The regional superbus concept in Skåne Can bus really be the new regional rail? Lund Fredrik Pettersson K2/Lund University

Outline Introduction BRT and RSC What is the regional superbus concept? K2 s research agenda on implementation and performance of the RSC Process evaluation study outline and initial results

Introduction Can bus really be the new tram? (Hodgson et al 2013) Can bus really be the new regional rail?

Introduction 1,2 million people km 2

Introduction Can bus really be the new regional rail? Yangcheng.files.wordpress.com 2008

Introduction Can bus really be the new regional rail?

What is the regional super bus concept? Vehicles Infrastructure Stations Ticketing Integrated transport and land-use planning Integration with local/regional/national PT system

What is the regional super bus concept? Core values : High capacity, Reliability, Swiftness, Comfort and safety, Long-sightedness and stability, Image An uncompromising attitude to prioritising busses above cars is at the core of the Superbus concept. (Region of Skåne 2013: p. 91)

What is the regional super bus concept? Regional (light) rail on rubber tires Train- like system on shared infrastructure A pilot project providing an answer to the growing demand for sustainable public transport suited to, and adapted for, polycentric functional regions of small and medium sized cities (Region of Skåne 2013)

What is the regional super bus concept? Overall objectives: PTX2 General trp policy objectives Different objectives in different: routes: Capacity Regional development

What is the regional super bus concept? 1 billion SEK in the latest national infrastructure plan 8 existing regional express bus routes Upgraded to superbus standard by 2021

What is the regional super bus concept? The Simrishamn line new regional rail - appr. SEK 3 billion Superbus infra. Simrishamn Lund - appr. SEK 60 million Source:

K2 s research agenda on implementation and performance RSC probably not a fully comparable alternative to regional rail, but: To what extent can a first class bus system be an alternative to investments in regional tram/rail? What kind of effects are achievable? How do these effects compare to effects of regional rail? How to implement the regional superbus concept?

K2 s research agenda on implementation and performance Financing and management K2 s R&D areas Societal impact Coordination Digitizing Travellers attitudes and behaviour Regional superbus one of several potential strategic programs linked to all five areas.

K2 s research agenda on implementation and performance Combined qualitative and quantitative research design Effects evaluation baseline - ex ante & ex post What has happened after implementation? Process evaluation capture the stories of implementation to understand the hows and the whys

K2 s research agenda on implementation and performance

Process evaluation Purpose: To understand and contribute to best practice of implementing the regional superbus concept Successively capture experiences and feed these back into the ongoing process of implementing the concept in different routes. Contribute to the growing body of literature on the implementation of BRT and BHLS systems

Process evaluation Planning and implementation of the regional superbus concept as a collaborative learning process. Inspiration from similar studies, e.g. Lindau, Hidalgo & Lobo (2014) and Rizvi & Sclar (2014) Complemented with theories on collaborative planning and governance Method: Interviews and document analysis to map the aims of different actors and analyze how cooperation between different actors worked in the planning and implementation phases.

Process evaluation - key actors The Region of Skåne concept owners leaders of the collaboration process Regional PTA National Transport Administration infrastructure holder state roads Municipalities infrastructure holders + integrated trp and land use planning Three levels, but each level include several (semi) autonomous actors

Process evaluation inital results Crucial issues: I. Infrastructure: conflicts between PT priority and traffic safety (roundabouts, junctions, access ramps, stations) the NTA pushing the gas and brake pedals at the same time II. Prioritizing PT vs prioritizing PT and cars - municipalities sitting on the fence? It's about signal priority for buses in rush hour traffic and bus lanes. But at the same time, it should not make things worse for motorists. (Lokaltidningen Vellinge-Näset )

Process evaluation inital results Crucial issues: III. Decreasing number of stops Improved service for a majority at the expense of the minority If the bus doesn t stop anywhere you save an awful lot of time, but maybe you have missed the point IV. Financing municipal co-financing required need to sell the entire concept at local level Why should [a municipality] pay to make things worse for its citizens?

To be continued Thank you for the attention! Contact: PhD Fredrik Pettersson Post Doc researcher at K2 the Swedish Knowledge Centre for Public Transport Lund University - Transport and Roads, and Environmental and Energy Systems Studies fredrik.pettersson@miljo.lth.se

Process evaluation Implementation barriers: Lindau et al (2014): Novelty = limited/conflicting understanding Fragmented governance systems - lack of institutional capacity Conflicts over the allocation of street space Image - buses as an inferior transport mode.

Process evaluation Muñoz (2015) TOD requires coordinated land-use planning across scales. Lack of support (political economy and community) for high-profile top-down projects. Need for improved tools for: Communicating holistic project benefits Informing and enhancing public participation Building stakeholder coalitions

Effects evaluation (example) Objective Measure Indicator Data/method Baseline Increased capacity Double- decker Capital & operating costs No. of passengers SEK/buss Passengers/trip Passengers/vkm Standard values, Previous contracts Existing passenger statistics + complementing counts K2, The Region of Skåne and National Trp Admin joint developmentof evaluation framework
