Background & Objectives Insufficient information on European rail freight transhipment facilities / last-mile infrastructure!!! EU Study MOVE/B2/ / /2016 Resolving difficulties to access information on last mile infrastructure for rail freight Development and programming of a EUwide web-based information portal with GIS functionalities (Demonstrator) Recommendations to manage the portal on permanent basis Study MOVE B2/ Last-Mile GIS Final Presentation Brussels 05/07/2016 2
Study partners Consortium HaCon (Lead), DE UIC, FR Jan Hildebrandt Sub-contractors UIRR, BE Triona, SE IT Kreativa, MK Study MOVE B2/ Last-Mile GIS Final Presentation Brussels 05/07/2016 3
Study overview and approach Identification and analysis of user needs Identification and description of > primary data sources > Other web-based information portals Setting up a web-based information portal Interviews / Workshops Stakeholder seminar / consultation Stakeholders Infrastructure Users Infrastructure Operators Represented by Sector associations and Market actors Study MOVE B2/ Last-Mile GIS Final Presentation Brussels 05/07/2016 4
General understanding of Last mile infrastructure Study MOVE B2/ Last-Mile GIS Final Presentation Brussels 05/07/2016 5
Types of last-mile infrastructure Private sidings Railports / Rail logistics centre Source: HaCon Source: DB Schenker Stations with public sidings Intermodal terminals Source: DB Netze Source: DUSS Study MOVE B2/ Last-Mile GIS Final Presentation Brussels 05/07/2016 6
Conditions for portal development Existing portals User needs Data sources European Last-Mile Portal Study MOVE B2/ Last-Mile GIS Final Presentation Brussels 05/07/2016 7
Identification of user needs What have been the main items addressed? Which information is required by relevant stakeholders (users)? What are the main constraints faced in acquiring requested information? Expected result: Catalogue of content information / features that should be offered in a web information portal. Who are the stakeholders (potential users)? Infra users: Railway operators, Shippers (industry), Forwarders, Intermodal operators, Wagon providers Infra providers: Infrastructure managers, Intermodal terminal operators, Railport operators, Owners/operators of private sidings How are these needs identified? Workshops (with all stakeholder groups) Paris, March 2015 (Focus on Western Europe), Lugo, March 2015 (with UIRR Terminal Interest Group), Budapest, April 2015 (Focus on East/South-East Europe) an Online questionnaire Interviews with selected stakeholders Study MOVE B2/ Last-Mile GIS Final Presentation Brussels 05/07/2016 8
Information requirements Information items ( Long list : 125 single items belonging to 13 clusters) Location (12 items) Types of facility (11 items) Size of facility (3 items) Rail infrastructure (14 items) Rail infrastructure equipment (9 items) Transhipment equipment (5 items) Type of LU / cargo transhipment (19 items) Type of loading unit/cargo storage (12 items) General conditions for rail operation (9 items) Rail operation/ service - last mile (10 items) Rail operation/ service - long haul (8 items) Additional services (10 items) Connection to road (3 items) Study MOVE B2/ Last-Mile GIS Final Presentation Brussels 05/07/2016 9
Identification of user needs Main conclusions regarding information of particular interest What access points are available (locations)? What kinds of services are provided at a particular point? Who is serving the point (contact person)? What is the service time (windows)? What are the core technical parameters and equipment? Main conclusions for portal design: Selection of different facility types on the first application level (= portal entry for the user); Immediate display of facility operators contact data; 74% of discussed information items are evaluated as important by workshop participants needs to be reflected by portal contents Display of information items with high requirements on confidentiality and frequent updates (e.g. schedules, tariffs) possibly by linking to respective websites; Study MOVE B2/ Last-Mile GIS Final Presentation Brussels 05/07/
