2 Functions and duties + POLICY DEVELOPMENT - Contribution to policy development Contribute to policy development on democracy support, civil society, governance and fundamental rights in line with the EU enlargement policy. Follow closely policy developments on civil society and democracy in order to identify scope for possible IPA MCP programmes. Attend relevant meetings with DG DEVCO, the EEAS and EESC treating inter-service consultations and briefings Initiate and contribute to briefings for the hierarchy, LTT, background and policy notes, internal reporting, etc. Coordinate, as appropriate, follow-up of general Western Balkans Regional Issues, inc cross-sectoral or other horizontal matters. + PROGRAM / PROCESS / PROJECT MANAGEMENT - Planning and programming of EU support to civil society and media Support the work of the Civil Society and Social Inclusion Section at the level of strategic planning and programming. Contribute to the elaboration of regional strategies for civil society support 2018-onwards and managing the programming of the Civil Society Facility (e.g. drafting of Financing Decision and Action Documents). Follow the monitoring of the Guidelines for the EU support to civil society and media freedom and media integrity in enlargement countries, providing inputs and contributions to annual progress reports and enlargement strategy. Supervise the service contract for the implementation of TACSO (Technical Assistance to CSOs) Contribute to the definition of the unit s overall strategic objectives, work programme and specific objectives, including to coordinate across sectors as appropriate. Contribute to the establishment and management of resources allocated to the section dealing with civil society. + PROCUREMENT and CONTRACT MANAGEMENT-General Proiect Management Prepare and manage calls for tenders, calls for proposals and other contract award procedures in particular in themes relating to civil society and democracy development/governance:. Design or approve terms of reference for contracts concluded under these programmes and participates to evaluation committees. Monitoring in itinere and assess impact of programmes and projects. Negotiate technical and financial aspects of contracts and prepare the contracts for signature Task manager in charge of the thematic portfolio covering various themes relating to civil society, including enabling environment for civil society, governance, fundamental rights,. Ensure the follow-up of the performance of contractors, monitor contractual obligations and the implementation of the activities. Provide reasonable assurance that claimed costs correspond to the work accomplished and validate payment requests + EXTERNAL RELATIONS - Relations with cooperation beneficiaries Ensure liaison with beneficiary countries on aspects concerning cooperation programmes/ projects related to civil society and media support. Maintain contacts with national governments, EU Delegations and country teams in relevant DGs and civil society representatives. Interinstitutional relations with other EU bodies (EEAS, EESC, EP) Participate in /organise conferences, public events, visits, assessment and monitoring missions. 18/07/ / 5

Ares(2018) /07/2018 Job description type: Programme Manager for Civil Society, in NEAR D5.002 Contract Agent Function group IV We are Unit NEAR D5 promotes regional cooperation between the countries of the enlargement zone and develops DG NEAR's policy on regional cooperation in the Western Balkans in the context of the Western Balkan Strategy and the enhanced Western Balkans cooperation (WB6) - the "Berlin process". The unit manages multi-country assistance to the enlargement countries in the areas such as civil society, media, Roma, migration, rule of law, transport, energy, security, youth etc., and also provides thematic expertise and support in relation to connectivity (transport, energy, and information society), environment and regional development. The unit currently employs some 30 staff. We propose An interesting and challenging post as programme manager in the team dealing with Civil Society and Social Inclusion, with a focus on support to civil society. A varied job combining policy and programme management aspects and carried out in cooperation with a wide range of partners inside/outside the EU, which may also as appropriate include coordination of work horizontally within the unit A dynamic work environment with opportunities for personal development. The job requires a qualified professional - at least 5 years of experience - with strong background in programme, project and contract management as well as excellent policy analysis skills. Ability to coordinate complex programmes and communicate with a range of public and

6 institutional actors will be essential, as will understanding of the EU's enlargement policy objectives. Excellent oral and written communication skills are a must. Experience in implementing projects in the Western Balkans or external EU relations would be an advantage. Previous working experience in Commission services (external relations) and/or Financing Institutions/International Organisations would be an asset, as would knowledge of the programming and project cycle process for EU external assistance programmes. The main working language of the Unit is English.
