Exemples of public/private co-operation in Paris for solutions to air quality and noise reduction 23/ 06 / 2005 BESTUFS CONFERENCE - AMSTERDAM 2005 Direction de la Voirie & des Déplacements Agence de la Mobilité - Usagers & Marchandises
City of Paris City of 2,125 million inhabitants 105,4 km2 Small area surrounded by circular motorway «the Périphérique» 20 arrondissements (borroughs) Town with high population and business density More than people per square kilometer jobs are located in Paris
City of Paris / center of IDF agglomeration Central point of the national transport network infrastructure with : Motorway network (regional and national) Railway network from 6 railway stations Waterway network with the Seine river, the Marne river and 3 canals Centre of the French capital agglomeration with 11 million inhabitants The city s logistics based mainly on road and concentration points located outside of Paris
Paris freight data Flows 32 million of tonnes per year including : 1 million by railway 2.5 million by waterway Movements (delivery and pick up) Commercial flows : 40 % of total goods flow in Paris. Estimated at : movements per week Consummer flows : 50 % of total goods flow in Paris Other flows (waste, removals, works : 10 % of total goods flows Space use 15 % to 25 % of total street space More in areas of Paris such as single activity districts.
Environmental impact Energy consumption and pollutants emission in the Ile-de-France region freight accounts for 25 % of the total transport energy consumption and more than 50 % of diesel consumption 60 % of particle emissions 26 % of greenhouse effect gases emission 20 % of NOx emissions By the year 2010, we expect an increase of 11 % of the total of kilometers covered
Freight in Paris : a political priority The stakes : Essential to the economic and social working of the City of Paris but generates serious, harmful effects For a long time forgotten in the public space management and mobility policy Lack of management of freight logistic Is today a priority, as well as public transportation Goods conveyance is today integrated in the management of public space
Freight in Paris Three years of investigations Objectives To control spatial impacts To reduce harmful environmental impacts (pollution, noise pollution, CO2, accidents) To increase economic and social efficiency in this sector To Enhance the City s attractiveness To Integrate the City of Paris s logistical needs To Include the City of Paris logistics in a regional level scheme Creation of a dialogue between City of Paris, freight professionnals (shippers, loaders) and administration information sharing, listening, solutions search
Significant progress in tendencies definition and first results Action Plan Better knowledge of Paris logistic organisation Prospective Tools Studies Concertations Experimentations Communication Target To rationalize goods movement into and out of Paris by massification and transfer from road to waterway or road to rail To Optimize goods distribution inside Paris with methods more respectful towards environment
Workshop : city of Paris / rail professionals Concertation A ten-year plan Cooperation City of Paris, SNCF and RFF Four major rail freight facilities (Batignolles, Evangile, Bercy, les Gobelins) Connected with each other by rail (Paris circular rail link shown in red) Space provided for in City masterplan, average area of 90, 000 square meters by location. Planned activities : warehousing and transit, concrete processing, waste processing
Using mass transit facilities for freight The«Frêtilien»scheme: 1 - A region-wide scheme 2 - The freight conveyed into Paris will serve Paris and the inner suburbs exclusively 3 - A network of logistical platforms, interconnected by rail 4 - Emphasis on mass handling of goods 5 - Logistical platforms integrated in urban environment (noise and visual impact) 6 - Distribution of goods by means of environment-friendly services (Electric or CNG lorries)
Freight using sub-urban urban rail infrastructure Study : using subway and tramway infrastructure in order to supply high commercial aera PROJET «METRO/ RER»
Workshop : city of Paris / waterway professionals Paris-bound freight using waterways (Seine and canals) amounts to 2.5 million tons per year A cooperation between the City of Paris, the Paris Port Authority and cities served by canals Experiments Types of businesses targeted: besides the Building Industry, major distributors, car industry, express freight, waste disposal, secondary raw materials, etc. Designing new harbour facilities and types of barges Connection with environment-friendly land distribution services
Harbour areas provided for in City masterplan Dedicated harbour facilities : operated by one company or business (ex building industry) The masterplan provides for areas designated as Zone de grands services urbains located in Paris, in the upstream and downstream parts of the river Seine Time/space sharing harbour facilities : smaller facilities used for the transit of goods from water to road, located in central Paris. Include wharf and lorry access. Handling equipments on the barges. Zones urbaines vertes (Historic and heritage areas) Time/space sharing harbour facilities Zones de grands services urbains Dedicaced harbour facilities
Workshop : city of Paris / road professionals Concertation between shippers, carriers, police department and city of Paris 7 action points 1 - improvement of the delivery bay offer 2-30 minute rotation on delivery bays 3 - professionalisation of some delivery bays 4 - regulation simplification 5 - improvement of control 6 - Charter of good uses 7 - Introduction of the environmental concept in the regulation
Experimentation Creating a positive environment for experimentation of new logistic organisation and use of clean delivery vehicles Master plan Provision of logistic space (near railway station and Seine, parking) Regulation Charter of good uses Events City of Paris commitment Feasibility study Providing logistical space at below -market coast 2 year follow up Communication
Experimentation : La Petite Reine Distribution of goods by electric delivery tricycle Social : 18 employees (including 1 mechanic) Fleet : 19 delivery cycle, capacity up to 1.1m3 Since may 2003 : «courses», km travelled air quality impact : CO 2 = -112 tons - Nox = - 280kg noise reduction : excellent
Experimentation : Chronopost Espace Logistique Urbain - Concorde - Fret Express - CHRONOPOST Express Delivery in 1st, 7th, 8th, 9th and 17th borroughts 20 clean vehicles (electric and natural Gas) parcel per year km gasoil lorry spared inside Paris logistic space 800 m2
Experimentation : Natoora logistic space - Porte d Orléans - Natural food - NATOORA e-business (B2C), distribution to final customer 4 electric vehicles (100kg, 35km, 25km/h max) 40 deliveries per day km gasoil lorry spared inside Paris urban logistic space : 220 m2
Experimentation : Consignity CONSIGNITY drop point - automatic boxes - spare parts - B2B Spare parts delivered during the night Reception by repair technician during the day
Experimentation : Lungta Express Messenger - Paris - LUNGTA Express delivery with electric scooters 7 scooters replacement of classic thermic motorised scooters by silent, clean and speed limited (up to 40 km.h) ones target : fleet 100% electric
EXPERIMENTATION Electric truck - 10 Tonnes Delivery of cosmetics (l OREAL) in selected neighbourhoods City of Paris : installation of 4 electric supply stations weakness : loading capacity only 2.5T
EXPERIMENTATION : GNV : Carrefour Ooshop Monoprix Monoprix Geodis 19T GNV Carrefour TNT 19T GNV Stars services 3.5T GNV
What s next?? Main difficulties - Regulation and standards - Clean vehicle offer - Time schedule Positive points - Political commitment - Economic partner commitment - PREDIT subvention - High economic density of Paris
