Preference for a post will be given to the first Government that indicates willingness to sponsor the post in question. For those posts that your Government is interested in sponsoring, please indicate the Case Number, the thematic area and the duty station of the post(s). We will provide detailed job descriptions on request. We would appreciate receiving your response as early as possible. 11 1. Adolescent Development Officer (P-2) Purpose of this post: Responsible for providing policy & program support in promoting and strengthening UNICEF s approaches to positive and holistic survival, development, protection and participation of adolescents and young people in accordance with the organizational and international frameworks, with a strong focus on protection and participation issues of the most vulnerable, especially in emergency/transition situations. Minimum Requirements: Advanced university degree in social sciences or other related technical/development field. Preferably possess two (2) years of relevant research and/or professional work experience at the national and international levels in programme management and program monitoring and evaluation in a related development field. Current knowledge of the latest developments and research in the field of adolescent development. Proven ability to work with young people and youth organizations & networks. 2. Auditor (P-2) Purpose of the post: The post assists in the implementation of audits of programmes and systems at country office, regional office and/or headquarters locations as team member in accordance with OIA standards for audit planning, implementation and reporting and in the development and maintenance of the division s internal activities. Minimum Requirements: Advanced university degree in business administration, economics, accounting, or other related field. Preferably possess two (2) years of relevant professional work in operational and management auditing in government, non-profit organizations, and/or private sector; experience in modern audit techniques including computer-aided audit tools is an asset; professional audit certification is an asset; work experience in developing countries is an asset. 11

Child Protection Officer (P-2) Purpose of the post: Under the general supervision of the Programme Officer or Senior Programme Officer, contribute to programme design and implementation, evaluation of child protection programme/project activities, data analysis and progress reporting in the areas of violence, exploitation, abuse, conflict and discrimination. Minimum requirements: Advanced university degree in Social Sciences, Int l Development, Int l Humanitarian and Human Rights Law, Human Rights Education, or related field. Two (2) years of professional work experience in the area of protection or human rights at national and international levels, specifically in programme formulation, design, management and evaluation with emphasis on strategic planning. Communication, training and analytical skills. 4. Communication for Development (C4D) Officer - (P-2) Purpose of the post: Under the general supervision of the Programme Officer or Senior Programme Officer, and in close coordination with the Communication group, the Communication for Development (C4D) Officer is accountable for technical support and assistance in the design, formulation, management, execution, monitoring and evaluation of a behavioural change and social mobilization strategy, plan of action and programme activities in support of the country programme. Minimum requirements: Advanced university degree in Social/behavioural Sciences (Sociology, Anthropology, Psychology, Health Education), or related field. Two (2) years of professional work experience in social development, preferably in the areas of participatory communication, communication planning, social mobilization, behaviour change and community empowerment at either national or international levels. Knowledge of current developments in the fields of adult learning theory, community organization and participation. Training in community planning, behaviour analysis, formative research and evaluation of communication interventions. Ability to research, analyses, evaluate and synthesize information. Ability to express clearly and concisely ideas and concepts in written and oral form. Proven skills in communication, networking, advocacy and negotiation, especially at community level. 12

Communication / External Relations Officer (P-2) Purpose of the post: Under the general supervision of the Communication Officer, assist in developing, managing, coordinating, networking, implementing and monitoring an advocacy and communication strategy and associated products and activities on on-going basis with public audiences, with the objective of promoting awareness, understanding, support and respect for children s and women s rights. Support for UNICEF's mission, priorities and programmes in the country office/regional office/media hub, and at a global level and those of the UN Country Minimum requirements: Advanced university degree in Communications, Media, Journalism, Public Relations, Marketing, or a related field; Two (2) years of relevant professional work experience in communication, print and broadcast media or interactive digital media at either national or international levels. Knowledge of current theories and practices in communication research and the role of mass media. Ability to research, analyses, evaluate and synthesise information. General ability to draft clearly and concisely ideas and concepts in written and oral form; specific skills in writing press releases and articles/stories for traditional and electronic media. Proven ability to effectively manage relationships with media representatives, government officials and other UNICEF partners. Knowledge of computer systems and applications, specifically interactive digital media. 6. Early Childhood Development ECD Officer (P-2) Purpose of the post: Under the guidance of the Senior Programme Officer/Programme Officer, contribute in research and innovations for development of approaches for implementation and assessment of Early Learning for Development Project activities. Provide technical inputs in the development strategy and materials for early learning through centre and home based initiatives. Minimum requirements: Advanced university degree in Early Childhood Development, Education, Social Sciences, Public Health Management, or related technical field. Two (2) years progressively responsible experience in programme design, administration, monitoring and evaluation or related field. Experience in developing and implementing programmes for early childhood, including experience working in the field at community level an asset. Training in inter-disciplinary approach to ECD an asset. Understanding of government policies, guidelines, legislation and strategies on child development. Good knowledge of computer applications. Ability to work in an international and multicultural environment. 13

Education Officer (P2) Purpose of the post: Under the general supervision of the Programme Officer or Senior Programme Officer, accountable for professional technical contribution to education programmes/projects design, planning, administration, monitoring and evaluation, data analysis and progress reporting. Commitment for enhancement of teamwork and capacity building, in support of achievement of planned objectives of the work plan, aligned with country programme goals and strategy. Minimum requirements: Advanced university degree in Education, Primary Education, Economics, Social Sciences, or a field(s) relevant to international development assistance. Two (2) years of professional work experience in education programmes, project administration, monitoring and evaluation. Communication, training and analytical skills. Ability to work in an international and multicultural environment. 8. Emergency Programme Officer (P-2) Purpose of the post: Under the direction of the Chief of Humanitarian Policy Section/Project Officer, responsible for the planning, implementation, monitoring and evaluation of emergency project activities, to ensure the survival, wellbeing of children and mothers, and affected communities. Minimum requirements: Advanced university degree in International Relations, International Law, Social Sciences, Humanitarian Assistance or related discipline. Two (2) years of international experience, preferably in developing countries, is desirable. Experience in emergencies is highly desirable. Communication, training and analytical skills. Ability to work in an international and multicultural environment. 14

Finance & Administration Officer (P-2) Purpose of this post: Responsible for management of cost effective, efficient and secure operations, in support of management, administration and implementation of the country programmes. Gender Equality Officer (P-2) Purpose of this post: Support UNICEF's work on mainstreaming gender equality and its relationship with the systemwide mechanisms on gender equality and women's rights. Also support the work on strengthening and maintaining relationships and collaboration with key partners on gender equality, ensuring effective UNICEF's support to partners and processes to influence policy, programmes, laws, budget and strategy for children's rights in line with the priorities and policy guidance of the Section and Unit. Social & Economic Policy (P2) Purpose of this post: Work with governments and other partners in the design and implementation of social and economic policies to accelerate achievement of the Millennium Development Goals (MDGs) and child rights. Key areas of policy work include child poverty and poverty reduction strategies, budget policy and public expenditure on services for children, social protection (sustainable systems including also child benefits and other forms of cash transfers), institutional reforms and decentralization, and migration- including how these impact children, women and families. Minimum Requirements: Advanced university degree in Economics, Public Policy or a related Social Science discipline. Preferably possess two years of relevant experience; excellent writing and communication skills. Ideal candidates will be familiar with budget systems and fiscal policy, poverty and welfare indicators, quantitative analysis of household survey data, and analysis of institutions. They will understand the development finance environment, be able to distill academic research results into user-friendly policy briefs for governments and development partners; and have experience managing and working in teams. Suitable profiles should also bring strong macro level numerical, statistical and economic analysis skills. 22. Social Policy & Advocacy (P2) Purpose of the post: Under the supervision of the Programme Co-ordinator, accountable for effective engagement in social policy dialogue with the Government for programme development, advocating for increased public resource allocation and budgeting towards the social sector and sustainable decentralization of social services and local capacity building in support of the goal of universal coverage of essential social services and the creation of a protective environment for children. Conducts data collection and analysis to fill information gaps and to strengthen capacity for advocacy for children s rights, and to support the Millennium Development Goals (MDGs) and the World Fit for Children (WFFC) agenda. Minimum requirements: Advanced university degree in Economic Development, International Development, International Finance, Policy Analysis or related field. Two (2) years of professional work experience in the analysis of development programmes and in the sectoral areas of interest to UNICEF following the university degrees will be an asset. Experience with topics related to water, sanitation and hygiene education. Communications, analytical and strategic thinking. Proven ability to conceptualize, develop, plan and manage programmes. WES Advanced university degree in civil or sanitary engineering, public/environmental health, social sciences or related technical field. Supply/Procurement/Logistics Purpose of the post: As part of the UNICEF supply function, be involved with supply chain operations for supplies, services or construction works in support of HQ divisions and the Country Programmes. Environment & Children Officer (P-2) Purpose of post: This position will work within the Division of Policy and Practice to advance UNICEF s policy and programme development on environmental sustainability. The JPO will develop and support new research and policies on the dire impacts of environmental and climate risks on children. In the context of Rio+20, the post-2015 agenda and UN focus on sustainable development, it is increasingly important for UNICEF to develop up-to-date assessments of environment and climate work in the field, develop policies and support coordination of environment work at a global level. Minimum requirements: Advanced University degree in international development with focus on environment or climate change, or bachelors degree in engineering or a related technical environmental field with policy-related work experience. Health and Nutrition Officer (P-2) Purpose of post: The overall purpose of the post is to contribute to planning, implementation, monitoring and evaluation of the Health and Nutrition interventions aimed at achieving the goals and targets set in the Government of Sri Lanka/UNICEF programme of cooperation.
