1 Supplier Relationship Advisor Finance Group, Shared Services The Supplier Relationship Advisor is responsible for the contract and supplier relationship management of central services contracts- including delivery of efficiencies through demand management activities. The role will focus on: Managing and owning the central services contracts and supplier relationships on behalf of the department Providing oversight and management of costs and services associated with the central service contracts and reducing any risks Generating business efficiencies from the existing engagements and relationships (7% year on year over two years) Contributing to the development of the Departments overarching relationship management strategy and processes with its suppliers. Success in the role will be determined by the contribution made towards the effective management of central services contracts and supplier relationships and the realisation of cost and quality benefits. What you will do to contribute Commercial Procurement Strategy Contribute to the development of the Commercial Procurement team s core strategies and processes (e.g. the Strategy and Action Plan and the Relationship Management strategy) and championing their implementation. Ensure that all contract management activities within areas of responsibility meet the intent of Governments Rules of Sourcing. Contribute to the rationalisation of existing supplier arrangements and contracts across the Department (with a focus on central-service contracts) to drive efficiencies and enhanced value for money for the Department s spend. Identify opportunities for and generate business efficiencies from existing contract engagements and supplier relationships. Procurement Strategies, policies and processes are implemented and well supported. Central service contracts and sourcing activities are managed in accordance with strategy, policies, processes and the Government Rules of Sourcing. Business efficiencies and rationalisations are generated from existing central- services contracts and relationships. Page 2 of 5

3 What you will do to contribute Contract and Supplier Relationship Management Own and manage the relationships and contracts with the central-service suppliers under the Departments Category Management Framework to ensure supply of goods and services meet or exceed contractual arrangements (NB this role will also assist the Supplier Relationship Manager to manage other suppliers as required). Develop and implement procedures for effective management and administration of the central service contracts in compliance with DIA s procurement policies Oversee, monitor, review and report on the performance of suppliers against financial, operational and service KPIs and expectations. Ensure the effective operations of new or changed services delivered under the central services contracts, including communication to stakeholders. May plan and execute negotiation strategies that will meet the overall goals and ensure achievement of DIA outcomes and strategy. May lead contract negotiations with suppliers Develop and manage effective working relationships with Department s central service suppliers in order to maximise opportunities to improve value for money supply of goods and services. Working with DIA s stakeholders to accurately assess and manage the levels of commercial risk associated with contracts Maintain and implement effective contract and supplier management frameworks, processes and reporting to meet functional and organisational requirements. Actively contribute to the ongoing development of the Procurement function by identifying opportunities to improve processes and practices that drive operational efficiencies Central Service contracts and deliverables are aligned with commercial procurement, Finance & DIA strategy and Government s Rules of Sourcing Contract and relationship management and sourcing is in line with commercial best practise. Delivery of quality and value for money sourcing solutions from the market. Appropriate plans and KPI measures in place for central services contracts and suppliers. Reporting completed on supplier performance and risks/issues managed. Tender processes, contract negotiations and contract documentation completed in accordance with policies, procedures and risk management requirements. Strong supplier relationships in place. Practice a continuous improvement approach by reviewing the methodologies, work methods and results of the procurement function and maintaining a positive approach to solving problems/issues. Continually review, identify and provide feedback/suggestions for the improvement of the sourcing and contracting processes, procedures and documentation within DIA. Contribute as a member of the Commercial Procurement team to identifying opportunities to improve the client experience and satisfaction with DIA services. Stakeholder Management Manage effective relationships with key stakeholders including business unit managers, Finance and legal functions. Manage relationship with current and prospective suppliers for the central-service contracts and ensuring the Department leverages its purchasing power. Influence DIA stakeholders to improve demand behaviours The Department continues to operate within guidelines and implements benefits of LEAN. The Department has sound, commercial processes, practises and procedures in place. The Commercial Procurement team is regarded as a high performing business support function. The Department secures its desired scorecard in the Procurement Capability Index (PCI) and is regarded as an attractive customer. Experience in tender processes for the supply of goods and services. Knowledge: A relevant tertiary qualification and/or relevant experience in contract and supplier management in large public sector agencies. An in-depth understanding of financial reporting, management and accountability requirements Knowledge of government procurement best practice is beneficial. Skills: Commercial nous and negotiation skills. Excellent communication skills including the ability to communicate effectively and persuasively.
