6 1 Scope of the census in Italy 1.1 Contacted facilities In Central Italy, a total of 31 facilities have been contacted: 6 ports, 8 airports, 9 interports and 8 multimodal logistic centres The size of contacted logistic centres varies according to the region, accessibility and purpose of the facility, e.g. quick handling of cargo or possibility of storage. The inclusion of Ravenna in the system of great road conditions and the connection with the main transport networks render it an easy port to reach from the major Italian and European centers. The connection to the motorway provides rapid transfers to the northern regions of Italy, the Alpine countries and central and northern Europe. The connection with Rome and the South is provided by the E45 and A14. The potential of the port is enhanced by the inclusion of the port of Ravenna as the key junction of the "Adriatic Corridor". 8 The road network overlaps, in practice, the rail network, to which the main terminals are connected with several bundles of tracks, being extended along the left bank of the port canal. In particular, the container terminals and bulk terminals are true intermodal hubs. The several terminals in the port of Ravenna are equipped to receive any kind of goods. The port is one of the largest in Italy with regard to dry bulk: it is a leader in the loading of raw materials for the ceramics industry, grain, fertilizer and flour. It is also a major stopover for various goods, such as timber and metallurgical products, in particular coils. Ravenna has scheduled and tramp services with the world. The main catchment area is the Mediterranean and the Black Sea. With respect to these areas, the port of Ravenna is the leader in Italy for container traffic. Ravenna is also a focal point for the ro-ro service of national cabotage to Sicily Bologna Airport Bologna Guglielmo Marconi Airport is one of the best Italian airports for number of international destinations, with a runway authorised to handle flights travelling as far as 5 thousand sea miles and the very latest environmental protection/security technology. Bologna Airport's catchment area includes around 10 million people. We take great pleasure in helping facilitate our country s economic growth and favouring the international expansion of local companies to the benefit of all Parma Freight Village Centro Padano di Interscambio Merci S.p.A. is the company that has developed the Parma Freight Village: a system of works, infrastructures, and plants aimed at the receipt, storage, handling and distributionofgoods. Following this achievement, CePIM SpA has invested the logistic know how it has accumulated and started playing a role as Third Party Logistic Service Provider (3PL). 35 years after its foundation, today CePIM still plays a double role. it maintains its function as co-ordinator of the development of the Parma freight village. 9 It deals with public institutions and agencies representing various national and international operators. it acts individually as high added value integrated logistic service supplier Ancona Airport The Ancona Falconara Airport is named after the great Renaissance painter Raffaello Sanzio, born in the nearby city of Urbino. Strategically located in central Italy, it is easily accessed through the rail station and the port of Ancona, as well as through Falconara Freight Village and the new Inland Port, Raffaello Sanzio Airport is only 18 km from the city of Ancona. In June 2004, Ancona Falconara Airport was expanded and renovated, making it a modern structure designed to promote the industrial development and tourism in Marche Region and in the surrounding regions towards Europe. The State Route 76 connects the airport with the motorway network Ancona (A14) and the major road networks. Aerdorica S.p.A. is the management company of Ancona Falconara Airport, which was set up by local authorities and by a group of leading companies in the Marche region with the mission to play the primary role to plan and implement infrastructure into the development needs of airport itself. Aerdorica S.p.A. is responsible for all operational activities of Ancona Falconara Airport and its mission is to increase safety issues mainly focused on the needs, constantly improving the quality of services offered to passengers, airlines, business partners and those involved who use the airport facilities. In addition, Aerdorica plays the primary role to plan and implement the airport infrastructure development in accordance with the needs of the airport to ensure safe and efficient services for passenger and freight traffic, in order to promote the growth of Marche airport traffic The constitution of Aerdorica S.p.A. inaugurates a change in strategies and policies pursued by the corporate structure, aimed at transforming the business and the history of the Marche airport and at ensuring growth and development prospects. 10 1.2.5 Ancona Port The port of Ancona is in a strategic step in terms of infrastructural development. The port has launched administrative procedures necessary to complete the so-called works at sea. In particular, will be completed in the coming years the construction of the so-called dock Marche and other complementary works and functional operational capability of the platform itself (creation of the breakwater and wave over the demolition of the north pier). This is an area of 20 hectares with a quay length of 950 meters, which largely will be devoted to the development of container traffic. This will allow to insert Ancona among Italy s average size port (approximately 400,000 TEUs). Another front on which Ancona Port Authority is committed, and on which a good prospect for future is developed, is intermodality iron-sea. In addition to participating to initiatives for the development of the Motorways of the Sea, the Port Authority, with the agreement of the Marche region and RFI spa, initiated the recovery of a former railway station (called Scalo Marotti), The Logistics Platform at Scalo Marotti once restored and equipped for the development of intermodal traffic, will create conditions to enable lines of trains dedicated to swap bodies and containers on the lines Ancona and Civitavecchia on those directed to the north, and a first connection with the inland port of Jesi, as soon as it is ready to link Falconara Marittima and also waiting for the connection in direction Civitavecchia. Naturally the commitment of the port to consolidate its leadership position in the international links in the Adriatic via ro-pax remains, particularly along the Greek and Croatian links. Ancona is in fact the main point of connection between South East Europe North and Central Europe. Prospects of development are also linked to the cruise traffic which, in the Adriatic, for years, is growing significantly superior to other areas of the Mediterranean, both in number of passengers and ships, and the number of destinations in the affected routes Tronto Multimodal Centre The Autoporto Valle del Tronto is a structure built as a result of the Agreement Programme adopted by Marche Region and signed by Marche Region, Province of Ascoli Piceno, City of Ascoli Piceno and the Consortium of Industrialization of Tronto, Asia and Tesino Valleys. The subjects involved in the implementation of Autoporto Valle del Tronto are the Consortium for Industrialization of Tronto, Asia and Tesino Valleys, and the Company CIT. Both realization and management structure are assigned to CIT spa. Recently, the CIT SpA had in concession from RFI / FS the yards inside the railway station Villa S. Antonio - Offida, sized 1060,00 sm and the adjacent open area of warehouse space and maneuvering of 4.500,00 sm and not previously acquired because of the lack of financial resources. Page 10 / 17

11 1.2.7 Rome Fiumicino Airport The Rome-Fiumicino "Leonardo da Vinci" is the first Italian airport for passenger numbers. In 2009 this rose to nearly 34 million. Togheter with Ciampino Airport forms the Rome Airport System with over 38 million passengers per year. Both airports are managed by the Airports Company of Roma (ADR). The Leonardo da Vinci has five terminal: Terminal A (Domesticl Flights), Terminal AA (Domestic Flights and charter flights), Terminal B (International Flights Schengen), Terminal C (International Flights extra Schengen ed intercontinental) and Terminal 5 (''sensitive'' flights to Usa and Israel). In particolar the new Terminal 5 started to work May 3, 2008 to enlarge airport and respond appropriately to the traffic increases. It has a total area of 14,000 square meters and is divided into 3 main areas: one for profiling activities, one for check-in and the last one for security / passport and exits for the shuttle bus, carrying in a few minutes passengers to Satellite West, where boarding operations are carriedout. The planning and supervision of T5, created in only six months with an investment of about EUR 12 million,were treated by ADR Engineering, subsidiary company of Airports Group. Terminal 5 will also make clear the Terminal C at the peak and to lighten BHS (the belt that carries luggages to the areas where the four companies of ground services take on board on flights departing) in the most critical hours (9-12 in the morning). At the airport is in service the train station "Fiumicino airport" that links the airport directly to Termini Station by the "Leonardo Express and therefore to the city center. Moreover, the airport is located along the regional railway line FR1 Fiumicino-Orte Rome Ciampino Airport The airport of Ciampino is located in the south-east of Rome, close to the GRA. The airport is of mixed type (civil / military) and is managed by ADR Company, together with the International Airport Leonardo da Vinci, with whom it represents the capital's airport system. Located about 15 km from the center of Rome, Ciampino Airport "GB Pastine" is dedicated to the low fares companies and to the point to point traffic. In the recent years, the strategic positioning of the airport has been modified to meet the needs of the low cost airlines and of the passengers who prefer this new way of travel, respectively providing the necessary operational requirements for flight operations and requirements for a pleasant stay at the airport. In the last recent years, Ciampino Airport has doubled its volume of traffic, taking benefits from airlines and passengers. In 2004, more than 2.5 million passengers chose to fly from Ciampino. The Roma Ciampino airport is located on Via Appia Nuova. It is located a short distance from the GRA (GRA) and from the road system of the highway North-South and East-West. Page 11 / 17

12 1.2.9 Civitavecchia Port It is a port organization that answer to the request and to the outside goad in a univocal way, constant and with an intent unions. The demand for the market competition request a versatile and changing harbour read to pick up the actual opportunity. To create this situation it is necessary that a group of modern, young and electric workers. A team that know how to work in a constant and constructive way with workers, enterprise, institutions. It is the organization of the Port Authority of Civitavecchia, Fiumicino and Gaeta, harbours that keep their different and specialization way taking part of a regional system taking in consideration not only the maritime field but the whole territories throw the regional logistic network. A winner team that identify itself with fixed goals, every day able to answer to the right of use of port that needs quality services and security guarantee. It continues the growing of harbour traffics. National passengers, cruises tourists, different goods containers, solid and liquid bulk, new cars, they register positive date. What produce the port competitive is an organized system that realize infrastructure great works and a growing of traffics pointing to the development not only to the calls but to the whole territories economy. A great operation that see the constant contribute of a mature and responsible port community Arezzo Freight Village The project Arezzo Freight Village stems from a study commissioned in the '80s by the Chamber of Commerce, which placed emphasis on the logistic potential of the area. The new infrastructure was created with the objectives of: - Provide, in a highly integrated logistics, services and transport to all national and international operators; - Increase the competitiveness of local productive system; - Be supportive and help to local businesses; - Reducing congestion on the road junctions, rail and cities and enhance environmental and quality of life. When fully operational, the facility expected to reach 290,000 square meters of which 61,000 are covered with its stores, space for business services for container handling yards and offices: all this to make a full intermodality between road, rail and ship. The Freight Arezzo Arezzo rise at the exit of the A1 Milan-Naples and the historic rail line (direct route) Milan-Rome, infrastructure that will allow him to engage transeuopee TEN-T networks and, in particular, the railway corridor Berlin-Palermo Page 12 / 17

13 Florence Airport Starting in late 1999, initiatives for restructuring and enlargement began, involving the departures and arrivals terminals, aircraft parking areas and other areas dedicated to the operational and commercial management of the airport. The challenge of Florence airport is still going on, as demonstrated by approximately one million five hundred thousand citizens of the world. They have been the first to understand the importance, for present-day travelers, of an airport that brings you to the very heart of Tuscany. Our travelers have also realized that you can arrive at Vespucci from anywhere in the world, just as you can reach any destination starting from Vespucci. Not by coincidence, over 50% of the passengers departing from Florence do not stop at first destination, but continue their trip with connecting flights. Commercial traffic has risen from 797,567 passengers in 1995 to nearly a million and a half in Steady growth over the years, and a commitment for all to pursue increasingly ambitious goals. AdF has committed itself to supporting this growth wholeheartedly. Today in fact Vespucci represents both the central core of a network of short and medium-range direct connections and the reception point for traffic coming from peripheral areas and headed for national and/or international destinations served by big airports. To sustain this growing traffic, AdF has programmed a number of investments for developing the airport infrastructures, including the construction of a new taxiway, scheduled for completion within 2002, which will ensure easier management of the traffic flow on departure and arrival during peak hours, resulting in a substantial increase in airport capacity. The primary objective of AdF remains that of increasing the volume of traffic, a factor directly linked to the collection of airport taxes and handling fees as well as to proceeds from commercial enterprises. The increase in traffic can be generated not only by growth in the volume of passengers and cargo linked to economic development and significant events in the city and the region, but also to the increased capacity for attraction of the airport, making it justifiably preferred by airline companies and tourist operators, both national and international. Also falling within this context is the continuous development of commercial activities and services, through which AdF intends to fully satisfy the needs of passengers on departure or arrival, and to establish a basis of more profitable returns. It is within this framework that AdF is now quoted on the stock market, as of July 11, 2000, through the placement of 39% of the Company's assets, allowing significant acceleration of its development strategy. 14 Port of Livorno The port of Livorno, classified as Big Regional (first level) in the Tyrrhenian Corridor, from the Freight Leaders Club, is a multipurpose port, that is equipped with infrastructures and facilities that can accommodate any type of ship and handle every category and all types of traffic (LO-LO, RO-RO stock, bulk liquid and solid, new cars, cruises, ferries, forest products, machinery, etc...) The infrastructures of the port allows connection to the main national road and rail and airport areas of Pisa and Florence. Thanks to its hinterland rather large, consisting primarily of Tuscany, Emilia Romagna, Umbria and Marche, very active in terms of business and industry, the Port of Livorno handling a large volume of goods. 15 2 Method of census The activity started with a research of multimodal logistic centres in Central Italy. After identifying all the facilities, the method used for the census was carried out in three phases: 1. The translation of the questionnaires from English to Italian The questionnaires was translated from English (the official language of the project) to Italian, to make the task of understanding easier 2. The filling out in advance of the questionnaires The census continued with the filling out in advance of the questionnaires, using journals, websites, newspapers and magazines. The aim was to make the job of the logistic departments easier. 3. Collection and processing of data provided by the completed questionnaires After having sent out and received back the completed questionnaires, the information was translated into Italian, processed and inserted into a database. 4. Further contact with logistic facilities The point of contact in the various intermodal logistic facilities was called in order to get ulterior clarifications or suggestions regarding the data provided It s worth noting that some questions were never answered or answered in only a few case, e.g. coordinates of the facility and plans for the future. This missing data was added by Ancona Port Authority Page 15 / 17

16 3 Issues encountered The main problems of the census were the waiting times between sending and receiving information form the point of contact and it was coupled with finding the right person to answer the questions. Most of the initial people contacted at the logistics centres had forwarded our first request to others. This made the process of finding the person in charge of deciding on giving information to external projects like WATERMODE even more difficult and long winded In addition, we were obliged to call on numerous occasions before being able to speak with the right person and before receiving back the completed questionnaire. The census meant additional work for facility operators. In general, the interest in answering the census was low. Page 16 / 17
