1 MINUTES CATTLE TRACEABILITY WORKING GROUP JANUARY 31, 2018 Phoenix, Arizona Call to Order Co-facilitators Speer and Fischer called the meeting of the Cattle Traceability Working Group (CTWG) to order at 8:30 p.m. MST, Wednesday,. Opening and Introductions Speer and Fischer welcomed those present to inaugural face-to-face meeting of the CTWG. Introduction of Guest Speaker Feasibility Study: U.S. Beef Cattle Identification and Traceability Systems Introduced by Jennifer Houston - NCBA Long Range Plan ( ) called for study on Traceability to optimize opportunities and support Animal Disease Traceability; working group appointed World Perspectives to action study being presented here today (will also present this week at 9 separate meetings). Evaluation of Opportunities, Challenges and Incentives Across the U.S. Beef Industry Value Chain, Presented by Messrs. David Gregg, and Dave Juday, World Perspectives, Inc. - PowerPoint Presentation attached to minutes - Text of full report can be found at: _WPI%20report% pdf - General Comments, Questions, and Dialog: - National Adoption rate that would be Economically Significant is in the 70% range this aligns well with USDA Traceability study. - Traceability is becoming a global norm, as 61% of all beef trade is from countries with Traceability systems. - Key findings: - Discussion is evolving - Industry needs to address Traceability - State based and Industry initiatives evident - Question re: make-up of 600 study participants: chosen/scrubbed by NCBA Research with support of Aspen Resources represented a cross-section of industry, but primarily Page 2 of 5
3 focused on Cow/Calf producers. - Common obstacle across segments is that interdepended of each segment on the others. - Technology neutral stressed: DNA, Blockchain and others are all part of the discussion. - From a Market Perspective, question re: Speed of Commerce: report did not focus on this, but they did see similarities with Australian and Canadian systems. - Canada seen as having most significant parallels/similarities. - World Perspectives, Inc. welcomes further questions and comments please contact David Gregg at dgregg@agrilink.com. - Discussion on why this fell apart in prior efforts (like USAIP, NAIS, etc.)? - Mandatory vs. Voluntary - Innuendos re: data privacy and appropriate use - Education gap of segments understanding value is an issue - Use of 840 vs. non-840 tags: - Still skewed towards non Education is the key - Federal vs. State management of data: Federal is generally seen as negative by producers, States generally positive. - How to develop consistency in the States approach to Traceability? - If Federal guidance is given, cost share by government is a key topic. Review of Jan. 8 Meeting Minutes The January 8 th meeting minutes were presented by Fischer and there were no changes or corrections. Review Task Group Initial Call Topics, Priorities, and Progress Speer and Fischer called on the Task Group Leaders to identify and highlight the top issues and plans of work for their group. Communications and Transparency Task Group (Nevil Speer) - Initial call of Working Group reviewed purpose and goals. - NIAA has created a tab for working group documents (will remain private for now) can be accessed at - Login: Communications@animalagriculture.org - Password: Animal20 - There have been some media contacts, which have been broadly deferred pending this meeting. General talking points are around better ADT implementation, Expansion of ADT to include different classes of animals, Voluntary Industry program to add value across all segments. - concerns raised about direct reference to expansion to Feeder Cattle; general agreement that communication should not single out specific segment issues or concerns now. - Specifically noted, ADT is a mandatory program broad consensus that this group should not advocate for expansion of mandatory ADP beyond current remit of adult animals and Dairy. - Nevil presented these points for discussion amongst all CTWG members - These talking points will evolve; for now, communication shall stay positive and high Page 3 of 5
4 level focus on structure and broad level of industry participation - General Media inquiries to Nevil and Lia; for now, generally defer any specific visibility to talking points outside of CTWG. - Current talking points in development are: - Better Implementation of the current ADT system - Expansion to the current ADT system regarding enhancements of ID currently covered animals (e.g. Electronic ID of adult animals) - Voluntary industry identification programs for all classes of cattle Collection Technology Task Group (Glenn Fischer/Shannon Wharton) Group met via teleconference. Key discussion points included: - Segments that will become focal point for discussion: Cow/Calf, Stocker, Backgrounders, Feeders, Sale Barns and Auctions, On-line auctions, Transportation, Packers, Dairy (milking), Calf Ranches, Order Buyers, and State/Federal Governments. Key issues for each segment were discussed. Important to have sector champions in place on Working Group to properly speak for each sector. - Devices/technologies discussed: - Tattoos - Bangs tags - Visual ID - including those with auto-read capabilities, e.g. barcodes - Low Frequency RFID (ISO11784/5) - Ultra High Frequency RFID - Other RFID - Other technology, such as Active tags, Optical Scans, etc. - Key Question raised: - Do we need to choose only one? Could there be multiple technologies employed? - General discussion on the variability of Traceability at the State level - General discussion on the structure of bookend system vs. point to point traceability and the varied needs across segments. Responsibilities and Opportunities Task Group (Chuck Adami) Initial meeting was focused on sectors, the needs, and requirements of each sector, and who will be required to provide data. - Cost sharing across segments also a key topic. - Key parameters of Bookend vs. full traceability, mandatory vs. voluntary needs to be discussed at the complete CTWG level. - also need to discuss the initial implementation vs. long-term goals. - Broad discussion of several segments challenges and responsibilities of engaging in a broad traceability program. - The choice of facilitating technology(ies) will be important - metal tags need to be eliminated focus on Electronic ID Information Liability Task Group (Ross Wilson) Page 4 of 5
5 First call focused on the legal and financial issues involved in a traceability system. - Key resources identified (U Arkansas, TAMU, others). - Industry engagement opportunities being vetted and addressed. - Financial analyses to come will reach out to banking/finance communities - EU Regulation GDPR (General Data Protection Regulation) was discussed and the possible effects of this regulation in the USA, how it effects data ownership, transportability, etc. It is a topic that we need to understand/keep on our radar. Data Storage and Access Task Group (Jill Wagner) - Jill reported on behalf of Chair, Terry Frankhauser - First meeting set for early February - Will look into data storage and access - Will also look at GDPR issue. Next Steps: - Make sure we have all sectors represented need to define sectors and recruit strong stakeholders to CTWG effort. - How much of this is driven by Industry vs. Government - Consensus point that we should consider both State and Federal engagement as part of the CTWG - Noted that government is looking for industry input into this process - Cost sharing remains a major topic. - Next face-to-face?
