The DHBs aim to maximise health outcomes and reduce inequalities for their populations. The Manager, Funding & Development, Mental Health & Addictive Services, will assist the achievement of these goals by ensuring that: services are developed to meet population health needs a value for money approach to contracting is instilled
2 and maintained with health and disability providers there is continuous performance improvement in the delivery of the contracted health services Maori health outcomes are improved by working with Maori and Maori partners Responsibilities KEY TASKS EXPECTED OUTCOMES Strategic and Annual Planning Contribute to the development of strategies and plans to improve the health and independence of DHB populations with regard to the mental health and addiction services Contribute to the development, drafting and implementation of strategic and annual purchase plans, Statements of Intent and Crown Funding Agreements for DHB populations with regard to programmes within the portfolio area. Work with MOU partners to ensure mental health and addictive services are responsive to the needs of Maori Help develop and implement initiatives with providers and key stakeholders to build capacity and capability in the mental health and addiction services sector Develop and implement strategies to build workforce and provider capacity and capability Provide timely and accurate reporting on the achievement of strategic objectives Service Development Identify sector health needs and develop services to meet those needs Identifying service changes to improve outcomes for our populations and work with providers to achieve these changes, through contracts, implementation projects, and monitoring and audits. Ensure all relevant health targets and DHB/Ministry directed performance indicators are met Contribute to the development of models of care, eg. by identifying integration requirements and facilitating collaboration among providers for successful integration. Provider Contracts Develop a logic framework to describe how contracted services and activities will produce intended results across the stages of planning, implementation and evaluation Undertake purchasing/contracting agreements for outcomes based health services and aim to increase the number of longer-term agreements Establish contracted levels of performance for all DHB provider arm services that align with Government priorities, the District Strategic Plan, the District Annual Plan and other accountability mechanisms Develop transparent service agreements and efficient contracting processes that result in contracts that are workable and fair for both the funder and provider and
3 KEY TASKS EXPECTED OUTCOMES are underpinned by robust and realistic pricing frameworks and service specifications, and which over time, reduce transaction costs for both participants Provide contract management and monitoring of service level agreements across mental health and addiction services providers Monitor performance against health targets and indicators of DHB performance within the mental health and addiction services and identify service improvement requirements as needed Ensure that mental health and addiction services are delivered in accordance with the requirements of the National Service Framework Contribute to the clinical governance quality and safety processes. Develop procurement models when appropriate Revenue Facilitate a commercial approach to contract management and purchasing of services ensuring equity of access, desired outcomes and value for money. Manage the revenue flows into ADHB/WDHB with a primary focus on inter district flows, and support the management of outflows to other DHBs Ensure revenue is maintained and key issues are presented and resolved at a national level Develop systems and strategies to deliver sustainable operational and financial performance Relationship Management Play a key relationship management role contributing to the development of mental health and addictive services strategy and plans. Develop mechanisms to enhance collaboration and communication within the Planning Funding & Outcomes Directorate Developing long term productive relationships with primary, secondary and tertiary providers and organisations based on a partnership approach to planning, developing, monitoring and delivering high quality services. Develop and strengthen relationships (including the development of longer-term contracting partnerships) Support the development and maintenance of effective working relationships with key Ministry/Government and health agencies, providers and participants in the health sector Maori Health Gain Meet Treaty obligations Involve the Maori Health Gain Manager in the development of plans and initiatives to maximise Maori health outcomes and to reduce inequalities Ensure MOU arrangements are adhered to as they relate to Maori health Involve MOU partners in the development of strategy, funding arrangements and implementation of plans Ensure the mental health and addictive services components of the Maori Health plans, including relevant targets and deliverables, are met
4 KEY TASKS Pacific and Asian, Migrant and Refugee Health Gain EXPECTED OUTCOMES Ensure involvement of the Pacific Health Gain Manager and Asian, Migrant and Refugee Health Gain Manager in the development of plans and programmes to advance health gain for these populations Leadership Lead the Health of Older People Team to align their performance to the Directorate s organisational objectives and to ensure operational effectiveness and efficiency Agree accountabilities and standards of performance with team members Develop and implement succession plans Conduct regular, realistic and comprehensive performance reviews of team members, identifying opportunities to contribute to their improved performance Identify developmental opportunities amongst the team and actively develop the competencies required Foster a healthy and productive workplace for all staff Other reasonable tasks required Perform all requested tasks as agreed with the manager by the manager to meet the overall purpose of the role Recognize Individual responsibility for Workplace Health and Safety under the Health and Safety in Employment Act 1992 Ensure that the working environment meets Health and Safety regulatory requirements and foster a healthy and productive workplace for all staff Ensure health and safety policies are read and understood and relevant procedures applied to own work activities Ensure workplace hazards are identified and reported, including self management of hazards where appropriate Identify health and safety representative for area
