All responses to the subject solicitation must be received no later than 2:00 P.M. (ET) on Wednesday, January 25, A response received after the exact time specified will not be considered. Failure to file a protest within the time prescribed in Section (3), Florida Statutes, or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under Chapter 120, Florida Statutes (F.S.). Written notices, formal requests and proceedings must conform with the requirements set forth in Chapter , Florida Administrative Code (F.A.C.). Protests must be filed with the Purchasing Office, Fish and Wildlife Conservation Commission, Suite 100, 2590 Executive Center Circle, Tallahassee, Florida within the time prescribed in Section (3), Florida Statutes and Chapter , Florida Administrative Code. 2 Page 2 ADDENDUM NO. 1 Item #1: Changes to Scope of Work The following language is hereby added to the SPECIFICATIONS FOR SERVICES section of the Scope of Work: Vendor must provide a minimum of eight (8) trucks per day and/or a minimum of one hundred (100) loads per day. Item #2: Questions and Answers Question #1: It is our belief that it is unsafe to "Tailgate Spread" due to the natural clumping characteristics of DOT Shell. We believe that moving a power unit while the bed is raised, with the tailgate chained, raises the center of gravity and increases the likelihood of a turnover of the power unit. Would it be acceptable for delivery to be made by tractor trailer dump trucks carrying 20 yards or more dumping from a stationary position without tailgates chained? Answer #1: Delivery method for Certified DOT shell road base material delivered to YPU, BWWMA and BRP will be utilizing cubic yard dump trucks. Question #2: Can I use four different pits as long as they're all DOT certified; it'll be closer and much cheaper to do it that way? Answer #2: Bidders shall provide, with their bid, Florida Department of Transportation Material Certification confirming that the road base to be used is DOT certified by most recent testing results from the pit(s) where the material will be purchased. Question #3: Answer #3: On Project Number Two - I see that we can come in off of exit 138 to tuckers grade and do the stock pile but can we also come in that way and go to oil well grade and do the east half of Tram grade Road and then come in off of 31 and do the other half of Tram grade? DOT shell road base rock will be supplied, delivered, and tailgate spread on Road 3. Access to this site will be from State Road 31, approximately 6 miles south of the intersection of State Road 74 and State Road 31. The location of the repair is approximately 5.2 mile West of State Road 31 on Road 3. The repair will begin 0.75 miles North of The intersection of Tucker s Grade and Road 3. This repair will be ~1.55 miles in length. DOT shell road base rock will be supplied, delivered, and tailgate spread on Tram Grade. Access to this location will be from State Road 31. About 4.3 miles south of the intersection of State Road 74 and State Road 31. The location of the repair will be on Tram grade approximately 3 mile west of State Road 31. It will begin at the twin ponds and run for ~ 8.2 miles to Oilwell Grade.

3 Page 3 Question #4: Answer #4: Worker's Comp - A lot of the subs only have one possibly two employees so they are exempt with the state from workers Comp. Is that going to be a problem or is that acceptable? As long as contractors are complying with Florida Workers Compensation statutes, it will not be a problem. Question #5: Answer #5: Coming in off of 31 is there a gate at Tram grade and at tuckers grade or is there only one gate? A lot of these road repairs are going to be hindered because you cannot put several trucks on the one job when they dumped a load they cannot continue and get out another way the other truck is going to have to stay way out on the highway and wait for the first truck to leave the job before he can go in. Yes. There are gates on State Road 31 at Tram and Tuckers Grade. Tram and Tuckers grade have multiple areas throughout the project where unloaded trucks can pull over to allow loaded trucks to pass. The FWC crew will be spreading each load quickly to allow trucks to pass over each new load. Trucks will not have to stage on the Highway to wait for the first truck to leave the job. Question #6: Answer #6: To get the shell base approved do I have to submit the Pit Number or do you need the lab report? Lab Report. Bidders shall provide, with their bid, Florida Department of Transportation Material Certification confirming that the road base to be used is DOT certified by most recent testing results from the pit(s) where the material will be purchased. Question #7: Is the transaction fee is 1%? Answer #7: Yes, the MyFloridaMarketPlace transaction fee amount is 1%. Question #8: Answer #8: Can we work Friday also? Question #9: Answer #9: Will the roads/ entrances from main roads be maintained by FWC due to heavy truck traffic while hauling materials in? Yes. FWC will maintain roads in a drivable condition but any Contractor damage to roads or infrastructure will be repaired at the Contractor s expense. Any damages to state property (e.g. structures, roads, culverts, fences, trees, or other natural resources) caused by the Contractor while working on this project shall be the responsibility of the Contractor to remedy, as determined by the Commission.

4 Page 4 Question #10: Answer #10: Will you require a supervisor from the contractor to be onsite? Yes. The Contractor is required to have a representative at work area point of unloading to communicate with drivers and make sure drivers are spreading material. Question #11: Answer #11: Will FWC commission employee be collecting material hauling tickets? Yes. Question #12: Answer #12: Will FWC cut back trees where needed for trucks to get by? FWC will trim any trees that cannot be avoided with reasonable effort. Question #13: Answer #13: How many Loads per day are acceptable? Vendor must provide a minimum of eight (8) trucks per day and/or a minimum of one hundred (100) loads per day. (See Addendum 1, Item #1.) Question #14: Answer #14: How many trucks do you require a day? Vendor must provide a minimum of eight (8) trucks per day and/or a minimum of one hundred (100) loads per day. (See Addendum 1, Item #1.) Question #15: Answer #15: Can we use the entrance off of Tucker's grade & U S41 to get to the Oilwell Road & Tram Grade? Question #16: Answer #16: Yucca pen area is going to only be accessed from Zemel Road for the north & south side repairs? Is there another entrance to use for the north side of Zemel Road? Question #17: Answer #17: BRP - Repair#4 off 74 is not going to tram grade? BRP Repair #4 is a road that accesses a Tier II campsite off HWY 74. The highlighted area on the map is the extent of that repair. Tram in the description was a typo. Question #18: Answer #18: Is there certain amount to be stockpiled? Question #19: Answer #19: Can you post the previous tabulation for this bid when it was posted before? The bid tabulation from FWC 15/16-96 will be uploaded as a separate document on the Vendor Bid System.

Will you require the contractor to spread the material delivered with a dozer as well?
