1 Advisor Strategic Relationships and Advice (SRA), Service and System Transformation The role of Advisor is a generic position that would work across the three functions of the Strategic Relationships and Advice group: Ministerial Servicing, International Engagement and Strategic Secretariat. In this role you will support the functions of the group through the provision of high quality analysis and advice across a range of issues to influence thinking, support decision-making, and achieve deliverables. 2 What you will do to contribute Research, Analysis and Reporting Work with the Principal Advisor and wider team by providing high level insight, judgement and/or advice where appropriate in order to support the decisionmaking and planning of relevant stakeholders Provide high quality evaluative thinking and evidence informed strategic analysis Co-ordinate (and draft if appropriate) responses to requests for information from the Principal Advisor and Senior Advisor Carry out research and analysis within their area of responsibility, to provide advice that is intellectually rigorous, legally sound, and well presented Manage reporting where required -providing information, statistics and detailed analysis from across the various functions within SST Ensure appropriate records are maintained and filed correctly Relationship management and communication Support the Senior Advisors and Principal Advisors to build and maintain effective professional relationships with internal and external stakeholders, that ensure that SST is cohesive, well aligned and consistently delivering high quality, timely and wellpositioned and usable advice to the Minister, GCDO, DCE SST and other key government stakeholders Work collaboratively and actively across SST groups to ensure their needs for DCE attention are well prioritised across the branch Share information and knowledge with the team, other SST teams and the business units Communicate effectively with our business and ensure the right information is available at the right time Contribute to relevant working groups, committees and collaborative programs As a result we will see Issues and options within areas of responsibility are determined and sound judgement is exercised An appropriate level of research and analysis is undertaken that covers off all the key dimensions of issues and considering other relevant perspectives High quality papers/responses/ reports are produced that require minimal revision and use correct template(s) Documentation is filed accurately and according to departmental guidelines Appropriate communication in terms of style, tone and couching of messages in a variety of settings Strong, collaborative and efficient working relationships are developed and leveraged across SST that will assist DIA to meet its responsibilities Advice and recommended approaches have had appropriate input from key stakeholders Sound skills and judgement demonstrated in building and maintaining relationships and handling difficult issues Page 2 of 5

3 What you will do to contribute Strategy and Planning Support and coordinate effective and efficient planning and reporting processes across the team and wider group Assist the Senior Advisor in with drafting of strategy, planning and reporting documents to be provided to Ministers and external agencies on time and to Departmental standards, with potential risks highlighted Health and safety (for self) Work safely and take responsibility for keeping self and colleagues free from harm Report all incidents and hazards promptly Know what to do in the event of an emergency Cooperate in implementing return to work plans As a result we will see Effective and robust planning is instigated across the team Planning and reporting documents that are coherent and comprehensive are provided to stakeholders in a timely fashion A safe and healthy workplace for all people using our sites as a place of work. Health and safety guidelines are followed The Advisor will work across the three functional areas of the Strategic Relationships and Advice group: international engagement ministerial servicing, and strategic secretariat. International Engagement The international engagement function is primarily responsible for coordinating and supporting the Government Chief Digital Officer s international leadership role in digital government transformation. This function maintains New Zealand's engagement with international bodies, governments and key international thought leaders, conveying New Zealand's digital transformation journey and lessons learned, as well as being a conduit for learning from our international counterparts. The work specifically includes supporting the GCDO and Deputy GCDO in their leadership roles on OECD E-Leaders and the D7. It would also engage across the system with other agencies working in this space. This function works closely with the SST relationship management team and strategic secretariat function to ensure effective communication flows, to facilitate sharing of overseas learning within the digital transformation landscape, and to be actively connected to New Zealand's digital transformation progress and lessons learned in order to convey these to our international counterparts. The international engagement function also maintains an awareness of New Zealand and overseas digital government transformation activity to identify opportunities for international engagement. Ministerial Servicing This function manages the relationship with the Minister's office and related higher order engagement with other departments. Ministerial servicing has oversight of all engagement, advice and reporting to the Minister, including visibility of ministerial advice and reporting from other DIA branches. This function has leadership and oversight of quality systems for advice and reporting for the Minister, and monitors Page 3 of 5

4 Advise Collaborate with Influence Inform Manage/ lead Deliver to Te Tari Taiwhenua process adherence. Growing capability in effective ministerial servicing across SST is an important aspect of the work of this function. It is also responsible for managing the connection with DIA Policy and policy related processes. In addition to facilitating the SST branch with its ministerial servicing, this function regularly engages with the Office of the Chief Executive to ensure alignment and the GCDO is well supported with any potential risks well managed. Strategic Secretariat This function supports and facilitates decision making by key elements of the digital transformation governance landscape i.e. the Chief Technology Officer, the Ministerial Advisory Groups, and the Digital Government Partnership (also working with the secretariats of the five working sub-groups of the Partnership to ensure coherence). The strategic secretariat would act as catalyst, process provider and facilitator, builder of capacity and capability for collaboration, and mediator across the digital transformation governance landscape, NGOs and other stakeholders. The strategic secretariat s primary focus would be to support communication and facilitate collaboration and learning across the digital transformation governance landscape. It would support and facilitate the relevant governance bodies to lead and govern according to these foundational agreements.
