Organisational Context The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and advocates at the local, national and international level for policies that contribute to rural transformation. The programme Management Department (PMD) is responsible for the overall lending programme of the fund, and is composed of five regional divisions: Asia and Pacific; East and Southern Africa; Latin America and eh Carribean; Near East, North Africa and Europe Division), Environment and Climate Division and Technical Advisory Division. 1.1 Dept mandate: In Rwanda, IFAD is working to reduce poverty by empowering poor rural men and women to participate in transforming the agriculture sector and in rural development, and by reducing their vulnerability to climate change. The country strategic opportunities programme in Rwanda ( ) is aligned with the government's Economic Development and Poverty Reduction Strategy II and the Strategic Plan for the Transformation of Agriculture III. The COSOP s overall objective is to reduce poverty by empowering poor rural men and women to actively participate in the transformation of the agriculture sector and rural development, and by reducing their vulnerability to climate change. The three interrelated strategic objectives of IFAD s country programme in Rwanda are:
2 To sustainably increase agricultural productivity through management of the natural resource base and investments in physical and social capital, including scaled-up agricultural intensification, in order to improve incomes and livelihoods. To develop climate-resilient export value chains, post-harvesting processes and agribusiness to increase market outlets, add value to agricultural produce and generate employment in rural areas. To improve the nutritional status of poor rural people and vulnerable groups included in the process of economic transformation. 1.2 Division mandate: IFAD designs and supports implementation of projects in ESA that reflect its mandate to invest in rural people by: Ensuring careful targeting, focusing on rural poor in areas of medium to high potential, without excluding more marginal areas. Investing in empowering poor rural women and men to strengthen their own productivity and assets, and enabling them to assert their influence on governments and the private sector. Supporting development of rural poverty reduction policies and establishment of institutions that give poor a voice in the future. 1.3 Position Title of Overall Supervisor: Country Programme Manager for Rwanda 2. Purpose of Position The Junior Professional Officer (JPO) will play a key role in supporting IFAD s country projects and programmes in maximizing IFAD s development effectiveness, impact and sustainability. The JPO will work under the overall strategic, policy and management advice, and supervision of the Country Program manager. S/He will also work collaboratively with other ICO staff. 3. Duties and Responsibilities The JPO will support the Country Programme Manager in IFAD country strategy and pipeline development, supervision/implementation support to the monitoring and evaluation of the ongoing country programmes and knowledge management. Develop and organize background material for the strategy and programme design processes and develop analytical documents and linked monitoring frameworks (programme logframes which support IFAD Result based country strategic opportunities programme (RB-COSOP) objectives and results framework which will be used in the 2
3 development and evaluation of IFAD s country programme. Research and organize the substantive background documentation for use in the preparation of project design documents, and organize for the Country Director the various steps of the internal IFAD quality enhancement and quality assurance processes, participate in loan negotiations and prepare first draft minutes and follow up for the internal approval processes for Executive Board presentation. Undertake initial review of project AWPBs for the CPM with specific responsibility for helping projects to improve their monitoring and evaluation systems along with Results and Impact Management System (RIMS) reporting in order to promote better internal country coherence and effectiveness. Ensure that the indicators developed by the projects address gender and natural resources managements aspects. Support fulfilling IFAD fiduciary responsibilities such as initial procurement review and background work as needed by the CPM for IFAD no-objection, initial review of audit reports and participation in supervision/implementation support mission in his/her area of expertise. Participate actively in policy dialogue with the Agriculture Sector Working Group, biannual joint sector reviews and provide relevant inputs to policy actions as required. Contribute to the update the Country Profile on a quarterly basis. In collaboration with Project Managers, support the documentation and tracking of impact generated by on-going interventions in the areas of sustainable food production, nutrition, value chain development, natural resource management, capacity development for farmers organizations, etc. Participate in workshops organized by IFAD and/or IFAD-funded projects, Rome-based Agencies, Development Partners and other relevant stakeholders as requested by IFAD Country Office. Draw lessons from design and implementation support experiences to promote in country local learning, share knowledge between country programmes, and promote knowledge sharing among IFAD staff. In this regards, you may also be requested to prepare short analytical knowledge management papers. Perform any other duties as assigned by the CPM and the Regional Director of ESA. 4. Qualifications and Skills Required 3
4 4.1 Education and experience: Advanced university degree from an accredited institution in the field of specialization, e.g. in Economics, agriculture, agriculture economics, rural Development or a closely related area is a requirement. At least a minimum of 3 years experience with UN, rural development, international NGO or Government services with emphasis on project management, rural finance or market development. Experience in project management. Knowledge of policy oriented, programme based pro-poor approaches and local economic development is required. Purpose of Position The JPO will strengthen the management, monitoring and evaluation capacities of the Andean and Southern Cone Sub regional hub (Argentina, Bolivia, Chile, Colombia, Ecuador, Paraguay, Peru Uruguay and Venezuela) The JPO will work under the overall strategic, policy and management advice and management of the Head of the Andean & Southern Cone regional Hub, and under the direct supervision of the Country Program Manager in Bolivia. S/He will also work in close collaboration with the Andean and Southern Cone Sub regional Team. 3. Duties and Responsibilities Monitor the actualization of the Operational Results Management System (ORMS) and support its correct implementation. Participate in some specific design, supervision and project completion missions of programs in the Andean and Southern Cone region. Review supervision and project completion reports for quality control purposes. Support the implementation of impact studies carried out by the Research and Impact assessment division in the Andean and Southern Cone region. Support the planning and preparation of data collection processes of base line studies and evaluation exercises and ensure appropriate presentation of the results. Carry out evaluations of quantitative and qualitative data collection and analysis tools, techniques and approaches applied in the Andean and Southern cone region to contribute to knowledge management. Assist project managers in the management of their monitoring and evaluation activities in the projects. Keep abreast of developments and implementation of innovations in the ORMS system and other monitoring systems in IFAD and communicate this to the Andean and Southern Cone team or organize seminars/courses for this purpose. Participate in meetings, workshops and other discussion to establish dialogue on program management, monitoring and evaluation in the Andean and Southern Cone region and generate a knowledge Management process. At least 2 years of experience, in assessment planning, monitoring and evaluation or impact assessment in development context. Experience in data analysis and statistics will be of an added advantage. It does so by investing in rural people. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and advocates at the local, national and international level for policies that contribute to rural transformation. The Programme Management Department (PMD) is responsible for the overall lending programme of the Fund, and is composed of five regional divisions (Asia and the Pacific; East and Southern Africa; Latin America and the Caribbean; Near East, North Africa and Europe Division-NEN), Environment and Climate Division and Technical Advisory Division. Under NEN, IFAD strategic goal in Sudan is to increase food security and incomes for smallholder crop producers, subsistence farmers, pastoralists and smallholder agro pastoralists, particularly women and youth. Interventions focus on agriculture, livestock and forestry in the rainfed areas, with the aim of increasing productivity and resilience of the rural poor, and of improving their access to sustainable rural finance services, markets and profitable value chains. The country portfolio includes four projects: the Butana Integrated Rural Development Project (BIRDP); the Seed Development Project (SDP); the Supporting Small-scale Traditional Rainfed Producers in Sinnar State Project (SUSTAIN); and the Livestock Marketing and Resilience Program (LMRP). In addition, a new Integrated Agricultural and Marketing Development Project (IAMDP) should start up in the second quarter of In Sudan IFAD has been particularly
11 effective in rural finance, community-based development, gender mainstreaming and natural resources management, and the successful models are being brought to scale. In parallel, new innovative approaches are being introduced in the portfolio, such as pro-poor public-private partnerships in livestock value chains and production of improved seeds, bringing along a renewed focus on marketing related issues such as quality and post-harvest management. The IFAD Country Office in Sudan has number of staff led by an out-posted CPM and including, a Country Programme Officer and a Country Programme Analyst as well as other support staff. The Sudan team is supported from the Head Quarters by a Programme Officer (PO) and a Programme Assistant (PA). Other country programs will have similar arrangements, Position Title of Overall Supervisor: Country Director, Sudan; under the overall guidance of NEN Director 2. Purpose of Position The JPO will support, under the direct supervision of the Country Director for Sudan, IFAD s country projects and programmes in Sudan and elsewhere as assigned by the NEN regional director. He/she will prepare an annual work plan reviewed by the supervisor. Weekly meetings will help to monitor and reorient his/her work. Mid-year review and annual review will help to analyse performance and plan subsequent period. The JPO will work under the overall strategic, policy and management advice, and supervision of the Country Director, Sudan; under the overall guidance of NEN Director. S/He will also work collaboratively with a number of staff led by the out-posted Country Director and including, a Country Programme Officer and a Programme Support Officer Analyst as well as other support staff. The Sudan team is supported from the Head Quarters by Programme Officers (PO) and a Programme Assistant (PA). 3. Duties and Responsibilities Under the direct supervision of the IFAD Country Director for Sudan the JPO will undertake the following tasks: Programme development, supervision and implementation support: Assist and support the implementation and monitoring and evaluation of IFADfunded projects in Sudan. Provide advice to enhance the project management, including capacity building, with regard to loan administration and procurement, proper financial management and audit procedures, assist management in the development of 2
12 an efficient M&E system which includes RIMS indicators, and develop exit strategies and institutional mechanisms for sustainability after project completion. Organize and participate in supervision and follow-up missions, contributing also to strategic assessments in his/her area of expertise, identifying constraints to implementation, making appropriate recommendations, and ensuring timely follow-up of the recommendations. Review: (i) Annual Work Plans and Budgets (AWPBs), (ii) Audit Reports; and (iii) Progress Reports. Monitor project progress and implementation, anticipate problems and recommend to CPM the preventive measures. Assist the timely and systematic completion of project activities and closure of loans and grants. Contribute to project design, implementation support missions and report writing in all areas for purposes of securing that thematic aspects are systematically and consistently considered in the supervision reports. Undertake any other task assigned by the Country Director for Sudan. Knowledge management activities Support horizontal collaboration and knowledge sharing among IFAD-funded projects through meetings, workshops and exchange visits on different thematic areas including gender, and implementation issues. Document Innovations and Lessons learnt, by scouting for innovations; preparing articles, reports or briefs to websites, journals, newspapers, etc., and documenting propoor innovations emanating from the experience of IFAD projects. Contribute to knowledge management products by writing about achievements in promoting gender equality (e.g. impact on quality of life for women, equal job opportunities, family and maternity protection, fighting family and gender-based violence etc.) Policy development Contribute to policy development workshops based on the experience in IFAD projects on the policy areas in which the IFAD programme has comparative advantage. 3
13 Partnerships Establish networks and build partnership with: UN agencies and other donors, private sector and civil society representatives and with projects and programmes in the region that are relevant to the country programme. Participate in different UN thematic working groups (gender, climate change, communication, Youth etc. (on behalf of IFAD Country Office) Identify funding opportunities with other donors that would help mobilize additional resources for rural poverty alleviation. 4. Qualifications and Skills Required Education and experience: Advanced university degree from an accredited institution in the field of specialization, e.g. social sciences, gender, economics, business management, rural development, agriculture, agricultural economics, rural finance, public policy or related disciplines. Expertise in one or more of the following topics would be an asset: Gender equality; value-chain development; financial management. At least 2 years of experience, in development institutions and/or government service. Qualifying work experience in gender equality, country programme analysis with International financial institutions, development cooperation agencies, etc., would be an asset. Position Title of Overall Supervisor: Country Programme Manager (Outposted). 2. Purpose of Position Under the direct supervision of the Country Programme Manager (CPM), the Junior Professional Officer (JPO) will support IFAD s country programmes in Cameroon. He/She will prepare an annual work programme and performance plan reviewed by the supervisor. Supervision and feedback will be provided as needed to monitor and support his/her performance and professional growth. Mid-year review and annual review will help to analyse performance and plan personal development 3. Duties and Responsibilities The JPO will play a key role in supporting the Cameroon country programmes with the view to maximising their development effectiveness, impact and sustainability. The JPO will support the CPM in strategic direction, management, and supervision/implementation support with specific focus on managing and planning for results. For country programme management the JPO :
17 Collect and analyse documentation for programme review and design; develop, update and refine country programme result monitoring frameworks; and support innovation, capitalisation, knowledge management, scaling up and policy dialogue Support the implementation readiness for start-up of new projects Organise and take active part in consultations with the Country Programme Management Teams In close collaboration with the CPM, lead the organization and field work of supervision/implementation support missions and mid-term review missions in Côte d Ivoire. For project level supervision and implementation support, the JPO will assume responsibility for the following aspects: Support projects to strengthen their general management and organisation in view of increasing effectiveness and efficiency Support the development of a business mentality within the projects regarding agricultural development, focusing on developing viable and profitable activities for small-holder farmers and linking production to markets. Support projects to strengthen to improve their Monitoring and Evaluation (M&E) systems along with Results and Impact Management System (RIMS) reporting in order to promote better internal country coherence and effectiveness. Support knowledge management, capitalisation and policy dialogue of the projects. Review Annual Work Plans and Budgets (AWPBs) and provide inputs to for IFAD non- objections, quality control of withdrawal applications, etc. The JPO will draw of lessons from design and implementation support experiences to (i) promote in- country local learning and strengthen Monitoring and Evaluation systems (projects and country programme); (ii) share knowledge within the country programme and between country programmes; and (iii) promote knowledge sharing within IFAD and with other development partners. The work, which will involve the management of processes as well as analytical and technical work, will require broad collaboration with colleagues within IFAD; government authorities; project staff; implementing partners; development partners and other stakeholders 4.
