We also lead the Official Statistics System (OSS), which coordinates all statistics produced by government departments. Official statistics are used by government, local authorities, businesses, community groups, and individuals. They are useful for: keeping track of and understanding the state and progress of New Zealand steering the economy to improve the prosperity, security, and opportunities of New Zealanders informing debate and making decisions. We are embarking on a 10-year programme called Statistics 2020 Te Kāpehu Whetū. This will change the way we work, who we work with, and the tools and processes we use. These changes will create the flexibility and sustainability we need to succeed in the future. Statistics New Zealand is a department of the New Zealand Public Service. Our duties and responsibilities are set out in the Statistics Act What we want to achieve The work we do contributes to creating an informed society using official statistics. The impact of our work and activities is that New Zealand gets the statistical information it needs to grow and prosper.

2 Our roles in the Official Statistics System As the leader of New Zealand s Official Statistics System we: ensure that New Zealand gets the information it needs advise the government on the policies, priorities, costs, and benefits of statistical activities coordinate statistical activities across government encourage other government departments to share ownership of the OSS and to re-use data define the objectives that different departments will focus on together ensure that official statistics provide value for money. As the country s main provider of official statistics we: report on trends, patterns, and changes to New Zealand s population, economy, society, culture, and environment ensure our statistics are relevant for our customers continually improve what we do and how we do it set an example for other government departments to follow ensure complete confidentiality for all our data maintain the highest level of credibility and integrity in our statistics. Our commitment to the Treaty of Waitangi Statistics New Zealand works to ensure that the statistical needs of Māori are identified and progressively met. This complies with the principles for government action on the Treaty of Waitangi. Summary of your role As a statistical analyst level 1, you will be accountable for compiling, developing and interpreting statistical information and/or data to meet customer needs. You will have the opportunity to work in a number of different subject areas, in order to build on your knowledge. You could be employed in any of the following areas: macro-economic and environment statistics industry and labour statistics standards and methods social and population statistics integrated data collection. Your broad role as a statistical analyst level 1 will be to: learn about our customers needs and understand how your work can meet them learn about your subject matter and apply it to the analysis of information and data learn about and apply the conceptual framework/s relevant to your unit contribute to daily activities as well as specific projects 2

3 learn about and help to improve the processes, procedures, frameworks, and systems of your unit, and appropriately document these learn about and apply cost-benefit thinking to all areas of your work. You will be accountable for the work you do, and contribute positively to the values and outcomes outlined in our strategic plans, including Statistics 2020 Te Kāpehu Whetū, and our Statement of Intent. You will report to your business unit manager. On a day-to-day basis you will report to your subject matter project manager. Quality 1 A statistical analyst needs to be: Integrity and trust straightforward, honest, and trustworthy Intellectual horsepower quick thinking and capable of dealing with the concepts and complexities of the position Customer focus focused on understanding and meeting the needs of customers Written communication able to communicate effectively in writing, using plain English Problem solving able to recognise, analyse, and solve problems Time management able to make decisions quickly when necessary Technical learning keen to constantly update and add to technical skills and knowledge by taking advantage of informal and formal learning opportunities Peer relationships a team player with a strongly collaborative approach Action orientation proactive and energetic, and open to challenges and opportunities Required qualifications able to present a good tertiary academic record, preferably with a degree in mathematics, statistics, economics, accountancy, computer science, geography, demography, or other social sciences. We also encourage you to apply if you have a degree in another discipline. A post-graduate qualification is an advantage. 4

5 Definitions Conceptual framework Cost-benefit thinking Conceptual frameworks provide a common language for communication. They allow us to translate the real world into models, which makes reality measurable for statistical purposes. Cost-benefit thinking is comparing the costs (eg time, value, resources) against the benefits (value) of an activity or output. This enables you to make the best decisions to meet customer needs.
