7 CMDP Prject Gal Statement In 2016, States and EPA will put int prductin a Cmpliance Mnitring Data Prtal (CMDP) which: Accepts sample results frm labratries and water utilities using three different electrnic reprting methds; Validates sample results dynamically t reduce errrs and imprve data quality; Cmplies with CROMERR (Crss-Media Electrnic Reprting Rule); and Supprts states that use SDWIS-State r ther cmpliance systems, in additin t SDWIS Prime. 7

8 CMDP Design Cmpnents 1. Rle-based username and passwrd-prtected access t ensure data security 2. Direct data entry screens fr web-based reprting f sample analytical results and assciated sample meta-data 3. Sample reprting templates (e.g., MS Excel) that can be dwnladed t a lcal system, ppulated, and upladed t the CMDP 4. Web-services (e.g., ReST API) fr cnnecting t/frm submitter data management systems and state cmpliance databases 5. Relatinal database fr validatin, strage and retrieval f drinking water sample results, drinking water utility inventry characteristics and labratry certificatin status and methds used. 6. Electrnic-signature and CROMERR Cpy-f-Recrd (COR) generatin capability using web-based CROMERR services 7. Dcument management fr strage and retrieval f PDFs f electrnically signed CORs 8

10 Key Feature: CMDP Rle-based Access Access t CMDP functins will be based n yur User Rle. All User Rles will require Central Data Exchange (CDX)-issued credentials There are fur CMDP User Rles each f which can be assigned t different users within a PWS r labratry rganizatin, r t the same user. Any PWS r Lab using the CMDP must have at least ne, preferably tw, CMDP Administratrs wh will assign rles t ther PWS r Lab users. The Certifier-Submitter rle will require an Electrnic Signature Agreement t sign dcuments electrnically 10

11 Key Feature: CMDP Rle-based Access Rle Definitins Administratr - May exercise, delegate r revke any rle in the CMDP t any apprved user. The primary purpse f the administratr rle is t act as the decisin making authrity wh determines the extent f access fr ther users fr each rganizatin they represent. Preparer - Prepares a data file cntaining ne r mre recrds by interacting with the CMDP using the data entry screens r templates. Crrects errrs identified thrugh data validatin r review. Reviewer Reviews a data file and validatin reprt. May reject file and return t Preparer, r send file t Certifier/Submitter. Certifier/Submitter - Uses the built-in CMDP CROMERR services t (a) certify via electrnic signature that sample data are valid and CROMERR-cmpliant (fr cmpliance samples) and (b) submit the signed file t the state primacy agency. 11

12 Key Feature: Water Utility and Labratry Prfiles Prfiles can help reprting entities, labratries and primacy agencies maintain up-t-date infrmatin necessary t ensure cmpliance with rule requirements. PWS and Labs may use the CMDP t request Prfile updates, which States can review, apprve and implement. 14 Key Feature: Shared CROMERR (Web) Services (SCS) Web Services Available t CMDP CROMERR is the EPA rule that defines e-reprting and sets perfrmance standards fr electrnic reprting systems which are subject t EPA (OEI) applicatin review and apprval. CMD submitted electrnically frm labs r utilities via the CMDP must have the same legal dependability as a signed paper cpy The CMDP will use Shared CROMERR Services (SCS) a set f web services prvided by OEI t ensure cmpliance with CROMERR OW is wrking with OEI t develp SCS functinality fr CMDP cncurrent with CMDP develpment schedule 14

20 Prjected CMDP Benefits t Natinal Drinking Water Prgram EPA anticipates the CMDP will prvide the fllwing types f benefits t the natinal drinking water prgram: Reduced data management burden fr states, labs and utilities: Lab and PWS burden can decrease due t dynamic data validatins which will identify errrs early in the reprting prcess, and standardized reprting templates available via the user interface r fr dwnlad/uplad. States can save valuable staff time currently used fr data migratins r data entry, and fcus n wrking directly with water systems. Imprved data quality: The anticipated reductin in the number f data entry errrs will help ensure states, labs and water utilities are using the highest quality data t assess water system perfrmance. Better and timelier cmpliance decisins: Higher quality data in turn can help states make mre accurate and timelier cmpliance determinatins t prtect public health, while minimizing unnecessary ntices f vilatin t water utilities. Reduced IT expenditures: States using the CMDP will nt need t maintain their wn electrnic reprting applicatins and servers; renew database licenses annually, r; expend as many resurces n servers and sftware. 20
