3 IAEA Nuclear Safety Action Plan IAEA Nuclear Safety Action Plan Strengthen and maintain capacity building Member States with nuclear power programmes and those planning to embark on such a programme to strengthen, develop, maintain and implement their capacity building programs, including education, training and exercises at the national, regional and international levels; to continuously ensure sufficient and competent human resources necessary to assume their responsibility for safe, responsible and sustainable use of nuclear technologies; the IAEA Secretariat to assist as requested. Such programmes to cover all the nuclear safety related areas, including safe operation, emergency preparedness and response and regulatory effectiveness and to build upon existing capacity building infrastructures. 5 Conclusions from Lessons of Fukushima Accident* Staff and management of NPP and Operating organization should focus on immediate actions to prevent and mitigate severe accidents Operating organization, executive power bodies and international organizations and general public should be timely informed about the event at NPP. Involvement of aid from government and international community is ensured. Reserve of resistant to natural disasters technical means should be stocked at each power unit in order to provide power and water supply needed for cooling of reactor and spent nuclear fuel. Restoration of power and water supply for nuclear fuel cooling down during the first hours after station blackout is key criterion of success MNTK -2012, Moscow, May, A.Shutikov, RAE 5

16 Conclusions (implication from Fukushima Accidents for HRD) Implementation of TC simultaneously with first concrete (five years before first load) will provide an essential basis for training of national instructors; Focusing the training on Safety related computer codes/simulators is a must at early stages of nnfrastructure development 16
