1 School: Job Title: Elizabeth Woodville Primary School School Business Manager Grade: 10 Responsible to: Job Purpose: Head Teacher The School Business Manager is the school s leading support staff professional and works as part of the Senior Team to assist the Head Teacher in his/her duty to strategically ensure that the school makes most effective use of resources in support of its educational aims. Line Management: The postholder will be the direct line manager for all administrative support staff, Premises Officer, Site, Midday Manager, and ICT Technician. Main Duties and Responsibilities: Organisational Relationships 1. Directly responsible to the Head Teacher 2. Joins Senior Leadership Team meetings as appropriate 3. Delegates to Admin Team and Premises Team. Core functions 1. Strategic Leadership and Management Ensure the school makes the best possible use of resources through effective planning, considering all financial and other resource implications. Produce timely costing proposals, ensuring they are sustainable through longterm financial plans. Help to ensure an effective link between the school financial plan and the school improvement plan. a. Management Provide strategic support to the head teacher and governing body on all aspects of school business management. Manage as required the finance, administration of human resources, estate management, whole-school administration and marketing. b. Risk management Negotiate, manage and monitor contracts, tenders and agreements ensuring best value at all times. Undertake a role in ensuring effective risk management, for example, in health and safety and in the management of any third-party service contracts. Page 1 of 5

2 2. Finance and managing resources Prepare the annual estimates of income and expenditure for approval by the headteacher and governors. Obtain agreement of budgets and monitor them against accounts. Prepare regular management accounts for budget holders and report on the financial state of the school to the governors. Advise the head teacher and governors on investment and financial policy, preparing appraisals for particular projects and developing a long-term business plan or financial strategy for the future development of the school. Ensure the school complies with best practice financial standards. Use financial management information, especially benchmarking tools, to analyse trends and identify opportunities for greater efficiency. Manage the school accounting function effectively to agreed procedures, and maintain those procedures by conducting at least an annual review. Monitor all accounting procedures and resolve any problems. Prepare the final accounts and liaise with the auditors. Provide detailed management accounts for the governors and Head teacher according to an agreed schedule, reporting immediately any exceptional problems. Prepare all financial returns for the DCSF, LA and other central and local government agencies within statutory deadlines. Maximise income generation, including finding additional sources of funding, within the ethos of the school. Responsible for the processing of documentation, (e.g. invoices, payments and timesheets) checking and /or allocation of codes, verifying calculations, obtaining incorrect or missing information before passing for certifying. a. Bids and Contracts Negotiate, manage and monitor contracts, tenders and agreements for the provision of support services. Arrange school facilities to include bookings for school facilities, and provision of facilities for additional tuition out of school hours, including music. Act as an articulate ambassador to develop contacts and raise the school profile. 3. Human Resources a. Take responsibility for general personnel matters including employment clearance for new staff (medical checks, child protection) and issuing contracts of employment. b. Maintain confidential staff records and ensure that staff records held in the school by others are kept confidential. c. Provide leadership and guidance including direct line management responsibility, where appropriate i.e. administrative, clerical and premises staff. d. Oversee all staff contracts and coordinate the administration of staff recruitment. e. Ensure implementation of the school s safety policy to comply with the requirements of the Health and Safety at Work Act and other legislation. Page 2 of 5

3 4. Estate Management a. Letting and Risk Assessment Develop the elements of a comprehensive disaster and recovery plan and to action the plan responsibly if necessary. Implement risk management and loss prevention strategies to reduce insurance costs. 5. Whole School Administration Act as correspondent for the DCSF and be responsible for the records and returns required. Obtain the necessary licenses and permissions, and ensure their relevance and timeliness. To develop school policies for working with contractors and outside agencies. Ensure effective liaison with other schools. For example by linking to a learning network and accessing training on a group basis to reduce costs and/or improve accessibility. To manage the review of school policies including responsibility for those not involving teaching and learning SPECIAL FACTORS: Subject to the duration of the need, the special conditions given below apply: a) The nature of the work may involve the postholder carrying out work outside of normal working hours. b) The postholder may be required to attend, from time to time, training courses, conferences, seminars or other meetings as required by his/her own training needs and the needs of the service. c) Expenses will be paid in accordance with the Local Conditions of Service. d) This post is subject to a check being carried out at an Enhanced level by the Criminal Records Bureau regarding any previous criminal record. This job description sets out the duties and responsibilities of the post at the time when it was drawn up. Such duties and responsibilities may vary from time to time without changing the general character of the duties or the level of responsibility entailed.
