3 Innovation Task Force Overview ITF Mission: Foster innovation by integrating key stakeholders to identify and demonstrate emerging solutions that increase security effectiveness and efficiency, improve passenger experience and the flow of commerce, and deliver solutions that secure the freedom of movement throughout the nation s transportation systems Primary Objectives Collaborate Convene the aviation security ecosystem to identify and demonstrate solutions Demonstrate Establish the capability for TSA to quickly demonstrate innovative solutions Assess Measure solution effectiveness to achieve the optimized future state and provide vendors with data to improve solutions TSA success depends on the support of and engagement with multiple stakeholders in the transportation security ecosystem for solution identification and demonstration. 3

5 ITF-Led vs. ITF-Enabled Demonstrations ITF is responsible for demonstrating its own solutions (i.e. ITF-led ) while also supporting stakeholder-led efforts, classified as ITF-enabled demonstrations. ITF-Led Demonstrations: ITF owns key demonstration activities in collaboration with relevant stakeholders Identify Plan ITF identifies the solution ITF plans the demonstration in collaboration with relevant partners ITF-Enabled Demonstrations: A non-itf stakeholder owns key planning and demonstration activities with ITF support Identify Plan A non-itf stakeholder (e.g., airport, airline, other TSA office) identifies the solution* and becomes the project sponsor An identified non-itf project sponsor drives planning with guidance from an assigned ITF program manager Test TSA s Testing & Evaluation Division conducts assessments as required Test A non-itf project sponsor conducts assessments and provides the results to ITF Demonstrate ITF leads demonstration efforts in partnership with field-based stakeholders Demonstrate Identified non-itf project sponsor oversees demonstration efforts with support, as needed, from ITF program manager Analyze ITF executes data collection and analysis according with support from relevant TSA offices Analyze A non-itf project sponsor executes data collection and analysis efforts and provides the results to ITF Close-Out ITF works with vendor and other TSA offices to determine path forward postdemonstration Close-Out Key stakeholders discuss next steps based on results of demonstration *ITF must approve any solution prior to classification as an ITF-Enabled Demonstration 5

6 ASL Deployments ITF is actively deploying Automated Screening Lanes with 44 lanes deployed across 4 airports. ITF is working with five unique ASL providers to support deployment of up to 154 ASLs across 21 of the largest US airports. 7 ASL Data Collection Data collection for ASLs is ongoing as part of the Operational Utility Assessment (OUA) as required by the Urgent Operational Need (UON) deployment and ASL demonstration activities. Operational Utility Assessment Status: MH OUA data collection at ORD and LAX complete MH OUA data collection at EWR underway; targeting completion by May 6, 2017 MH OUA data analysis and final report to be complete in May 2017 Data Collection: OUA data collection focused on Transportation Security Officer (TSO) observations, overall system activity, and interviews Data collection covers all key checkpoint activity (e.g., maintenance, detection and alarm rates, throughput, and operations) OUA data only covers MacDonald Humfrey ASL ASL Scenarios In addition to performing the OUA, ITF is also collecting data on multiple ASL scenarios to evaluate the overall impact of ASLs on the entire checkpoint system. 8 Upcoming Demonstrations Computed Tomography (CT-APSS) Computed Tomography (CT) utilizes 3D-imaging and detection software to help operators automatically identify threats and may eliminate the need for divestiture of electronics and liquids for carry-on passenger baggage screening. CT is currently undergoing assessments prior to demonstrations at PHX and ATL in early summer L3 IDSS Analogic 8

9 Upcoming Demonstrations (Continued) Biometrics Authentication Technology (BAT) Biometric Authentication Technology (BAT) connects Known Traveler Biometrics (KTB) and Secure Flight (SF) data by exchanging data between Universal Enrollment System (UES) and MissionNet to verify the authenticity of the passenger s TSA-accepted travel credentials. ITF plans to demonstrate a contact and a contactless biometric gate at ATL and DEN in early summer Contactless Contact 9

10 Upcoming Demonstrations (Continued) Passenger Communications Passenger Communications assesses the operation of the checkpoint with an avatar used as a method for enhanced passenger communication without the requirement of human assets (e.g. Avatar). ITF plans to install three Avatar units at EWR in summer 2017 for a demonstration. 10

11 BAA for Innovation in Aviation Security ITF s BAA for Innovation in Aviation Security solicited people, process, and technology submissions covering the full transportation security ecosystem. ITF has selected eight solutions* for demonstration planning to build a diverse portfolio that addresses TSA s goals and priorities. Checkpoint Planning & Staff Allocation: Forecasts expected passenger volume and throughput to better plan checkpoint staffing and operations to optimize lane performance and staff scheduling to improve screening efficiency (2 vendors*) Mobile Explosive Trace Detection: Detects explosives by applying existing technology used in benchtop solutions at the checkpoint in a handheld, mobile format, enabling use across the entire passenger journey Colorimetric Explosive Trace Detection: Quickly and easily identifies common homemade explosive materials and their precursors in a handheld, mobile format that can be used across the passenger journey (2 vendors*) High-Throughput Bottled Liquid Scanner: Detects liquid explosives and other hazardous materials in all bottles regardless of opacity or packaging, upgrading current bottled liquid scanning capabilities Travel Document Checker Automation: Performs document and identity verification at the checkpoint by reading a digital representation of key travel documents and opening an automatic gate to the physical screening area for positive matches Temporary TSA Pre Eligibility: Note: Currently determining feasibility of solution Enables passengers to opt-in on a per flight or per trip basis to undergo an identity validation and background check to enable access to TSA Pre screening on an ad hoc/temporary basis * Two solutions have two vendors, so there are six types of solutions but eight vendors. 11

12 Future Solution Identification ITF plans to launch its Innovative Demonstrations for Enterprise Advancement (IDEA) Broad Agency Announcement in Spring/Summer 2017 IDEA Purpose ITF is working with airports and airlines across the nation to identify innovation sites to demonstrate and assess solutions that address the following goals: Align to TSA Mission Address Capability Gaps Enhance Passenger Improve Screening Improve Security Experience Efficiency Effectiveness Solution Categories ITF has identified six submission categories for solutions under IDEA. These categories highlight specific areas of interest for TSA and will be used for the purposes of organization and evaluation. Vendors will be asked to submit a solution to a single category. Mobile Screening Security Design Queueing and Passenger Flow Training, Development, and Performance New Detection Capabilities General Submissions Solutions will be reviewed by various TSA stakeholders against the following criteria: Vendor Capabilities Feasibility Funding Mission Alignment Solution Impact Vendor s capabilities and related experience Feasibility of demonstrating the proposed solution in a live airport/operational environment within six months of submission Solution Selection Reasonableness of any funding requested and/or feasibility of lifecycle costs required for solution implementation Importance, relevance, and timeliness of technical approach to TSA s mission Ability to address capability gaps, improve efficiency, or improve the passenger experience 12
