1 VACANCY ON THE STAFF OF HEADQUARTERS SUPREME ALLIED COMMAND TRANSFORMATION Analyst (Senior Operational Research) NATO Grade A-3 LOCATION: Joint Analysis and Lessons Learned Centre (JALLC), Monsanto, Portugal Applications are invited for the position of Analyst (Senior Operational Research) NATO Grade A-3, on the staff of the Supreme Allied Commander Transformation (SACT), Joint Analysis and Lessons Learned Centre (JALLC), Monsanto, Portugal. One of these attachments must be a copy of the qualification/certificate covering the highest level of education required by the Job Description. If this certificate is not in one of the official NATO Languages, you should include a translation into French or English. No original documents should be sent unless requested by HQ SACT Civilian Human Resources Office. Serving NATO international civilian staff must submit their application through their Civilian Human Resource Manager/ Personnel Officer. The starting basic monthly salary for an A-3 in Portugal is Euro 5,177.25, to which relevant allowances will be added. Serving NATO international civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
2 Position Details POST CONTEXT - The Joint Analysis and Lessons Learned Centre (JALLC) is NATO s centre for performing joint analysis of operations, training, exercises and experimentation. - The Office of Chief of Staff is responsible to the Commander JALLC for the management of the activities of the staff. - The Plans and Programming Division is responsible for: development of the JALLC Programme of Work; command and control over all personnel assigned to the Division on permanent or temporary basis; providing continuation training to JALLC personnel including external Staff Officers involved in the LL process; outreach and development of LL capability across NATO and Partner Nations; support to LL analysis and the exchange of LL information. - The Lessons Learned and Analysis Support Branch is responsible for: planning and development of LL conceptual activities; providing professional scientific operational analysis and editorial support to the analysis projects; custodianship of the Joint Analysis Handbook, NATO LLSO Handbook and other JALLC products, organizing the annual NATO LL Conference; maintaining liaison with the LL and operational analysis communities of NATO and National organizations; and for managing the NATO LL Portal. PRINCIPAL DUTIES The incumbent s duties are: Supports the overall analysis capability of the JALLC. Responsible for advising and supporting research quality standards, specifically: Undertakes communication and training activities on joint analysis and lessons learned topics, including design and delivery of the internal JALLC Analyst s training course. Maintains the Joint Analysis Handbook. Identifies opportunities for maintaining and updating research quality standards in the light of emerging best practice. Acts as a mentor to JALLC analysis teams, especially to the civilian Research Analysts in terms of their professional development. As a member of the Project Assurance team, ensures that analysis project teams are aware of and provided assistance to adhere to JALLC Project Assurance standards. As a technical lead for analysis project teams, ensures that all JALLC analysis projects in a wide and unpredictable range of exercise/operational and training contexts are provided with: Advice on the formulation of research questions and available research standards, methods, tools and techniques to answer these questions. Support in the application of formal research methods. Advice and support with the appropriate representation of analysis results in reports and presentations.
3 Verification of results and logic presented in JALLC reports. When required, leads or forms part of the analysis team for a particular analysis project or task. Participates in conferences and committees as relevant. Maintains liaison with relevant NATO and National agencies. There is no first line reporting responsibility. ADDITIONAL DUTIES Flexibility Clause: In order for the command to deal with emergent requirements the incumbent may be required to perform other related duties as directed (in particular, the incumbent can expect to work as a member of Working Groups, Project Teams, etc. for defined periods of time). Additionally, the incumbent may also be reassigned as directed by the Chief of Staff for up to 180 days (and where necessary in excess of 180 days with the agreement of the incumbent). Annual TDY Requirement: The incumbent may be required to undertake TDY both within and outside NATO s boundaries for 35 days per year. The incumbent may be required to undertake operation deployments both within and without NATO s boundaries. The incumbent may be required to design and deliver training modules to external audiences as an instructor on NATO courses or as a temporary member of the JALLC Advisory and Training Team. The incumbent may be designated as the JALLC Alternative Analysis (AltA) Focal Point or Alternate. The incumbent must attend the NATO AltA Course for this designation. The work is normally performed in a typical Office environment. Normal Working Conditions apply. The risk of injury is categorised as: No Risk Successful applicants will be required to undergo security vetting to obtain a NATO Secret security clearance. ESSENTIAL QUALIFICATIONS Professional/Experience 4 years practical experience of conducting operational research, operational analysis, systems analysis or research for defence or security related organization(s). Track record applying analytical techniques to problem solving. Several years experience working in project teams in a technical leadership role with experience working with senior staff to determine their analysis requirements, scoping problems for study, developing analysis plans and delivering high quality outputs that influence decision makers. Knowledge and experience of designing and delivering training content. Proven ability to communicate effectively orally and in writing with good briefing skills.
4 Education/Training University Degree in operations research/analysis, computer science, statistics, mathematics, physical, social or applied sciences or related numerate discipline and 4 years post related experience. Language English SLP 4444 (Listening, Speaking, Reading and Writing) NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English. DESIRABLE QUALIFICATIONS Professional/Experience Author of published research or analysis reports, papers or articles. Knowledge and experience of NATO. Knowledge and experience of military operations and exercises Experience working with military personnel. Experience working in an international environment. Knowledge and experience of professional mentorship. Experience facilitating analysis workshops and training sessions. Education/Training Post-graduate qualification in operational research/analysis, statistics, mathematics, physical, social or applied sciences. Recognition by relevant professional bodies. Facilitation skills training. Project management training. Managerial Responsibilities The Senior Operational Research Analyst has no permanent subordinates and is expected to work with little guidance in accordance with broad policies and procedures. The Senior Operational Research Analyst is subject to functional review by the JALLC Analyst (Principal Operational Research) TLC GKK The incumbent is required to provide professional mentoring to the civilian Research Analysts. The incumbent may be required to lead an analysis team, under which circumstances, JALLC analysts would be temporarily placed in his/her charge. He/she has no budgetary responsibility. Professional Contacts To achieve optimum efficiency in analysis activities, the JALLC will support both NATO and National entities involved in analysis-related activities, and receive support from them.
6 The Senior Operational Research Analyst will maintain contact with such entities, frequently with personnel above his or her staff level, in order to ensure that the correct degree of mutual support is provided. He/she is expected to maintain thorough, professional contacts within his or her fields of interest. There will therefore be considerable liaison with external and internal agencies in order to maintain a thorough knowledge of developments and techniques relevant to the JALLC s function. Contribution to the Objectives The activity of the Lessons Learned and Analysis Support Branch of the Plans and Programming Division is central to the work and objectives of the JALLC. The primary role of Senior Operational Research Analyst is to support the project teams working for the OPS/ETE Divisions through training, mentoring and review to improve their efficiency and effectiveness at conducting JALLC s core business.
