About the Group Pacific and Development Group (PDG) leads an integrated approach to New Zealand s diplomatic engagement with Pacific countries and is responsible for the delivery of the New Zealand Aid Programme in the Pacific and globally. About the Division Development Strategy and Effectiveness Division (DSE) supports effective and efficient delivery of the New Zealand Aid Programme and enables the Ministry to account for
2 results achieved through investment of the aid budget, along with foreign policy engagements. It consists of five units and is responsible for strategic direction; an evidence-informed performance system that integrates results-based management, evaluation and research; supporting high quality management through policies, processes and training; and procurement and contracting of suppliers and other delivery partners. DSE also leads New Zealand s engagement on international development policy issues and reflects international commitments in New Zealand s development policy and practice. About the Position (s) The two full time positions are responsible for providing expert advice, data and business intelligence expertise on PDG s results monitoring, management data and budget analytics. The two positions will work closely together to provide all aspects of reporting in relation to PDG, while the senior role will also be responsible for representation of information to senior leadership and will provide strategic leadership on reporting systems. Primarily these roles are responsible for the provision and management of technical report development through Enquire (Jasper) reporting to support mangers to use this information through insights and analysis and to support public sector planning and accountability processes for Vote ODA. The Senior Data and Reporting Analyst will also provide leadership and mentorship to the Data and Reporting Analyst. Key Accountabilities The following key accountabilities of the role/s assist/s in delivering the Ministry s vision and mission: Expert Advice Provide expert advice on results monitoring & reporting to staff managing the implementation of the New Zealand Aid Programme. Contribute advice to staff developing and using activity and programme results frameworks. Advise on reporting commitments to strengthen transparency. Provide expert advice on the design, production and analysis of performance data to meet the needs of stakeholders at all levels of the Ministry. Provide expert advice on Enquire/Jasper change requests received from the business. For example changes to business templates, reports or system functionality. Manage reporting related service incidents or service requests. Lead or support as needed on New Zealand s contribution to developing statistical capacity in the Pacific. Provide expert advice on meeting international reporting requirements, including SDGs and TOSSD. Advise on innovative approaches to communicate results and data information. Data analysis, management and reporting Lead or support the on-going development and improvement of the Strategic Results Framework, Jasper Reporting and management dashboard. Design, produce and analyse statistical and other performance reports to meet the various performance reporting needs of the Ministry. Support the design, analysis and production of Enquire usage and benefit realisation reports. Contribute to the alignment of data collection and analysis frameworks and activities across the Ministry and promote and foster cooperation and collaboration.
3 Monitor and report on data integrity issues and develop and implement steps to improve quality. Lead New Zealand's efforts to increase aid transparency, including through the International Aid Transparency Initiative. Maintain reporting documentation, guidance and processes. As needed, support monitoring needs for deployment of humanitarian supplies offshore. Leadership The Senior Data and Reporting Analyst will provide technical and management leadership to the Data and Reporting Analyst role. Provide input into Enquire and Jasper strategic planning, budgeting, improvements, upgrades, licences. Contribute to the division s delivery of its planned and agreed activity stream to realise its strategic priorities and high level outcomes. Mentor staff as needed on results management and data analysis. System Improvements Monitor effectiveness of business processes, identifying issues and solutions. Work closely with DSE units to ensure Strategic Results Framework and other reporting products align with the information needs of the organisation from strategic to operational levels. Ensure that data collection and analysis frameworks are included appropriately in future Ministry Information Technology systems Participate in planning for the implementation of new Information Technology systems, ensuring continued utility of results datasets and improvements to results management tools Keep abreast of data collection and analysis best practice and advice on the implications of best practice and business changes on the Ministry and PDG practices. Keep abreast of, and contribute to international aid development effectiveness best practice. Provide input to Enquire and Jasper production releases and patch management when required. Training Draw on results of reviews, and expert knowledge to identify, develop and deliver high quality report training (in Wellington and at Posts) and partners to build capacity in results based management. Help disseminate reporting information and lessons learned, including through the delivery of workshops. Identify and test innovative approaches to capacity development. Planning and Accountability Contribute to planning and accountability processes within PDG to ensure these reflect strategic priorities, and adequately meet public sector planning and accountability requirements-including supporting the budget planning process and the Estimates of Appropriations planning and accountability processes. Liaise with relevant Divisions in the Ministry to ensure full integration of PDG planning and accountability processes in wider Ministry processes, and with Treasury and Audit NZ to ensure their expectations are met. Relationship Management Works collaboratively within direct unit and across the division to produce shared products. Proactively identify opportunities for sharing information and learning. Actively seek external input and advice. Establish a strong working relationship with Managers, Finance and staff in PDG.
4 Enhance key relationships with wider Ministry staff and stakeholders. Actively participate as an effective member of the PDG Group and virtual teams ensuring a collaborative culture, commitment to the direction of PDG, and achievement of agreed outcomes. Develop and maintain relationships with international community for data and statistics. Organisational Responsibilities Understand the Ministry s strategic priorities and organisational capability framework and how this role contributes to the framework, particularly providing in-depth support for the Ministry s goals of Operational Excellence and Enterprise Performance. Understand and apply the strategic context in which the Ministry operates, including priorities and perspectives of the Ministers, partner agencies, and external stakeholders. Understand tikanga and Treaty of Waitangi principles and have sufficient appreciation of Te Reo Māori to be able to apply the Ministry Māori dimension, underpinned by Ministry values, in a way that is relevant to the context of our business. All other duties as requested by the employer. Knowledge Management Contribute to the continuous development of the Ministry s knowledge base by using the Ministry s internal systems, sharing information and data with relevant internal stakeholders, including contributing to/presenting at internal learning and development opportunities. Qualifications, Skills, Knowledge, and Experience To qualify for the Senior Data and Reporting Analyst role, you must demonstrate highperformance and leadership in these areas: Relevant professional qualification. At least three (Data and Reporting Analyst position) or eight (Senior Data and Reporting Analyst position) years in-depth professional experience in results monitoring, reporting, data collection, management and analysis, preferably in the public sector and/or international development.

Proven ability to build and maintain trusting and respectful relationships with colleagues, partners and other internal and external stakeholders. Proven ability to identify, analyse, research and develop strategies and initiatives that are well founded, technically sound, practical, and appropriate. Awareness of modern strategic systems, theory and methods in data collection and analysis. Ability to work with ambiguity. A pragmatic, can do attitude. Excellent written skills with significant experience in writing recommendations/reports. Excellent verbal communication skills including the ability to present confidently to senior leaders projecting a strong presence. Strong influencing skills. Strong organisation skills. Proficient in Microsoft Office suite, with excellent EXCEL skills. Experience developing a range of reports and dashboards (data visualisation is an advantage). Sound understanding of tikanga and Treaty of Waitangi principles.
