Summary of meeting 1 GAW is moving from basic research to mature science Reliance on individual intellectual capital replaced by structural knowledge GAWTEC, GAWSIS, twinning very valuable mechanisms to educate and share information, in addition to the general increase in the level of education. Standardised procedures important (SOPs, audits) Mobility of researchers High quality reports from station holders, incl interpretation and application of observations, notable efforts in Asia (China, India, Korea, (Indonesia) etc) Reports of SAGs, WDCs, CCLs, QA/SACs, of high quality and in line with the recommendation in the GAW SP

Summary of meeting 2 Advanced and cost efficient global monitoring systems emerging. Serve several purposes (research, operations, calval) (IAGOS in addition to satellite remote sensing). Cfr AMDAR. Role of international funding mechanisms (eg ESFRI, GMES/GEOSS) Data policy in GAW. Importance of metadata GAW2009 brings people together and cuts across in new ways compared to national commandlines. Networking Climate change and carbon trading strong driving forces for GAW GHG and aerosol observations Mature science and operations require adequate institutions; NMHs/academia/env agencies roles

Summary of meeting 3 Role of WMO: WMO is a facilitator, coordinator and advisor; does not provide operational services or funds except for facilitating knowledge transfer WMO GAW between operations, policy and research provides a global framework for interconnected local, regional and global issues. Analogy with NWP research demonstrated results of high societal relevance and value => operations Every GAW layer must be self sufficient financially

CAS Korea 2009: Environmental pollution and atmospheric chemistry. The importance of the global framework of research and operations offered by WMO Air quality, health implications (PM, ozone, CO, NO 2 ), forecasting Deposition and impact on ecosystems (S, Nr, PM, HM, POP), very long range transport, NWP Climate change altered pdf of T, wind, pr (GHG, PM, ozone) annual centennial, carbon tracking Stratospheric ozone and UV IPY legacy GAW themes: Ozone greenhouse gases reactive gases atmospheric deposition UV aerosols

German Meteorological Service Hohenpeissenberg Meteorological Observatory Future needs: Appointment of a Sub SAG for Nitrogen Oxides Setup of DQO s and SOP s for nitrogen oxides (NO, NO 2, NO y ) Implementation of NO, NO 2 and NO y measurements at more GAW sites Intercomparison experiments to ensure comparability of different measurement methods (CLD, NaI, ) Implementation of CCL and WCC Implementation of PAN, HNO 3, NO 3, HNO 2 and other important NO y species at several GAW stations Details should be discussed at an upcoming workshop on NO x at Hohenpeissenberg Observatory in autumn 2009 (Interested persons please contact me!) 5

JSC OPAG EPAC meeting Friday 8 May 2009, agenda CAS XV (Seoul, Korea November 2009) Overview of GAW Input and recommendations from the meeting (SAG and ET chairs) Tracking and review of GAW tasks (Geri Muller and Joerg Klausen) GAW2009 break sessions: GAW contribution to (Ozone depletion, UV radiation and the Vienna Convention) Atmospheric chemistry and climate change interaction (including greenhouse gases, aerosols, connection between different scales) Globalization of air pollution (including deposition and reactive gases) Network coverage and quality, role of supersites for testing new methodologies and techniques (Links to other initiatives) Integration of ground based, aircraft and satellite measurements Data management and GAWSIS WDCs: precipitation data centre establishment, aerosol data centre location Which networks to be included in GAWSIS (introduction Joerg Klausen) Data quality questions, calibration centres Expansion of WCC Empa to CO2 observations (Joerg Klausen and Ed Dlugokencky) International GHG Standards Intercomparisons (Ed Dlugokencky) Interaction with BIPM and NMIs CCL for halocarbons (introduction Secretariat)

Role of NMIs in GAW GHG Measurements Certification may become necessary Potential legal battles with C trading WMO to sign International Committee for Weights and Measures (CIPM), Mutual Recognition Agreement (MRA) Are NMI calibration certificates equal to CCL? Absolute vs relative standard scales Can CCL distribute standards outside GAW? NOAA already does

Common Standard for Halocarbons Motivation: High GWP gases High value in emissions trading Measurements likely to expand Model WMO acts as clearing house for funds Funded by national agencies and industry Key players: SIO and NOAA ESRL

Future Plans GAW s role in Global GHG Information System Multiple components Verifying commitments, inventories, etc. Oversight of short lived halocarbons GHG SAG, Reactive gas SAG, new SAG? 2009 Greenhouse Gas Bulletin
