17 Process evaluation Purpose: To understand and contribute to best practice of implementing the regional superbus concept Successively capture experiences and feed these back into the ongoing process of implementing the concept in different routes. Contribute to the growing body of literature on the implementation of BRT and BHLS systems
18 Process evaluation Planning and implementation of the regional superbus concept as a collaborative learning process. Inspiration from similar studies, e.g. Lindau, Hidalgo & Lobo (2014) and Rizvi & Sclar (2014) Complemented with theories on collaborative planning and governance Method: Interviews and document analysis to map the aims of different actors and analyze how cooperation between different actors worked in the planning and implementation phases.

20 Process evaluation inital results Crucial issues: I. Infrastructure: conflicts between PT priority and traffic safety (roundabouts, junctions, access ramps, stations) the NTA pushing the gas and brake pedals at the same time II. Prioritizing PT vs prioritizing PT and cars - municipalities sitting on the fence? It's about signal priority for buses in rush hour traffic and bus lanes. But at the same time, it should not make things worse for motorists. (Lokaltidningen Vellinge-Näset )
21 Process evaluation inital results Crucial issues: III. Decreasing number of stops Improved service for a majority at the expense of the minority If the bus doesn t stop anywhere you save an awful lot of time, but maybe you have missed the point IV. Financing municipal co-financing required need to sell the entire concept at local level Why should [a municipality] pay to make things worse for its citizens?
