSENTIAL DUTIES AND RESPONSIBILITIES (cont.) Plans, organizes, directs and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; subject to management concurrence, takes disciplinary action, and addresses performance deficiencies, in accordance with the Memorandum of Understanding. Provides day-to-day leadership and works with staff to ensure a high performance, customer service-oriented work environment that supports achieving the Department s and the City s mission, strategic plan, objectives and values. Participates in the preparation of the Division s annual operating and capital outlay budget requests; monitors expenditures against goals and objectives; directs budgetary changes to meet changing conditions. Prepares special and recurring reports; develops recommendations to improve the operation of the departments water production, treatment, storage, transmission and distribution systems and facilities; coordinates division activities with other divisions, departments and agencies. Ensures compliance of unit work to pertinent codes, regulations and guidelines. Provides technical assistance to staff. Confers with and advises the Water Operations Manager and other Utilities managerial staff regarding water transmission and distribution needs and requirements. Researches and monitors technical developments in techniques, equipment, supplies and material used in transmission and distribution of potable and non potable water Inspects operations and projects to ensure conformance with standards and specifications. Ensures the Departments safety program and goals are implemented and carried out in the Water Distribution Section; develops and proposes safety requirements to be carried out in the Department. Reviews design plans and specifications for water system facilities to ensure conformance with operations and maintenance needs. OTHER DUTIES Perform related duties and responsibilities as assigned. May be required to fill in for the Water Operations Manager in his absence.
3 JOB RELATED AND ESSENTIAL QUALIFICATIONS Knowledge of: Operations, services, and activities of a comprehensive water distribution program. Operational characteristics of specialized equipment used in water pumping, storing, and distribution. Materials, methods, practices, and equipment used in the maintenance and repair of pumps, motors, reservoirs, automatic valves, and pipeline systems. Types and level of water distribution system maintenance activities generally performed. Policies and procedures related to the maintenance and repair of the water distribution system. Occupational hazards and standard safety precautions necessary in construction, maintenance and repair work. Principles of supervision, training, and performance evaluation. Pertinent Federal, State, and local laws, codes, and regulations. Modern office practices, methods, and computer equipment. Principles and procedures of record keeping and reporting. Principles of budget preparation and control. Principles and practices of purchasing. Principles of mathematics. Safe driving principles and practices. Skill to: Operate a wide variety of equipment and tools used in water distribution system construction, maintenance, and repair in a safe and effective manner. Operate modern office equipment, including computer equipment. Operate a motor vehicle safely.
4 Ability to: Supervise, organize, and review the work of technical and maintenance personnel. Select, supervise, train, and evaluate staff. Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. Select and maintain machinery and equipment used in the area of work. Assist in budget preparation and monitoring. Prepare and maintain records and prepare comprehensive reports. Read, interpret, and apply a wide variety of technical information from manuals, drawings, specifications, layouts, blueprints, and schematics. Identify water distribution system maintenance needs and take corrective actions. Interpret and apply the policies, procedures, laws, and regulations pertaining to assigned programs and functions. Ensure the maximum utilization of manpower, equipment, and supplies. Accurately determine project material needs and prepare cost estimates. Respond to requests and inquiries from the general public. Independently perform the most difficult maintenance and repair duties in the area of work assigned. Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs. Communicate clearly and concisely, both orally and in writing. Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
5 Experience and Training Guidelines: Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be: Experience: Six years of responsible experience in water distribution system maintenance, construction, and operation, including two years of supervisory experience. Training: Equivalent to a high school diploma, supplemented by specialized training in construction/maintenance technology. License or Certificate: Possession of a DHS Water Distribution Operator Grade D4 Certificate issued by the State of California, with the ability to obtain a Grade D5 within two years. Possession of a DHS Water Treatment Operator Grade T2 Certificate issued by the State of California. Possession of a Class B Commercial driver s license with tanker endorsement. Special Requirements: Essential duties require the following physical skills and work environment: Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, push, pull, and lift 50 lbs., distinguish color, and wear protective apparel; expose to heat, noise, outdoors, vibration, confining work space, chemicals, explosive materials, mechanical hazards, electrical hazards, and traffic hazards; ability to travel to different sites and locations.
