2 What CBH means to the industry CBH is revolutionising the way in which construction work related health issues are recognised, validated and managed in the UK. Creating an infrastructure of standards and information access upon which employers and employees can rely. CBH provides solutions for excellence in occupational health practice in the construction workplace. CBH provides a facility for the centralised collection of work related health information that both employers and employees can access. The unique CBH national card registration scheme gives the ability to transmit fit for task outcomes for the management of work related health risks at site level. The implications of construction workers health is far reaching in terms of quality of delivery, human resource management, corporate reputation and economic stability on a nationwide scale. Yet historically, construction industry employers, like most other sectors, have been reluctant to address the issues that surround work related health. Unlike the now familiar standards of safety at work, which is often distinguished as an identifiable event, health at work is often governed by a more tenuous set of parameters which are time sensitive. Illness does not manifest itself immediately, physiological damage on a site often takes place over a period of time, construction employees and employers can be unaware of a silent enemy infiltrating the workforce and unwittingly support its perpetration through working practice. The CBH service mitigates against this shortfall by setting industry standards for both work-related health issues and competency of occupational health service provision in construction that are of benefit to employers and employees alike. The Constructing Better Health initiative is of vital importance, not only for the health and well-being of construction workers, but also for the future economic prosperity of this industry. Our Market Considerations: The UK construction industry has experienced a steady growth during this decade. The amount of construction companies rose dramatically accompanied by an inflation in worker numbers. In addition, demographic adjustments now mean that a duty of occupational health care extends to a new genre of construction employee - migrant workers. Such employees can slip through the net without an adequate, inclusive occupational health framework catering for their well-being. With these and other concerns at the core of our service, it is essential that we reach all parties playing a role in the changing face of UK construction. Whether they are construction companies, corporate clients with substantial construction and development interests, professionals, workers and occupational health practitioners. Clients: approximately 40% of projects are funded by the public purse. Our focus is across all areas of construction, with particular emphasis on Rail, Roads, Airports, Utilities, Education, Health, Defence, Environment, Housing, Sports, Retail and Commercial.

3 CBH provides the framework towards the solution for Construction (Design and Management) Regulations (CDM). CBH also enables clients to boost their Corporate Social Responsibility (CSR) an increasingly valuable corporate credential. A better CSR index score, equates to improved investment opportunities. Contractors: from the largest Plcs to SMEs and the self employed, our focus is on all construction workers. There are an estimated 192,000 contractors in the UK, of which 80% employ 5 or less people. The CBH service not only caters for workers on site but those employed by building material producers embracing the modern methods of construction concept e.g. those having employees exposed to the same health risks found on site in factory environments, or those employing installation operatives. Professionals: our objective is to ensure resident surveyors, engineers and architects are included in our target audience as they are also exposed to some of the industry health risks as well as site workers on the tools. 4 Strategic Objectives In order to fulfill their plan of service delivery, CBH will: > Set Industry Standards for both work related health issues, and competency of occupational health provision; delivering a definition of safety critical workers within the construction sector and outlining fitness for task health checks. > Build a construction specific knowledge portal, giving consistent advice, guidance and support in the management of work related health risks > Centralise the collection of work related health data to ensure the future improvement of workforce health based on valid and reliable data and the provision of a benchmark for the construction industry What CBH does CBH is a not for profit organisation which has been created as a centre of excellence in occupational health for the construction industry. It is owned by the construction industry and provides impartial advice, information, education and guidance to help its clients implement occupational health management primarily for the good of the industry s workforce. It is actively supported by the Health and Safety Executive (HSE). CBH not only offers Occupational Health Service Providers accredited membership, but also select tools that construction clients, contractors, SMEs and self employed can subscribe to in order to gain the full benefit of occupational health expertise, management and advice. > Enable the transmission of data to assist employers in managing work related health risks at site level > Facilitate a referral route through to specialists specific to return to work and rehabilitation Health issues are not always so visible but could have the same devastating impact. The CBH programme aims to focus on the health in health and safety and we are delighted, together with our main contractors, to be working with CBH. 5 How does CBH do it the tools The National Standards for Occupational Health in Construction, first published by CBH in 2007, and deemed as good practice by the HSE, provide a clear and concise guide to help companies understand and meet their occupational health obligations. To date, The National Standards remain the leading authority on construction work related health issues in the UK. The most effective hands-on organisational tools provided by CBH are the Construction Health Action Tool (CHAT) software, National Database and Card Registration Schemes which are new models of information access in occupational health management. By gaining membership to the CBH scheme contractors are afforded a trustworthy, cost effective source of employee occupational health status. Construction workers are issued with a CBH Card and unique registration number which indicates their occupational health details are registered on the CBH national database. Employers may use the workers card registration number to access the individual s fitness for task outcome. Employers will not have access to any medically confidential data, and will only be able to refer to work related health checks that their employees have undergone. This capability will also enable principal contractors and sub-contractors to demonstrate the day to day management of occupational health throughout their supply chain at site level. The specific purpose of this database and card access scheme is to ensure effective management of any work related health issues in line with any [legal] recommendations to protect the individual worker s health. The card is widely accepted and used throughout the UK allowing easy site transit for workers without the added costs to the employer of repeating occupational health checks. By subscribing to the CBH scheme both employers and employees benefit, as workers are no longer compelled to [further] risk their health, and employers avoid the losses associated with absenteeism or inefficient manpower management.

6 How to be part of it For construction clients CBH offers the solution for compliance with the Construction (Design and Management) Regulations (CDM), evidence in the supply chain that they are managing occupational health effectively. Working with CBH also raises an organisation s Corporate Responsibility (CSR) profile. Companies that align their values and behaviour with the expectations and needs of all their stakeholders including employees and suppliers, instantly add value to their business and reputation. Corporate Social Responsibility (CSR) is no longer a bolt-on feature, but considered a viable asset to a business. Companies with a high CSR credential are even becoming more attractive to socially-aware graduates and workers, therefore increasing the ability to retain quality personnel. For Contractors CBH offers two routes to Membership; either Corporate Membership or an Individual Membership for single workers, or very small companies who work periodically on site. Membership is calculated on a sliding scale in order to make it cost effective and more accessible to all. CSCS dual aims are to increase the competency of the workforce and improve its health and safety. Working with CBH enables CSCS to provide focus on better management of occupational health, an area which has often been neglected in the past.
