1 STUDENT ASSESSMENT TLIF4064A Manage Fatigue Management Policy and Procedures Student Name Employer Unit Descriptor This unit involves the skills and knowledge required to manage fatigue management policy and procedures in an organisation, including identifying legal requirements, liabilities and responsibilities; establishing and/or improving fatigue management implementation plan and related policy and procedures; and acting appropriately upon reports on the implementation of fatigue management policy and any identified breaches of fatigue management regulations. It also includes ensuring that the operation's systems are compliant with fatigue management regulations and policy; planning and organising adequate resources and operational systems; and facilitating the training and assessment of staff on their responsibilities and fatigue management techniques. Licensing, legislative, regulatory or certification requirements are applicable to this unit. Employability Skills This unit contains employability skills. Application of the Unit: Persons achieving competence in this unit will need to fulfil the applicable Commonwealth and state/territory legislation and relevant regulations covering the management of fatigue in the workplace. Work is performed under minimum supervision generally as a manager. It involves the application of relevant regulations and the principles of fatigue management to the management of an organisation's fatigue management policies and procedures. COMPLETE THE FOLLOWING CASE STUDY RELATING TO FATIGUE MANAGEMENT As the OHS officer responsible for managing workplace fatigue, identify the issues and provide strategies and methods you would use to minimise or reduce fatigue and comply with legislation. ABC Fresh Food Providores is a small manufacturer and distributor of fresh and processed fruit and vegetables used mostly by the hospitality and food catering industry in your State of residence. They employ a total of 35 staff and the business is facing tight economic times due to a general slowdown in the Australian economy. The company chooses to pick up their fresh produce from small crop farmers in a radius of 300 kilometres from their manufacturing base. This ensures that the produce picked in the early hours of the morning, before the sun rises is processed in the factory and ready for distribution to customers in less than 24 hours. The ABC farm pick-up drivers often commence work at 1.00am and return to the factory from 5.00am until approximately 9.00am. Wednesdays and Thursdays are very busy periods and all staff are required to work more hours on these days to get through the work. The factory employees have flexible starting times and four day working weeks. Twelve hour days plus overtime is a normal work day followed by a three day break Saturday, Sunday and Monday. Traditionally, the company recruits its staff from a local provider who helps socially disadvantaged people and new arrivals to Australia. Language, literacy, work ethics, culture, religion and general communication is often a challenge in the workplace. Some farm pick-up truck drivers also deliver the processed products to the customers. This extends their work day especially towards the end of the week. As the Safety Officer, you have been employed full time to address how the company can comply with OHS fatigue management legislation and improve workplace processes, develop staff rosters, driver schedules, training, risk management, and record keeping systems to ensure a safe workplace and compliance. The Company has a fatigue risk management policy and procedures in place as well as a fatigue risk management system implementation plan. You have already identified that these have never been reviewed or improved. Company personnel manage the training for fatigue on an ad hoc basis. 5 In your answer address the following: 1. What methodology would you employ to review and, if necessary, improve the policy, procedures and implementation plan? 2. Identify the key stakeholders, both internal and external, from whom you would gain feedback on the existing policy, procedures and implementation plan. 3. How would this feedback be factored into the review and improvement process? 4. Apart from your analysis of the feedback during the review and improvement process, discuss two other sources of information which might support this process. 5. Effective management of fatigue management policy and procedures involves review and continuous improvement; ensuring that the fatigue implementation plan and its related policy and procedures are understood and complied with by all staff implementing adequate training system/s and counselling/disciplinary actions. In your report discuss A method of distribution of fatigue related information to staff A training system which would be adequate for this company, and how and when counselling/disciplinary processes would be undertaken. 6. Once you have completed the entire review process and identified areas of noncompliance or recommended improvements, list final step necessary for approval to proceed further. This case study should be answered using approximately 500 words or more, ideally typed.
