Bid must be accompanied with scanned copies of Demand Draft for Tender Form Fee (Rs.500/-) and Refundable Earnest Money Deposit (EMD) of Rs.25,000/- form Nationalised / Scheduled Bank and other required documents. Bid shall be treated as invalid if the above scanned copies are not submitted online alongwith the Bid. The Bidders are required to submit original Demand Draft in the name of the Section Officer cum Drawing and Disbursing Officer, Maharashtra Legislature Secretariat, Vidhan Bhavan, Mumbai towards payment of Tender Form Fee and E.M.D. on or before date hrs at least on one working day before opening of the Technical Bid. Original D.D. submitted shall be the same as scanned copy submitted alongwith the Bid. The Bidder shall be capable to arrange Veg. & Non-Veg. Meal Breakfast, Refreshment etc for 500 people at a time. 2. The period of contract is for three years. 2

3 //2// 3. The Bidder shall have an experience of at least 5 years in catering. Preference will be given to the bidder having experience of running Amdar Niwas Canteen and catering services in various Government functions and must have all licenses of all concerned authorities and shall produce it in original during submission of tenders. 4. The Bidder shall submit Police clearance certificate (PCC) from Police Dept. 5. Bidder shall produce no dues certificate from the concerned authorities where he has carried out such types of business. 6. The preference will be given to bidder who possesses the domicile of Maharashtra for at least 15 years, and shall produce the certificate for the same. 7. The Bidder shall have audited annual turnover of canteen & restaurant business of at least Rs lacks in each of the last 3 financial year as on 31 st March Earnest Money Deposit of Rs. 25,000/- is for each canteen separately. Which will be refundable to unsuccessful Bidder in EOI. 9. Bidder shall be awarded contract of only one Amdar Niwas Canteen. 10. Details terms and conditions are included in EOI form. 11. Other points to be noted. a. The successful bidder is expected to deposit Rs lakh for each tender in the form of FDR (fixed deposit receipt) from Nationalized or scheduled bank and performance security of Rs lakhs in the form of bank guarantee from Nationalized or Scheduled bank. b. For quality of food, continuous checking of food will be done through FDI. c. Period for tender is for 3 years but Sub Committee will take review of performance of contract after every three month and decide to weather to continue or not. OBJECTIVE OF THE CALL FOR EXPRESSION OF INTEREST The purpose of this EOI is to explore market interest for the management of the Canteen facility (Veg & Non Veg.) at various Amdar Niwas, Mumbai namely Manora, Akashwani & Vistarit Amdar Niwas. The key objective is to manage the canteen facility at Amdar Niwas in Mumbai and to provide quality food in the canteen for Honorable MLA s / MLC s and their Guest at the concessional rates. 5

The facility is to be extended employees working in Amdar Niwas. The rates of food for other visitors of customers shall be quoted by the bidder in the form of percentage above concessional rates of food items (which will be given in the main tender) in his financial bid considering these concessions. A meeting will be held in Vidhan Bhavan on dt pm for clarification of the doubts of the bidder. 7) QUALITY ASSURANCE To meet the standards of food prepared by canteen/hotel as per FSSA 2006, the concerned contractor has to put in place the FSMS & also appoint a Food Auditor at his own expenses. The samples of food prepared in canteen/hotel must be tested in NABL accredited & FSSAI certified Laboratory and also has to follow schedule 4 of the Regulation All above requirements must be fulfilled and submitted along with the tender. 8) OBJECT OF CANTEEN The caterer of canteen / restaurant shall provide food for Honorable MLAs, MLCs along with five members / guest at concessional rates as per menu. And for other visitors / customers, he shall provide food with quoted rates. Caterer shall provide canteen facility between 6.30 am to pm for all days. (including Sunday) and upto one hour beyond the period of discussion in both of the houses during assembly session. 6

7 9) EXISTING FACILITIES //5// The successful bidder shall get canteen area shown in Para 4 with furniture. Separate area is reserved for MLAs and MLCs and their Guest. Caterer shall be provided with separate kitchen area, utensils and equipments for Veg. and Non-Veg. preparation. The caterer will get Electric supply, B.M.C. water supply at the concessional rates as given below. Concessions for Bidder 1. Building Rent Nominal rent Rs. 2.05/- sq feet per month to be paid before 10 th of every month. 2. Electricity Supply Charges. 10% amount to be paid against electricity bill received in every month. 3. B.M.C. Water Charges 10% amount to be paid against water charges bill received from BMC. 4. Furniture Rental Charges to be paid Rs. 4000/- per month. It shall be deposited before 10 th of every month. 5. Infrastructure like, building, electricity supply, water supply, furniture, some of kitchen equipments, gas pipe line as per availability, bhatti, deepfreezer will be supplied to the caterer. 10) DELIVERABLES FROM THE EOI : a) Assessment of the present management capacity & quality of bidder. b) The expected benefits of this canteen services are listed below. 1. Efficient management for the running of catering services in canteen & restaurant for MLAs/MLCs and their guests and visitors. 2. Higher quality of food facility in canteen restaurant. 3. Items ordered shall be supplied promptly in MLAs/MLCs room on bell / Intercom. 7

8 //6// 11) WORKING ARRANGEMENT The canteen is on Ground floor in the building with separate entrance and exit. Separate entrance is provided for working staff and store room. The canteen staff and cleaning staff accommodation shall be arranged by bidder. Only limited space will be given in Amdar Niwas for their accommodation. 12) HOW TO EXPRESS INTEREST Interested bidder shall submit their conceptual plan for running canteen along with the company profile, similar type of canteen undertaken particularly in major/metropolitan city. The bidders are free to add any additional information concerning to canteen. For any clarification, interested parties / Bidder shall / contact Committee Chairman And Additional Secretary Amdar Niwas Canteen Management Sub Committee, Maharashtra Legislature Secretariat, Vidhan Bhavan, Nariman Point, Mumbai The initial contract period is for 3 years. The review will be taken about performance of the caterer after every three months, & if the performance is not found upto the mark, then the agreement will be terminated. In this case decision of committee will be final and binding on the bidder. 8
