1 RFP KAO - Part C SECTION II PROJECT SPECIFICATIONS AND SCOPE OF WORK. 1.0 Intrductin King Cunty Department f Executive Service is seeking t acquire services frm a qualified and experienced Cnsultant team, with staff expertise, t upgrade its existing PepleSft HCM 9.0 system t HCM 9.2. Backgrund: King Cunty implemented PepleSft (PS) HRMS 7.01 in June 1999, cmpleted an upgrade t 8.0 SP1 in 2003, an upgrade t versin 8.9 in 2007 and the latest upgrade t versin 9.0 in The fllwing image depicts the PepleSft prducts installed at King Cunty. Nt all f these prducts are in use. (figure #1) King Cunty Supprted Mdules: Human Resurces Benefits Administratin Time and Labr Payrll fr Nrth America Self Service (ebenefits, edevelpment, ecmpensatin, epay, eprfile, etime) Sectin 1.2 King Cunty Installatin Outline explains the details f each mdule. Cmplexities: King Cunty: Prcesses payrll fr apprximately 15,000 emplyees using PepleSft. Is highly uninized, having mre than 90 bargaining agreements in place. Has fairly cmplex Time and Labr rules and payrll calculatins. Prcesses bth bi-weekly and semi- mnthly payrlls. This Request fr Prpsal will be prvided in alternative frmats such as Braille, large print, audicassette r cmputer disk fr individuals with disabilities upn request

2 Purpse and Objectives: The purpse and bjective f this wrk is t: Upgrade PepleSft HCM 9.0 Applicatins, PepleTls, PepleSft Third Party prducts and the underlying Oracle database t the mst current supprted versins, incrprating all custmizatins. Migrate all custmer data currently in PepleSft 9.0 t the new versin. Train end users, functinal analysts and technical analysts. Prvide stabilizatin supprt. Additinal bjectives include: Develp a repeatable strategy, apprach and methdlgy, which can be used fr subsequent upgrades. Implement and utilize PepleSft Test Framewrk. Eliminate and/r simplify mdificatins as apprpriate. Cmplete the upgrade n time and under budget. 1.1 King Cunty PepleSft Installatin Overview The King Cunty PepleSft supprt and develpment team is tasked with supprting the PepleSft envirnment. The team is cmpsed f functinal analysts, technical analysts and managers. The Functinal Analysts wrk with the end users t help them perfrm their functins, gather requirements fr changes, test r manage tests, train users and trublesht prblems. The Technical Analysts are cmpsed f database administratrs, system engineers and applicatin develpers wh trublesht prblems fr the Functinal Analysts, develp reprts and enhancements t meet the functinal requirements and perfrm nging technical peratin and maintenance tasks as required. The Management Team is respnsible fr planning, directin and decisin-making. Secure Views via Database Links The Cunty prvides limited read-nly access t secure views at the database level using DB Links. This frm f interfacing is discuraged and nly used by a limited number f legacy side-systems. 7 King Cunty is explring the feasibility f virtualizing a prtin f its servers using Windws Server 2012 with Hyper-V. This is due t the recent agreement between Oracle and Micrsft, which nw ffers supprted cnfiguratins. 2.0 Prject Team and Scpe f Wrk 2.1 Prject Team The Cunty expects the Cnsultant team t prvide highly qualified subject matter/functinal experts, technical develpers and upgrade specialists. Specific areas f interest t the Cunty, which require thrugh demnstratin f skills and understanding include: Payrll: FLSA rules and hw they apply t PepleSft Retractive payrll prcessing in a highly uninized envirnment Time and Labr Custm and nn-template built rules develpment Cmpensatry time plans and cmp time prcessing Punch and elapsed time usability TCD interface As it relates t cmbinatin cdes, jb data, psitin management and the emplyee apprval prcess Human Resurces Psitin Management The Cunty will als prvide its wn staff resurces as primary participants thrughut all phases f the prject. Cunty staff has significant functinal and technical experience with PepleSft. The majrity f this team has been tgether since 2000 supprting the PepleSft envirnment and the team members that have jined have extensive PepleSft experience. Imprve current cnfiguratins and set ups within the PepleSft system t slve business and technical prblems. Increase Cunty PepleSft knwledge and skills. End user experience is a critical cmpnent fr ensuring prject success. Assist in the creatin f Prject Review Bard dcumentatin which is used t mnitr the health and financial status f the prject. The Cunty has a staff which supprts the PepleSft system. The Prpser shall include a prpsed divisin f labr between the Cnsultant and the Cunty. Als, the fllwing items represent specific requirements regarding the Cnsultant s prpsed scpe f wrk based n the prject bjectives and current situatin: 1. Apprach/Methdlgy/Prject Plan - Prvide an verall apprach, methdlgy, prject plan and descriptin f deliverables fr the entire PepleSft 9.2 Upgrade prject based n the Cunty s bjectives and situatin. The prpsal will include recmmendatins fr the areas t be assigned t the Cunty and areas that will be 100% perfrmed by the selected Cnsultant. The prpsal shuld als include a descriptin f the prcess fr the apprpriate and necessary transfer f functinal and technical knwledge and skills frm Cnsultants t Cunty staff. Describe hw Best Practices fit int yur prpsal. 2. Mdificatin Reductin/Business Prcess Change - Prvide a specific apprach and methdlgy fr the functinal and technical analysis wrk required t identify mdificatin reductin and related business prcess change recmmendatins. New Features in Existing Mdules - Prvide expert functinal and technical resurces t recmmend hw the Cunty shuld implement the new and different features prvided in PepleSft 9.2 as part f the upgrade, if it makes sense t d s t slve current business and technical prblems. The Cunty expects the Cnsultant t prvide extensive leadership, practical applicatin and experience in this imprtant area. 4. New Features in Existing Mdules Caching - The Cunty wants the Cnsultants t prvide a strategy fr reviewing and understanding the related PepleSft functinality in rder t begin t wrk n business prcess issues, withut directly impacting the PepleSft upgrade prject. Fr this task, the Cunty will prvide human resurce functinal specialists wh are nt significantly invlved with the upgrade. 5. Cnfiguratin and Setup Review and Recmmendatins The Cnsultant will review the Cunty s existing PepleSft cnfiguratin and setup design and make recmmendatins fr imprvements t address functinal and technical issues. Scpe items 2, 3 and 4 are related and critical t the Cunty s apprach fr this upgrade. The selected Cnsultant team will guide this phase f the prject. It will invlve representatives frm the Cunty s PepleSft supprt team and extended team members frm a variety f Cunty Departments t review the mdificatin reductin pprtunities and related business prcess change recmmendatins. The prcess wuld likely invlve a high level review f the current mdificatins, the current business prcesses and requirements, fllwed by analysis f best practice business prcesses and prttyping and analysis f available PepleSft 9.2 functinality t address the business requirements. The selected Cnsultant will be respnsible fr prviding the verall methdlgy t guide this business prcess analysis wrk. The Cnsultant will als be respnsible fr dcumenting the findings prduced as a result f cmpleting scpe items 2, 3 and 4. This will include all fit / gap sessin findings and cnfiguratin and setup change recmmendatins. 6. Specificatins - The Cnsultant will be respnsible fr maintaining r develping the functinal and technical specificatins fr all system changes. This invlves updating the existing specificatins which the Cunty has develped. Cunty staff will participate in this activity, but it is expected that the Cnsultant will take a leadership rle by gverning the prcess t ensure quality and usefulness. These specificatins include the updated cnfiguratin and setup dcumentatin. 7. Technical Develpment - The Cnsultant will prvide experienced technical leadership and technical develpment assistance fr the PepleSft 9.2 upgrade. This includes all technical analysis, develpment, integratin and testing activities required t supprt the Cunty s business prcess and reprts. The Cunty requires additinal technical develpment supprt in this area. It is expected that the Cunty staff will be assigned tasks by the Cnsultant team that will enable the cunty team t be knwledgeable t supprt the implemented slutin and prvide fr adequate knwledge transfer. This categry includes interfaces listed in sectin 1.2 f this RFP and prviding the schema changes intrduced by the upgrade. This categry als includes the required data cnversin activities. 8. Testing Framewrk Implement PepleSft s Test Framewrk. Prvide technical implementatin leadership and functinal leadership t the Cunty in creating and maintaining test cases which will be used t supprt the upgrade and re-used t test majr system functinality in a pst-upgrade sustainment envirnment. 9. Technical Upgrade Tasks - The Technical Upgrade Tasks, as defined in Oracle s PepleSft upgrade dcumentatin, include many different kinds f activities, including the fllwing: prepare the database, apply PepleTls changes, run and review the cmpare reprts, apply applicatin changes, cmplete database changes and apply changes t prductin databases. The Cunty wants t wrk with the Cnsultants n these Technical Upgrade Tasks in the mst efficient way fr bth the Cunty and the Cnsultants. Prpsals must include the ptimum divisin f labr. The basic expectatin is that the Cnsultants will manage this technical upgrade task, but, it is als imprtant t ensure that Cunty staff has a reasnable understanding and knwledge f the tasks and activities fr which the Cnsultants are respnsible. The Cunty is interested in becming knwledgeable abut and using PepleSft s new Virtual Machine and Update Manager functinality. RFP KAO Part C Page 9 f 15 PepleSft 9.2 Upgrade

10 10. Architecture Analysis - Prvide experienced architecture analysis and suggest imprvements t the Cunty s PepleSft envirnment architecture design. This includes analysis and recmmendatins regarding disk cnfiguratin and utilizatin, the implementatin f the web servers, applicatin servers, database server and mre. The Cnsultant will wrk with the Cunty s PepleSft Team and the King Cunty Infrmatin Technlgy department (KCIT) regarding architecture and infrastructure. The Cnsultant is expected t reprt n the sustainability f the Cunty s PepleSft architecture design and identify pssible areas f imprvement and risk preventin. 11. Infrastructure Leadership, Infrmatin security, Penetratin and Lad Testing Prvide experienced infrastructure leadership t analyze the Cunty s envirnment which supprts the PepleSft system and make recmmendatins fr imprvement. The Cnsultant will be respnsible fr cmpleting the capacity and perfrmance analysis and recmmendatins. The Cnsultant will be respnsible fr assisting in and rectifying any defects uncvered by a structured penetratin test f its PepleSft Systems. This activity als includes analyzing the Cunty s infrastructure envirnment t ensure it is sized and cnfigured apprpriately fr the expected user lad. The Cunty expects the cnsultant will perfrm lad testing using the apprpriate tls and recmmend related imprvements. 12. Applicatin Security Prvide the functinal and technical leadership and resurces t review hw the Cunty has currently implemented the PepleSft security system. The Cnsultant will make recmmendatins t the Cunty and then assist Cunty staff t imprve the PepleSft security cnfiguratins and prcesses. 13. User Prcedures/Training Materials/Training Delivery - Prvide experienced functinal and training leadership fr the develpment and delivery f the user training prgram including: user prcedures, training materials, training delivery, cmmunicatin strategies and tls fr the PepleSft 9.2 Upgrade. Review and update r replace the existing training materials t reflect PepleSft 9.2 functinality. The Cunty will take a participative rle in the activities fr this area and will benefit frm cnsulting supervisin, practical experience and advice t ensure a quality prgram and implementatin prcess. A large prtin f The Cunty dcumentatin is currently built using the PepleSft User Prductivity Kit. 14. Oracle - Prvide experienced Oracle Database Administratin leadership fr the PepleSft 9.2 Upgrade. The Cunty will benefit by partnering with Oracle DBA experts wh have had experience with PepleSft 9.2. The Cunty requires the Cnsultant t review the Oracle database envirnment and make recmmendatins fr imprvements as part f the upgrade. It is als expected that the Oracle database envirnment will be upgraded t the latest PepleSft certified versin as part f this upgrade prject. 15. Stabilizatin The Cnsultant will prvide pst upgrade stabilizatin supprt t ensure that the upgraded system functins well. The Cnsultant shuld recmmend stabilizatin supprt levels and duratins. 16. Prject Management - Prvide experienced prject management expertise t partner with the Cunty s prject manager. The Cunty will serve as the verseeing Prject Manager. The Cnsultant will prvide expert staff t develp and maintain the prject plans, schedules and reprts. The Cunty expects the prject plans will include the activities at the apprpriate level fr the prject and als include the identified resurces and related hurs. The Cnsultant prject manager will have expert knwledge in prject management techniques and best practices, plus expert knwledge regarding Peple- Sft Upgrades. Prject Management Prfessinal certificatin is highly desireable. The Cnsultant must knw and understand the upgrade tasks and manage t thse tasks. The Cnsultant will als prvide regular analysis and recmmendatins n the prject status and reprt the findings t the Cunty s prject manager. The Cunty expects the Cnsultant s deliverables t be cnstructed and written in a prfessinal and clear manner. These Cnsultant prject management activities will include peridic reprting t the Cunty s Executive and Management Cmmittees and presentatins t ther stakehlders as required. 17. C-lcatin The Cnsultant team must be c-lcated in Seattle with the existing supprt staff t ensure that knwledge transfer ccurs, that issues are addressed cllabratively and s that the Cnsultant team can interact directly with Cunty staff and subject matter experts. 11 18. Schedule The Cunty is interested in an aggressive attainable schedule. It is essential t the Cunty that the upgrade prject be cmpleted as sn as pssible t allw fr fllw n prjects that utilize the upgraded envirnment. King Cunty utilizes the PepleSft system t cnduct Open Enrllment. This prcess usually starts in late Octber. The prject needs t be managed with Open Enrllment and Year End prcessing in mind t reduce inherent risk. Ideally, G-Live shuld ccur n later than Octber Prpser Presentatin 3.1 Discvery Day and Subsequent Presentatin Sessin. Finalist(s) will be ffered a day lng Discvery Day sessin with the Cunty, in which members f the Prject Team will be made available t the finalist t answer questins t the best f their ability. The Cnsultant team will prpse hw t structure the Discvery Day at the apprpriate time. Finalist(s) will be prvided with dcuments describing the PepleSft system and the Cunty envirnment. Finalist(s) shall prvide a presentatin t the Cunty. This presentatin will be apprximately fur hurs and will include at least Cnsultant presentatins t evaluatin cmmittee. Cunty questin and answer sessin. Discussin and demnstratin f hw the Prpser wuld cnduct a Fit/Gap, Mdificatin reductin, Business Prcess Change prcess fr this prject. The finalist(s) prpsed Prject Manager and key prject team members must participate in the presentatin. 4.0 Cnsultant Qualificatins The Cunty seeks a Cnsultant team with demnstrated experience in the areas identified in the Scpe f Wrk fr this RFP. Experience is divided int tw sub-categries: 1) Mandatry experience, and 2) Desired additinal experience. N cnsideratin will be given t prpsals that d nt meet 100% f the mandatry experience requirements. The Cunty requires that the Cnsultants presented during the interview prcess be available t the Cunty at the time f its prject launch. The Cunty als requires that n Cnsultant assigned t the Cunty will be replaced by the Cntractr prir t prject cmpletin and thrughut the cntract term. If there are exceptins t this requirement, the fllwing will apply: a. The Cunty must give prir apprval f the replacement; b. The new Cnsultant(s) prpsed as a replacement have qualificatins equivalent t the replaced Cnsultant, as determined by the Cunty; 4.1 Mandatry Experience Experience successfully upgrading frm lder releases f PepleSft t 9.1 r abve n a minimum f (ne) 1 prject. T qualify, prjects must have been cmpleted r substantially cmpleted in the pinin f the Cunty. Experience successfully implementing r upgrading systems fr at least 2 (tw) public sectr clients f similar size and cmplexity as the Cunty. Firms that have a natinal headquarter need nt include all such installatins, but instead thse that have been perfrmed by the lcal ffice that is submitting n this prpsal. Specify the client, cntact infrmatin, date f infrmatin and whether the installatin was cmpleted. Specify any cntract wrk that has been terminated prir t cmpletin and include the name, cntact, date f riginal cntract, reasn fr terminatin. 5.8 References The Prpser shall prvide at least three (3) references, including the client(s) identified in sectin 5.7 and the questinnaire referenced in sectin 5.1, representing clients fr which the Prpser prvided services f a type and scale similar t the Scpe f Wrk identified in this RFP. The Cunty retains the right t cntact any references named in the Prpsal, as well as any clients f the Prpser nt named in the prpsal. The Cunty reserves the right t use any infrmatin it btains, whether specifically named and prvided by the Prpser r therwise, in making the evaluatin f Prpser s qualificatins. Preferably, the Cnsultant shall prvide references that include public sectr custmers, that fcus n large, diverse lcal gvernments and that include diverse peratins and public utilities. 5.9 Financial Prpsal The Cunty expects a fixed-price prpsal, including a cst schedule, fr all deliverables in this cntract. Hwever, the Cunty recgnizes the difficulty f prviding a fixed-price estimate fr sme prtins f this prject and may cnsider time and material estimates that include price-cap cnditins fr nly thse prtins. In rare circumstances, the Cunty may entertain a prpsal based n time and materials. Hwever, a time and materials prpsal must include an estimated ttal cst fr the prject. Specifically, the estimate must encmpass the ttal number f Cnsultants expected t cmplete all phases and aspects f the prject based n the Cnsultant s experience with prjects f similar size, scpe and cmplexity. When making this estimate the Cnsultant shuld assume that the staffing level at the Cunty will remain cnstant. If a Prpser prvides a time and materials prpsal, the hurly rates and any ther csts shall be specified fr the entire term f the cntract. The ttal cst f the prject, fixed r time and materials, must include all travel and living expenses. Billings fr itemized Cnsultant travel and living expenses are nt acceptable. State law prhibits the Cunty frm paying in advance fr gds and services prduced fr this prject. Therefre, prpsals shall prvide prject csts and/r invicing prpsals that are phased cnsistently with cmpleted segments f wrk perfrmed. The financial prpsal will cnsist f tw parts: 1.
