Contribute to the development of the External Investment Plan and in particular its 3rd pillar relating to investment climate. This includes: analysis and formulation of policies, development and strengthening of structured dialogue with the private sector, thematic dialogue with various stakeholders, analysis of financial instruments, support to Delegations and headquarters' services for the design, implementation and evaluation of programmes, development of thematic and methodological tools and trainings, and ensuring visibility of results achieved. 2 Functions and duties + POLICY ANALYSIS - Policy analysis and formulation Organise, prepare, run and / or supervise quantitative and qualitative policy analyses, studies aimed at the preparation of policy proposals and draft policy proposals. Contribute to the development/drafting of policy proposals and/or implementation mechanisms. Draft proposals, ensure follow-up and support implementation. Define objectives, methods and means to consult on draft policy proposals with relevant stakeholders. Study results of stakeholder consultations and integrate them into EU policies proposals, present and defend these proposals throuhgout the adoption process and monitor. Preparation of briefings, speaking points and other background documents for participation by - and accompanying of - Commissioner or hierarchy in external meetings, conferences, visits, events. + EXTERNAL RELATIONS - Relations within the Commission, with other EU institutions, with EU/MS and with other international development partners Contribute and/or animate relevant thematic networks. Contribute to the development of structured dialogue and means of engagement with the private sector. Draft proposals, ensure follow-up and support implementation at headquarters and delegation level. Interface with other DGs, EU/MS, donors, international organisations, the private sector and other actors on relevant thematic issues. Contribute to a better communication, information sharing and coordination in the area of sector support (within DEVCO, EEAS, TRADE Delegations and where appropriate line DGs, with EU/MS and the Council) and to improve visibility and understanding of EC development cooperation on sector related issues. Participate in the drafting of responses to queries on sector related matters, from the Council, the European Parliament and the European Court of Auditors. Contribute (in coordination with EEAS, TRADE and others if applicable) to international fora concerning relevant thematic areas and initiatives from international organisations related to the areas of competence + PROCESS MANAGEMENT - Structured dialogue with the private sector Develop structured dialogue under Sustainable Business for Africa Platform (SB4A) Plan and implement promotional strategies Outreach to potential private sector investors and investment opportunities - Ensure links to European Business Organisations, European Enterprise Network, EU Business Fora in Africa - Mapping and dissemination of best practices on EU Business Groups/Fora/Councils in partner countries - Link with DELs in Africa on structured dialogue with PS - Link with EBOS - Ensure link to EU Africa Business Forum (EABF) - Sectorial (renewable energy, agriculture, digitalisation) Organise Information events, discussion fora and workshops 16/04/ / 5

3 + ANALYSIS and ADVICE - Investment climate Contribute to analytical framework for investment climate assessment Ensure support for EIP implementation Identify most critical factors constraining private investments in partner countries Operational guidelines and practical tools: develop and update sector based operational guidelines, including sector policy support programmes and related themes; participate to development of relevant indicators to measure effectiveness of development assistance; develop practical tools for operational guidance (delegation and HQ units). Support on demand to delegations and HQ units: methodological issues related to the investment climate and the role of private sector; annual work programmes; programme/ project identification and formulation Organising policy analysis and contribute to development of policy proposals and implementation mechanisms. Analysis and feedback on sector related, topics: review best practices including approaches, procedural matters and lessons learnt from the past. + COMMUNICATION and PUBLICATION - Information and broader communication, marketing and outreach strategy Organisation of training, particularly on on structured dialogue and on investment climate Prepare guidelines for the implementation/vade mecum for the Commission staff Organise information events for external world (private sector, CSOs, financial institutions, international organisations etc) Contribute to or initiate communication and visibility initiatives on the policy objectives, results and impact achieved, Implement information campaigns Organise showcases of projects, workshops and events Social network, outreach capacities + EVALUATION and QUALITY MANAGEMENT - Monitoring of impact and quality assurance Monitor of the use of sector policy support instruments Liaise on issues related to result oriented monitoring and assessment of the impact and contribute to the development of criteria and instruments for monitoring and assessment of impact Gather information on results and contribution to the formulation of development and sector policies, assist in the evaluation of sector specific support programmes Contribution to various DEVCO s reports on thematic issues Participation to QSG process in order to provide assurance on the application of quality standards Contribute to the multi-annual programming + GENERAL PROGRAM MANAGEMENT - Management of programs in unit's area of competences Steer and supervise programme / project preparation (plus required studies) and ensure that all the necessary conditions (institutional, budgetary, logistical, etc.) are met when launching the programme / projects. This includes the validation of calls for tender, call for proposals, contracts and subventions conventions prepared by the unit Monitor overall progress and the respect of Community rules on correct administrative, contractual and financial management, particularly with regard to procurement rules Ensure appropriate evaluation and reporting on programme / project execution Job requirements Experience + MACROECONOMICS, LAW Job-Related experience: at least 2 years Qualifier: an advantage Professional capacity in project management during the design and implementation phases Languages 16/04/ / 5
