1 GUYANA ELECTIONS COMMISSION VACANCY Applications are invited from suitable qualified persons to fill the following positions: DEPUTY CHIEF ELECTION OFFICER Under the direct supervision of and reporting to the Chief Election Officer: 1. Assist the Commissioner of Registration/Chief Election Officer in the discharge of his/her functions and more particularly to be responsible to the Commissioner of Registration/Chief Election Officer for:- Data Management Registration and Elections Processes Field Staff Supervision/Training 2. Be responsible to the Commissioner of Registration/Chief Election Officer for:-. The compilation of continuous updating of the Central Register. The management, preservation and Security of the Data Processing System and Registration Source Documents. The proper conduct of the Registration and Electoral Field exercises. falls on EC Scale: 12, $706,711- $941,371. Post Graduate Degree in Social Sciences along with four (4) years experience in Human Resources and Financial Management related to a widely dispersed organisation OR Degree in Public Administration, or related field along with six (6) years experience in Human Resources and Financial Management related to a widely dispersed organisation. Working knowledge of Computers and Data Management would be an asset. ASSISTANT CHIEF ELECTION OFFICER Under the direct supervision of and reporting to the Deputy Chief Election Officer: Ensuring that all field activities confirm to relevant laws, regulations, GECOM directives and guidelines. Coordinating, directing and ensuring the implementation of divisional/sectional operational Plans and review progress. Reviewing plans for effecting the availability and timely movement of all necessary resources to facilitate the registration of persons and the conduct of elections. Conducting regular monitoring/evaluation of the performance of the various divisions within Operations Department. Liaising regarding the provisions of all relevant materials, equipment, supplies, transport and other identified resources in support of GECOM s registration and electoral processes. Ensuring the accurate numbering of polling places; the allocation of electors to each polling station, in conformity with guidelines issued by the Commission.

2 Convening regular briefing sessions with Returning Officers, Registration Officers, receiving and reviewing reports, macro, district and area plans and schedules of activities. Liaising with Police Department regarding the provision of security at all polling stations and for registration offices, as may be necessary; as well as for the safe custody of registration and election materials, including ID cards. Any other duties that may be assigned by the DCEO from time to time. Post Graduate Degree in Social Sciences along with three (3) years experience in management of a widely dispersed organization OR Degree in Public Administration, or related field along with five (5) years experience in management of a widely dispersed organisation. Working knowledge of Computers and Data Management would be an asset. falls on EC Scale: 11, $613,783-$847,773. INFORMATION TECHNOLOGY MANAGER Under the direct supervision of and reporting to the Assistant Chief Election Officer, the incumbent will: Ensure the accuracy of corporate and technical information resources collected and generated by GECOM. Overseeing the maintenance of the information technology infrastructure and systems as well as coordinating the formulation of work programmes and divisional budget. Advising on the requirements of all equipment used in the management and processing of information. Developing policies in the area of information resources management Managing systematic access, collection of data/information from appropriate sources e.g. on line databases, libraries/information/documentation Centres, individuals and organisations (locally, regionally, internationally). Implementing systems for the collection and building of databases and networks for the creation, storage, retrieval, security and disposal of organisational records, using suitable media and equipment. Serving as a member of the Guyana Elections Commission Management team. Degree in Computer Science, Mathematics or related discipline from a recognized institution, coupled with specialized training in network administration. CompTIA and or MSCE certification would be advantageous. Experience At least five (5) years experience in computer systems development including planning, designing, construction and implementation as well as training of users. Applicants must be familiar with the operation of a Local Area Network (LAN) and a Wide Area Network (WAN). Experience in VB.NET and ASP.NET application development, Microsoft SQL Server administration and development would be an asset.

3 LOGISTICS MANAGER Under the direct supervision of and reporting to the Assistant Chief Election Officer, the incumbent responsibilities include but are not limited to: Preparation of macro plans for the procurement, receipt, security, distribution and eventual recovery of materials and equipment related to the activities of National, Regional and Local Government Elections and Registration; Preparation of budget estimates for approval; and payment schedules for requisite supplies and services; Development and implementation of an effective system of monitoring the quantities of supplies, including sensitive election materials; Arrangements for the provision of security for polling stations throughout all electoral Regions and must establish a comprehensive communication system to facilitate the transmission of election results by GECOM; Contribution to the identification and demarcation of boundaries for the administration of sub-divisions of electoral units (PCU s) and the analysis of demographics relating to all PCU s; and Allocation of electors to every polling station consistent with policy guidelines issued by the Commission. Undertakes any other relevant duties that may be assigned from time to time. A Degree in Public Administration, Management, Sociology, Economics or related discipline. Five (5) years relevant experience, together with a sound working knowledge of the physical features of Guyana. CIVIC AND VOTER EDUCATION MANAGER Under the direct supervision of the Assistant Chief Election Officer, the incumbent will:- Identify the educational needs of citizens of Guyana for information concerning their rights and responsibilities pertinent to National Registration, all General & Regional and Local Government Elections; Develop strategies to provide information relative to (a) above; Plan, prepare, guide and support the production of appropriate materials/messages using the full range of electronic, print and other media tools; Coordinate and ensure the effective delivery of Civic and Voter Education throughout Guyana; Liaise, as appropriate, with NGOs active in Civic and Voter Education to ensure their involvement in Civic and Voter Education; Serve as a Management Team member of the Guyana Elections Commission;

4 Represent Guyana Elections Commission, as appropriate, in meetings with Stakeholders and representatives of other organisations; Monitor and evaluate the outcome of all Civic and Voter Education strategies/activities; Liaise with the Public Relation Officer with respect to the use of the print and electronic media; and Any other relevant duties that may be assigned from time to time. Degree in Communication Studies from a recognised institution along with a Trained Teacher s Certificate and three (3) years relevant experience. PUBLIC RELATIONS OFFICER Under the supervision and control of the Chairman of the Guyana Elections Commission (GECOM), the Public Relations Officer is responsible for the enhancement and maintenance of the image of GECOM. Responsibilities To create and sustain a positive image for GECOM by developing and implementing deliberate strategies aimed at promoting trustworthy and mutually favourable relationships between the Commission and its publics. To establish a system of two-way internal communications between all levels of GECOM s staff in order to keep them current with issues relevant to the operations of the Commission. Establish new and maintain existing communication links with all media agencies/representatives/ facilities. Preparation and issuance of all Press Releases. Arranging and coordinating Media Conferences/Briefings. Coordinating of media representation for all GECOM press-worthy events. Following up with all Media Houses/Journalists on an individual basis to ensure that the activities of GECOM receive optimum publicity. Addressing the actual and perceived communication needs of the Guyana Elections Commission, including management/maintenance of the GECOM website. Liaising with Media Operatives on matters which are pertinent to GECOM. Monitoring the media for publications that are germane to GECOM and responding accordingly based on consultations with the Chairman. Providing accurate information in response to media queries. Advising the Chairman of GECOM on two-way consultations with key stakeholders towards consensus building. Production of Newsletters/Brochures/flyers/pamphlets. Assisting with the development and implementation of Civic and Voter Education Strategies. Accompanying the Chairman of GECOM at pertinent meetings with key stakeholders and preparing reports accordingly. Liaising with the Media Monitoring Unit of the Guyana Elections Commission (when it is operational).

5 Requirements Degree in Public Relations, Communications or related discipline from a recognized institution with at least three (3) years of relevant working experience OR Diploma in Public Relations, Communications or related discipline from a recognized institution with at least five (5) years of relevant working experience Must be computer literate falls on EC Scale: 8, $272,697- $475,925. RESEARCH AND PLANNING OFFICER Under the direct supervision of the Chairman, the incumbent will:- Research projects from the early planning stages until the final scheduled project completion while communicating continuously with team members. The incumbent will work with team members to identify projects goals, research methods, variables and other test parameters. Develop strategies, projects and plans, based on the policy directions of the Guyana Elections Commission (GECOM), while providing evidence for decision-making. The role will involve liaising and networking with staff across the GECOM Secretariat and external Agencies. The work of the incumbent is subject to change in response to external policy change and internal needs; and the responsibilities of the post will vary and change to meet GECOM s responsibilities and needs. Working on a wide variety of research projects while employing a range of different research methodologies. Project- managing research projects. Preparing research instruments, such as questionnaires. Providing information and analysis on policy issues; Providing information on what research is already available in a policy area; Producing both written and oral briefs for policy issues to Management Staff and the Commission, based on reviews of research evidence; Responding to external and internal research enquires from colleagues, government departments, academics and members of the public. Delivering presentations at conferences. Degree in Economics from a recognized institution and at least five (5) years of relevant working experience in planning and conducting/applying data/statistical analysis. Specific Requirements: The incumbent must exhibit the following competencies:- Presenting new ideas or new information with the capability of transferring ideas into action and anticipating and overcoming practical problems. Translating information from pertinent sources into strategic advice and to present advice in the most effective formats to inform policy decision-making and strategic planning. Be numerate with well-developed skills in analyzing and presenting data. Possess a high level of oral and written communication skills with excellent interpersonal skills. Building successful working relationships across and within organizational boundaries.

6 Proven ability to work flexibly and effectively as a member of a team as well as to work on own initiative. Presenting and explaining statistical models and concepts to non-technical audiences. LEGAL OFFICER/SECRETARY TO THE COMMISSION Under the direct supervision of and reporting to the Chairman, the incumbent will: Ensure that all legal and statutory requirements are met by the Guyana Elections Commission, with particular reference to all Elections and performs the tasks of the Secretary of the Commission. Constructing a check list of all legal and statutory requirements; appraises the relevant Guyana Elections Commission Officers of the elements of that list which impinge on their work; and monitors and otherwise assists in ensuring that these requirements are complied with for the registration and electoral process. Monitoring the framework of the three acts: National Registration Act Chapter 19:08, Representation of the People Act Chapter 103 and Local Government Elections Act of 28:03 with a view to making suggestions to the Chairman and the Chief Election Officer about legislative changes which appear desirable to improve the efficiency and effectiveness of Guyana Elections Commission. Providing legal guidance to the Chairman and Elections Commission on all aspect of the registration and electoral processes. Preparing drafting briefs for discussion with the Chief Parliamentary Counsel, the Attorney General, or other Counsel with respect to amendment, regulations or notices related to registration and elections or other aspects of Guyana Elections Commission work. Advising on all statutory provisions and requirements that are to be met by the Commission and the Secretariat and participate in training programmes of Guyana Elections Commission. Undertaking necessary research, particularly in respect of electoral and registration laws of other jurisdictions, to provide a comparative analysis with local laws. Performing duties as Secretary to the Commission Undertaking any other relevant duties that may be assigned from time to time.
