1 Boise Airport Parking Operations 2017 Boise Airport Parking Operations currently consist of a mix of Public Parking (Transient), Employee Parking (Monthly) and Ground Transportation Parking (Taxi Lane).
2 Public Parking Lots Public Parking has four different areas with four different rate maximums that are based on a 24-hour period. Each area is $1/half hour until it reaches maximum daily rate which repeats every 24 hours based on customer s entrance date/time (pulled ticket or used credit card at entrance) with a 5-minute grace period only at the beginning of the first hour. The Public Parking areas consist of the following stalls with the daily maximum rate: Short Term stalls (this includes both garage and surface parking stalls) Long Term Garage stalls Long Term Surface stalls Economy Lot stalls (Off-site lot currently not operating on a regular basis; only operates for overflow purposes) The daily maximum rates are as follows for each parking section: Short Term - $21.50 Long Term Garage - $11.50 Long Term Surface - $9.00 Economy Lot - $7.50 While each area has its own entrance (each ticket dispenser having a card access reader), the short term area and long term garage both feed into the surface long term lot and all customers exit via the Parking Exit Plaza. Back flow from the surface long term into the other areas is prevented with free exit control gates. The Parking Exit Plaza has six (6) exiting lanes each of them equipped with an automated credit
3 card payment machine with a card access reader. Four of these lanes are equipped with fee computers that can be operated via parking personnel. One lane is always open and manned by a cashier to accept cash. The other three can be opened as needed to assist during rush times, breaks or system down times to maintain customer service levels. Each public entrance has an electronic sign board displaying the number of available spaces in that area. The Long Term Garage entrance displays the available spaces on each level. Additionally, each level has a sign displaying the number of spaces on that level as the customer enters the level from the helix on either the up cycle or the down cycle. Counts are controlled by detection loops in all entrances/exit into/out of an area. We do not include ADA spaces as available in this display. Therefore, when an ADA parker exits and other items that interfere over time will skew the numbers displayed. In order to ensure that accurate numbers are being displayed, the lot attendant counts twice a day and reports the available spaces to the shift supervisor via radio and the supervisor immediately updates display remotely via their PARCS work station. In FY 2016 (Oct-Sept), public parking processed 562,442 transactions for an average of 46,870 transactions per month or 1540 transactions per day. The automated system processed 267,685 or 47.6% of these transactions. The bulk of the automated transactions are generally from long term parkers, while many of the short term parkers utilize the manned cashier lane. The off-site location, Economy Lot, is currently used for overflow situations. It has three entrance lanes. Two are controlled with ticket dispensers (no access reader) and the third is Bus Only and is controlled by access reader only. The exit has four lanes. One is not used (blocked), one has an automated credit
4 card machine, the lane closest to the building is controlled by a fee computer (cashier) and the farthest lane is Bus Only and controlled by an access reader. Airport Employee Parking Lots There are several employee parking lots at BOI, only five of them are controlled by the PARCS system. The remainder are permit controlled. BOI s Employee Lots that maintain access control include the following: Lot stalls BCC Lot stalls Lot W-1-30 stalls Lot stalls Lot E-1-84 stalls These lots contain a mix of employees who are billed (the company) as well as individuals who pay each month. Billed parking is submitted to the Airport Accounting office on a monthly basis for invoice processing via the airport s invoicing system and the individual paying parkers are set up with an account in the PARCS system and their accounts/payments are tracked using the accounting module on the current PARCS software suite. Those that pay monthly are set up with an automatically recurring rate within the software. Those that pay quarterly, semi, or annually are manually charged via the transaction feature as the auto feature can only apply month rent and does not allow for different cycles of charging accounts. Entering and exiting most of the employee lots occurs directly from a roadway without mingling with other parking areas with the exception of Lot W-1. Lot W-1 enters off of the long term drive and the exiting parkers must utilize the entrance into the garage and then exit via the Public Parking Exit Plaza. This requires that they be nested to ensure that they are not parking in the public garage.
5 Ground Transportation Lane The Ground Transportation Lane also referred to as The Taxi Lane, is the area utilized by commercial vehicles that have business at the airport. This includes taxis, shuttles, busses, limos and some delivery drivers (such as FedEx/UPS). This lane is controlled by an AVI system that is integrated into the PARCS system. There is a reader board at the entrance that displays upon reading the AVI tag the name of the company entering and the balance on their debit account. While some are courtesy, such as the local bus, and do not pay a trip fee to enter the lane, others are charged a trip fee upon entrance. These fees are prepaid to their AVI tag and debited each time they enter the lane. If there are no funds on the card, they are denied entrance into the lane. Ability to prepay to their debit account is available 24/7 via the shift supervisor at the Public Exit Plaza.
6 Boise Airport Parking Equipment Overview Short Term Parking. As customers approach the entrance to short term parking, they will find two ticket dispensers with card access readers, push for assistance buttons and associated control arms (gates). Once the customer pulls up to the ticket dispenser (TD), a recorded voice welcomes them to the Boise Airport and prompts them to push and hold the green button for a ticket. The green button is located on the left side of the dispenser and a white button that will call for assistance is located to right. There is a display board that indicates the number of stalls available in the area that is visible from the TD. As the customer exits short term, they encounter a free exit control arm that prevents back flow from the long term surface area that they must travel through to reach the Exit Plaza.
7 Long Term Parking. When a customer enters the Long Term entrance lane, there is an entrance to an employee lot (W-1), the surface lot, and the long term section of the parking garage. The long term surface lot has a single entrance lane while the garage has two entrance lanes. The entrance/exit for W-1 is controlled by card readers only (no ticket dispenser) with associated control arms. The long term garage reader board is larger to indicate available space on each level. As the customer travels up the helix on the west end of the garage or down the helix on the northeast end of the garage a small reader board indicates available space for each level. When exiting the garage, the customer again encounters two free exit control arms to prevent backflow from the surface area. Because the lane only allows for one-way traffic flow, the parkers in the W-1 lot must exit their lot, then enter the garage, travel through the free exit arms and then finally exit via the Exit Plaza using any of the six exit lanes all equipped with access control readers. This requires that this access group be nested with a timed lock out to limit their time from entering the garage to exiting the plaza. Exit Plaza. The Exit Plaza is the final exiting point for all transient and W-1 parkers. It is where the bulk of customer service for parking is performed. The exit plaza has six exit lanes, all of them equipped with automated credit card payment machines, card access readers and control arms. The plaza has a canopy that covers three of the lanes and has approximately a 10-foot clearance. The two lanes to the South are a
8 wider, with no cover and are used to exit oversized/construction vehicles. Four of the lanes at the exit plaza are equipped with Fee computers with fee displays (outside of booth for customer to see calculated fee). There is a small building between the four lanes to the North and two lanes to the South. This building contains an office, restroom, safe room and a small storage area. In the office are two computer work stations. One PC is for the License plate inventory system (LPI, which is currently stand alone) and the other PC workstation is connected to the server housed in the server room in the basement of the terminal. This workstation (a clone of the server) allows the supervisor to monitor equipment communications, credit card and card access transactions in real time and to assist employee parkers or ground transportation patrons with card resets or other enter/exit issues. Just to the East of this building is a shed that houses the UPS (uninterrupted power supply) that maintains power to all equipment at the exit plaza in the event of a power outage. Administrative Office. The Parking Garage Office on the first floor of the Main Garage in the lobby is where all administrative items are completed or controlled. This office houses two workstations for the parking system for maintaining the databases, issuing parking access cards, tracking monthly parking payments, finalizing daily paperwork, system/statistical reporting, etc. This office also houses a bridge (currently Perle devices) to the network servers for the fee computers and ticket dispenser using a converter for serial to TCP/IP and another UPS for power back up for the converter equipment and Public entrances. Additionally, the main circuit panel for power to the Public lots TDs, gates, and available space reader boards is in this office. Ground Transportation Lane. The ground transportation lane is wider than normal to accommodate taxis and shuttles that are picking up passengers along with traffic that is exiting. Due to the width of the lane, the Ground Transportation Lane is controlled by a 15-foot boom control gate. There is an AVI card reader, a converter reader and a reader board sign that informs the drivers of their remaining balance. There is also a token acceptor that is functional from the old configuration (before 2006) that allows the
9 sale of day permits (one time use) of this lane via a paper issued permit and a token. Currently, the exit for this lane is one AVI card reader with signal converter reader. The access to the Ground Transportation Lane is controlled by the accounting office on the third floor of the terminal. This office issues the proper sticker permits (annual) and assigns AVI card to the permitted company. The parking office also has a workstation clone to allow them to set up AVI cards. Employee Parking. The remaining four employee lots are simple entry/exits with card readers and control arms. Employees are only allowed to have one vehicle in the facility at a time and therefore antipassback is applied to all employee parking (with a few exceptions.) It is required that employee parkers register their vehicle(s) information with the parking garage office. This information is applied to the parker s specific record in the database/associated with their assigned card number.
10 Other. A secure server room is located in the basement of the terminal building (referred to as area B- 15). This is where the three servers that control the parking system are housed. The main or central server, the database server and the backup server. These servers are connected to all above mentioned equipment. They control/monitor the equipment s activities, maintain database information and process credit card payments.
