1 POSITION DESCRIPTION National Health Promotion Advisor August 2017 Location Hours of Work Overview Purpose of Position Responsible to Responsible for Based in Wellington Full time Family Planning is New Zealand s leading sexual and reproductive health organisation. We believe people should have access to quality services and information so they can make informed choices about their sexual and reproductive health. More information can be found on our website at To provide specialist advice in the provision of health promotion services, programmes and resource development functions, professional development of health promotion staff to promote Family Planning policies, services and financial goals while incorporating the principles of the Treaty of Waitangi and the Ottawa Charter into all activities.. Chief Executive Health Promoters competency and professional development Functional Relationships Internal: External: Senior Management Team Health Promotion staff Resource Unit Staff National Office staff Ministry of Health and other relevant agencies, including Education, Social Development, Corrections and Youth Affairs. NZQA, Tertiary institutions, Health Promotion agencies, PHOs, DHBs, community organisations and grant awarding and sponsoring agencies
2 Position Accountabilities Key Accountability Expected Result Strategic Advice Provide expert advice to the Senior, Regional and Area management teams on relevant health promotion issues and activities in relation to planning, policy development, contract implementation and technology. To respond to requests for advice from Senior and Regional Management teams. Professional Development To advise the organisation on training, career paths and professional development for health promoters. Contribute to the development of processes to ensure successful practices around recruitment, induction and retention. Programme planning management and Convene and lead a Health Promotion advisory group to lead the development of health promotion programmes. delivery advice Provide advice around best practice programme planning, delivery and evaluation. Programme planning advice which is reflective of Family Planning s commitment to the Treaty of Waitangi and work towards improving Māori sexual and reproductive health To ensure services have a health promotion focus in line with the agreed national strategic direction and The Ottawa Charter, and are responsive to diversity. Research & Advocacy Keep up-to-date with relevant new information, research, education strategies and trends. Courses, education programmes resources, projects and information, including the website, are based on relevant, up to date research and reflect an approach based on rights and responsibilities. Provide an informed view on advocacy issues & contribute in an agreed manner with the Chief Executive and the Communications Manager. To monitor sexual and reproductive health trends through Family Planning statistics and information. Policy and legal systems are encouraged to support positive sexuality, reproductive rights in line with ICPD, UNCROC, Beijing and other international commitments, Ottawa Charter and the New Zealand Sexual and Reproductive Health Strategy. Policy and Planning Provide policy advice for external policy submissions and advocacy. Lead the development on policy direction and work progammes for Health Promotion in consultation with the National Director, Clinical and Health Promotion Services. Develop plans to ensure there is a strong linkage between clinical, health promotion and resource development and that the services promote each other s areas of expertise.
3 Media Liaise with a range of media on matters related to Health Promotion in consultation with the Chief Executive and Communications Manager. To act as media spokesperson as required Relationship Management Develop and maintain strategic alliances to ensure effective advocacy. Quality and Risk Management The Treaty of Waitangi and Māori Responsiveness Responsiveness to Diversity To advise on quality improvement and national consistency in relation to good practice. To actively support the National Quality Coordinator to implement and maintain a proactive continuous quality improvement culture which reflects current trends, Quality Health New Zealand (QHNZ) certification and accreditation requirements and the Family Planning Quality framework. Ensure Family Planning s risk management framework is applied across Health Promotion services. Drive initiatives for improved management of health and safety risks management. Develop and implement plans to ensure Health Promotion practices and activities reflect a focus on improving Māori sexual and reproductive health and reducing disparity. Develop relationship with Māori and other organisations enhance delivery. Develop plans to ensure Health Promotion staff have an understanding of tikanga Māori and Family Planning s commitment to the Treaty of Waitangi. Effective and comprehensive needs analyses have occurred using an equity lens. Information, resources, programmes and services are appropriate, accessible and timely. Networks and relationships are established and services delivered, projects completed and evaluated.

Demonstrates knowledge of and commitment to Family Planning s philosophy. Communication Communicates clearly and effectively with clients, other staff and those outside Family Planning. Communicates issues and ideas clearly and keeps team members, supervisors etc well informed Confidentiality Maintains confidentiality within guidelines set by Family Planning. Treaty of Waitangi Understands the principles of the Treaty of Waitangi. and Māori Responsiveness Demonstrates knowledge of Family Planning s Work Programme for Māori Sexual and Reproductive Health and Rights. Team Work Understands own and others positions and roles in achieving team objectives. Demonstrates flexibility and adaptability to work with a diverse range of people. Gains input from others and seeks out ideas and opinions, as appropriate. Quality Improvement Incorporates the principles of continuous quality improvement into all activities. Contributes to meeting the objectives of Family Planning s quality plan. Health and Safety Complies with all health and safety procedures to ensure their own safety and the safety of others in the workplace. Actively participates in maintaining a safe working environment at Family Planning. 5 Ideal Person Specification The person best suited to this position will possess the following: Experience Extensive experience in developing and delivering sexual and reproductive health promotion programmes. Experience working with online learning management system. An extensive background in health promotion or education. Experience in strategic planning, leadership and financial management. Previous experience in project management of large scale organisational projects. Skills & Knowledge Knowledgeable of the health sector and issues in New Zealand. Articulate communicator with excellent writing skills. Knowledge of and commitment to the principles of the Treaty of Waitangi and the implications for health promotion. Demonstrated commitment and understanding of health equity. Outstanding problem solving skills with the ability to effectively influence and/or negotiate desired outcomes. Well developed research skills. Excellent organisational skills and sound computer skills. Integrity and good judgement. Highly analytical with the ability to think strategically. A strong team player. An innovative pro-active approach. Qualifications Tertiary qualification in Education/Public Health/Health Promotion. Other requirements Passion for working in sexual and reproductive health. Existing relationships with key stakeholders is desirable. Other details Family Planning needs to maintain a flexible working structure due to the changing environment that we operate in.
