2 WHO ARE WE? - KO WAI MĀTOU? WHO ARE YOUR TEAM? - TŌ KAPA Established in 1996, Te Rūnanga o Ngāi Tahu is the organisation that services the tribe's statutory rights and ensures that the benefits of the Settlement grow for the future generations. Everything we do is to build a stronger economic, social and cultural base for Ngāi Tahu people. Throughout the South Island there are 18 local rūnanga (local councils). An elected representative from each rūnanga makes up Te Rūnanga o Ngāi Tahu the tribal council that oversees the tribe's activities. Through this tribal council structure Te Rūnanga o Ngāi Tahu is accountable to the tribal members. Te Rūnanga o Ngāi Tahu has three key roles: Support Te Rūnanga o Ngāi Tahu especially in terms of policy and strategy development; Support and assist the members Papatipu Rūnanga; Provide benefits for both the present and future members of Ngāi Tahu Whānui. 4 WHAT IS THE PRIMARY FOCUS OF THIS ROLE? - TE AROTAHI MATUA The Communications Group is responsible for a range of internal and external communications including corporate communications, radio, television, publications, events, web and social media updates, speeches, videos and acts as the media liaison across Te Rūnanga o Ngāi Tahu group. The Group General Manager Communications will provide strong and effective leadership and clear direction to the Communications Group ensuring Ngāi Tahu Whānui are informed and engaged to ensure the greatest level of participation from tribal members, as well as strengthening the reputation of Te Rūnanga o Ngāi Tahu. Key Accountabilities - Ngā Kawenga Takohanga Strategic Development and Business Planning Strategic Direction for and management of Communications Group Strategic Communications and Public Affairs Advice Communications Management Contribute as part of the management team to the statement of corporate intent, annual planning and budgeting procedures; reviewing all operational plans and providing advice and recommendations. Contribute as part of the management team to setting and implementing strategic direction for the Office of Te Rūnanga o Ngāi Tahu and to the broader strategies set by the Te Rūnanga Group. Ensure that strategies, priorities and operational plans are aligned with and serve to implement the objectives of Te Rūnanga o Ngāi Tahu and Te Rūnanga Group. Establish, present and effectively communicate a strategic direction and vision for all areas of Communications (Tahu FM, Tahu TV, Iwi Communications and Publications) for Te Rūnanga Group. Enhance the reputation of the Communications to its stakeholders and the general public. Promote the growth, effectiveness and viability of the Communications Group. Ensure the Communications group complies with all legal, financial and statutory requirements and regulations. Provide public affairs analysis and advice to Te Rūnanga o Ngāi Tahu and Ngāi Tahu Holdings Group. Provide advice and analysis on external issues to be addressed by Te Rūnanga. Ensure high-risk issues, especially those which have the potential, or are likely to generate public interest, are managed in a professional and coordinated manner consistent with Ngāi Tahu values. Identify and act on opportunities to leverage marketing and media opportunities and initiatives for Te Rūnanga group. Serve as the primary media liaison and advisor for Te Rūnanga group regarding media, press releases and crisis communications management regarding significant issues that are in or have the potential to progress to the public arena. Manage internal and external stakeholder communications across the Te Rūnanga Group. Manage issues and crisis communications management. Effectively manage communications channels with whānau and iwi members. Page 4 of 7

5 Relationship Management Manage research, speech writing and advice provided to Kaiwhakahaere. Promote understanding and enthusiasm for Te Rūnanga o Ngāi Tahu related matters. Establish and maintain positive, constructive and co-operative working relationships with internal and external stakeholders and colleagues within the Ngāi Tahu Group. Identify key stakeholders and develop appropriate contacts with these stakeholders that include: Papatipu Rūnanga Government ministers Government agencies Local government agencies Community agencies Media national and local Iwi organisations Non-government agencies Brand Management Oversee the development of an effective brand and font for Te Rūnanga Group. This extends to creating standard templates and specifications to ensure the accurate translation of this strategy into practise. Oversee all communications, publications, messages and branding is consistent with the Te Rūnanga Group s brand strategy. Develop, implement and monitor internal communication guidelines and policy to ensure a consistency uniform approach is adopted by Te Rūnanga Group. Publications Ensure that all communication material originating from Te Rūnanga group are of a high standard and aligned with brand and communication standards and strategies. Sponsorship Management Ensure there is a seamless provision of key material / promotional resources, i.e. media releases, promotional brochures, website postings, advertising, direct marketing, and signage. Manage web design and information. Manage editing, design and print processes for Ngāi Tahu publications. Co-ordinate and produce the Annual Report. Develop sponsorship strategy and policy for Te Rūnanga Group. Develop opportunities with identified community groups and businesses for sponsorship arrangements that enhance the corporate citizenship position of Ngāi Tahu in the wider community. Event Management Determine external events required to promote Ngāi Tahu position. Develop an internal events strategy to support Te Rūnanga group s internal events. Health & Safety To participate in ensuring the consistent implementation of the Te Rūnanga Group s Health & Safety strategy, by Page 5 of 7

6 Operational Leadership Operational Effectiveness Additional Duties as Required ensuring the work environment is safe for staff and the public, and effective mechanisms are in place and adhered to, which monitor Health & Safety compliance. To oversee the ACC Work Safety Management Program process on a biannual basis to effect maximum savings on employer ACC levies. Proactively develop the professional and technical capability of direct reports. To be responsible for the performance of their direct reports and ensure they carry out their roles to the standard required by the Chief Executive Officer. Act as a role model for managers and staff communicating to gain acceptance of the Te Rūnanga Group s vision, goals and organisational values and giving effect to the Code of Conduct. Support, encourage and participate in the implementation of post-completion reviews of major projects, programmes and initiatives. Supported by the Communications and the Strategy and Influence teams, where requested, represent the Te Rūnanga Group to the media and relevant external organisations on issues within his/her scope of control. In conjunction with the management team: Ensure that appropriate operational policies are developed, implemented and monitored. Ensure that financial, capital and human resources are managed in accordance with Te Rūnanga Group s policies and procedures Ensure the consistent implementation of strategies and initiatives designed to enhance the capability of managers, staff and stakeholders. Ensure performance management processes are regularly completed and that development plans are in place for all staff. Ensure appropriate risk management processes and policies are in place and operational. Ensure that the workplace is a safe environment through training, planning and ACC management. Any other duties of a similar type required by the Te Rūnanga Group. Page 6 of 7

7 Experience - Ngā Pūkenga Experience at general management or equivalent level in a large organisation in a role requiring high level judgement, communication and relationship management skills. Demonstrated leadership experience leading a communications, marketing and or public relations function. Demonstrated ability of leading and coaching team members. Demonstrated excellence in both oral and written language skills is essential. Experience in team leadership and people management specifically regarding cross functional/ multidisciplinary teams. Knowledge of Ngāi Tahu tribal structures, relationships and processes. Knowledge of te reo and tikanga necessary to discharge the function of the role. An ability to work with Ngāi Tahu Whānau, hapū and iwi. Awareness of and affinity for the needs and aspirations of Ngāi Tahu Whānui. Qualifications - Ngā Tohu Mātauranga An undergraduate degree majoring in communications and / or public relations or relevant tertiary qualification. Chief Executive Officer Te Rūnanga o Ngāi Tahu Group General Manager - Communications Date This position description serves to provide an overview of the primary responsibilities inherent in this role. It also provides a summary of how this position collaborates with other roles within the Te Rūnanga Group. It is acknowledged that in order to remain current, regular amendments will be required. This is to be co-ordinated in association with the relevant Managers and the Group General Manager People and Performance. This document will be supported by the development of a performance agreement which will be drafted by the incumbent in association with their Manager to provide clear goals and objectives, against which individual performance will be managed.
