7 CORE INFRASTRUCTURE AT STATE LEVEL Gujarat State Wide Area Network (GSWAN) Gujarat State Data Centre (GSDC) Disaster Recovery (DR) Site Common Service Centers (CSCs)
8 Present GSWAN Status Connects 7 Districts on 8 Mbps & 18 Districts on 4 Mbps to State Center at Gandhinagar using leased circuits; Tapi district on 2 Mbps via Surat DC. 225 Talukas to District HQ on 2 Mbps leased circuits. Connects on an average 70 departmental offices at District locations and 5 offices at Taluka Locations. Facilitates IP based Videoconferencing between various GoG offices.
9 Present GSWAN Status Over IDs created for Government officers all over the state. 255 Websites are hosted for various departments. 14Mbps Internet Bandwidth terminated at GSWAN State Centre among >5000 Internet Users. Locations GSWAN Connectivity Voice Data Gandhinagar Districts Talukas Total
10 GSWAN Enhancement Projects Rs. 12 Crs. approval of Phase-I granted by GoI in Nov and project fully commissioned. State and 10 District level Routers/Switches upgraded and regional clusters formed for better traffic management and reliability. Received GoI approval of GSWAN Enhancement (Ph-II) in Nov 08 for upgradation of Taluka Routers/switches. Recently, bids received for implementation.
11 Gujarat State Data Centre (GSDC) Statistical Bureau Building, Gandhinagar Initially started as State Project in budget. During March 2008, Govt. of India granted Rs.55 Crores for part funding of capital cost and O&M expenses over 5 Years. GSDC operationalized since Oct GSDC would be a shared, secured and managed infrastructure for consolidating and securely hosting State Level Data and applications of G2G, G2B and G2C nature.
12 Gujarat State Data Centre (GSDC) Statistical Bureau Building, Gandhinagar IWDMS, WEB & MAIL servers shifted to GSDC in Apr IFMS Servers installed and operationalized in 2 nd week June We propose that NIC servers be also shifted to SDC.
13 Business Continuity (Disaster Recovery) Site To keep the copy of the database of highly desirable for Mission Critical Applications (IWDMS, VATIS etc.) NIC, Hyderabad Disaster Recovery Site Identified during September Present Status H/W Installation completed. Security audit of applications (IWDMS & VATIS) completed. Manual data transfer has been successful. Fully operationalized w.r.t. IWDMS and VAT since March 09. IFMS DR Hardware installation work in progress.
14 Common Service Centers (CSCs) CSCs: Front End Interface for delivery of Citizen Centric government and private services. As against 3000 CSCs approved by Government of India Government of Gujarat is implementing 6000 CSCs in the state through E-Gram Vishwa Gram Society. Work awarded to M/s CMS computers, 3i Infotech and Reliance Communications in Oct Need similar Kiosks (about 2000) in the urban areas. To make CSCs more meaningful, pilot run of Gujarat Portal is being considered.

18 Objectives of Land Records MMP To facilitate easy maintenance and updating of changes in land database To make land records tamper-proof to reduce the menace of litigation and social conflicts, associated with land disputes. To facilitate detailed planning for infrastructural as well as environment development. To facilitate preparation of an annual set of records in the mechanised process and thereby producing accurate documents for recording details such as collection of land revenue, cropping pattern etc. To facilitate a variety of standard and ad-hoc queries on land data. To provide database for agricultural census.
19 Land Records MMP Core Services offered under the MMP are: Issue of copy of Records of Rights Crop, Irrigation and Soil details Filing and Tracking of Status of Mutation Cases Availability and submission of forms
20 E-Dhara Land Records Online Land Records Information System Implemented in all 26 Districts, 225 Talukas covering 18,526 villages Operational since 2005 has been operational in 24 Districts, 186 Talukas & 3442Villages and is expanding Land records computerized i.e. 9.8 million Village Forms (VF) Nos. 7x12 and 5.6 million VF No. 8a To make the system more secure, we need to go for centralized data management system; and Link up registration of documents with online mutation. Need to send a proposal to Central Line Ministry for funding under NeGP
21 Objectives of Property Reg. MMP to replace existing manual systems of verification and scrutiny of documents valuation of properties, capturing and preserving copies of the documents, conducting searches and of maintaining back office records. core services proposed to be offered under the project are Market Valuation (MV) calculator; Payment of stamp duty fees; Registration of Documents all movable and immovable properties; Issue of Encumbrance Certificate; and Issue of copies of Certified Documents
22 GUJARAT s Property Reg. STATUS Registration of documents in off line mode through outsourcing arrangements implemented all over state. Stamp selling through franking (banks), Post-offices and e-stamping ( ) Stamp-Valuation Jantri on Website ( )
23 Objectives of Agriculture MMP The typical services envisaged in this MMP include: Information to farmers on seeds, fertilizers, pesticides Information to farmers on Govt. Schemes Information to farmers on Soil recommendations Information on crop management Information on weather and marketing of agriculture produce
24 Computerization Status of Agriculture in Gujarat Soil Health Card data made available online for all villages ( ) Call center for farmers ( ) APMC (Agriculture Produce Mktg.) commodity price information system ( ) AGRISNET Project: Agriculture deptt. may like to give an update. Proposal sent to Central Line Ministry for funding under NeGP.
25 Objectives of Employment Exchange MMP This MMP will help match the requirements of employers and potential employees. It will also provide valuable guidance to the unemployed and can facilitate online registration of vacancies by employers. Computerized counselling is also likely to be made available to unemployed youth.. Status of MMP in Gujarat Employment registration online ( ) Integrated data of all ITIs & Employment Exchange on Website ( ) Search facility for job seekers/providers ( ) Need to prepare a proposal to be sent to Central Line Ministry for funding under NeGP.
26 Objectives of Police MMP To address an ever-increasing threat of terror and ascending crime graph To improve the efficiency of the police force by creation and sharing of crimes and criminal database. To provide personal management and inventory control. Strategy: In the first, CrPC driven common functions across the States are to be attempted. This is being implemented under the Common Integrated Police Application (CIPA) Project. This enables basic primary information, generated at the Police Stations, to be computerized and helped the police officers in the police stations to reduce their paper work thereby bring in efficiency in the police station operations.
27 Computerization Status of Police (Home Department) Comprehensive Websites launched during ( ) Video conferencing facility in 42 locations Integrated IT application for Home Dept. and all its HoDs (Pilot going on at Dabhoda Police Station) Proposal sent to Central Line Ministry for funding under NeGP. 28 Rationale of Treasuries MMP Most of the information relating to the operations in the Government account continues to be exchanged with AG in paper form only. In order to get the accounts of State Governments expeditiously and to provide for better Management Information Systems, networking of all agencies involved in finalisation of accounts of State Governments was felt necessary.
29 Computerization Status of Treasuries (Finance Department) Objective: Computerization & online data transfer of Treasuries across the State Computerization of data at 137 sub-treasuries and their connectivity setup ( ) Computerized Pension data system is functional & in operation ( ) Online Budget processing through IWDMS ( ) Integrated Finance Management System: Pilot has been completed in Ahmedabad Treasury. Hardware/software installation completed. Other treasuries being connected. Need to prepare a proposal to be sent to Central Line Ministry for funding under NeGP.
30 Objectives of Commercial Taxes MMP Online Application for Registration E-filing of returns Electronic clearance of returns Online Payment of Taxes Online dealer ledger Online dealer verification Online issuance of statutory forms Detailed Project Report circulated to States by the Central Line Ministry.
31 Value Added Tax (Finance Deptt.) No. of Users (Govt) + Total No. of Users in System (Except Taxpayers) No. of Modules 9 No. of Unit Offices No. of Taxpayers using the portal Total number of Taxpayers (VAT : 3,73,435, CST : 2,29,533) Total no. of Acknowledgment completed On line e-return filing has been launched. Need to prepare a proposal to be sent to Central Line Ministry for funding under NeGP.
32 Objectives of Municipalities MMP To provide Single Window services to citizens on any time, any where basis Increase the efficiency and productivity of ULBS Develop a single and integrated view of ULB information system across all ULBs in the state Provide timely & reliable management information relating to municipal administration for effective decision making Adopt a standards-based approach to enable integration with other related applications
33 Municipalities MMP Following services/management functions within ULBs have been envisaged under this MMP: Registration and issue of birth and death certificate Payment of property tax, Utility Bills and Management of Utilities that come under ULBs Property Tax & Water Supply and other Utilities Grievances and suggestions Building plan approvals Procurement and monitoring of projects E-procurement & Project/ward works Health programme Licenses & Solid Waste Management Accounting system & Personnel Information System. Grievances Handling, including implementation of the elements of the Right To Information Act, Acknowledgement, Resolution monitoring
34 Computerization Status of Municipalities (Urban Development Department) Stand alone Computerization of 154 Nagarpalikas completed Development of GIS database for municipalities & Surat MC in progress Citizen Centric Service through Municipal Corporation BISAG has prepared software for facilitating functioning of municipalities. Need to prepare a proposal to be sent to Central Line Ministry for funding under NeGP.
35 Objectives of Panchayat MMP To overcome the challenges being faced in the villages lack of reliable communication infrastructure, delay in providing services to the citizens (Licenses, Certificate etc), Low revenue mobilization for implementing schemes at the Gram Panchayat level, lack of monitoring mechanism for the schemes.
36 MMP envisages implementation of various application modules covering the following services/management functions within Gram Panchayat: Issue of Trade Licenses and NoC House Related Services Certificate of Birth and Death, Income and Solvency Dissemination of Internal Process of Panchayat agenda, voting, resolution Copy of Proceedings of Gram Sabha and Action Taken Report Receipt of Funds / Progress Report Dissemination of Data BPL, PF for Landless Agricultural Labourers, education, Health facilities & status Digitization of the Village Infrastructure on a Map
37 Gram Panchayat MMP Status (Panchayat Department) Provided Computer H/w to all Village Panchayats in last 4 years and appointed Village Computer Entrepreneurs. Broadband connectivity given to all Village Panchayats. Panchayat level services and Panchayat Account maintenance modules have been implemented. Need to prepare a proposal to be sent to Central Line Ministry for funding under NeGP.
38 Objectives of Transport MMP
39 Transport Department Smart Card Project implemented since Check Posts computerised in Needs to be upgraded as per GoI guidelines. Need to prepare a proposal to be sent to Central Line Ministry for funding under NeGP.
40 Objectives of E-District MMP To have backend computerization to enable efficient delivery of government services To proactively provide a system of spreading information on the Government schemes, planned developmental activities and status of current activities. Front ends at District, Tehsil, Sub division and block level, in the form of citizen facilitation counters. Village level linkage through Common Services Centres for delivery of services.
41 Indicative services planned to be delivered through this MMP include: Certificates: Creation and distribution of certificates for income, domicile, caste, Birth, Death etc Licenses: Arms Licenses etc PDS: Issue of Ration Card etc. Social Welfare Schemes : Issue of old age pensions, family pensions, widow pensions etc. Complaints: related to unfair prices, absentee teacher, nonavailability of doctor. Online filing and receipt of Information relating to the Right to Information Act. Linking with other e government projects: Registration, Land Records, and Driving Licenses etc. Information Dissemination : Disseminating Information relating to government schemes, entitlements etc. Assessment of taxes: Property tax, and other government taxes Utility Payment: Payments relating to electricity, water bills property taxes etc.
42 Computerization Status of Districts in Gujarat One Day Governance Center operational in most of the Districts; Jan Seva Kendra operational in more than 100 Talukas (Centralized, web based) Except for IWDMS in Sachivalaya and HoDs in Gandhinagar/Ahmedabad, work flow automation not planned for the Districts. We have proposed to implement GUJARAT PORTAL to deliver high volume G2C services. We may consider back end computerization of district offices under this project.
43 Following other state specific projects may be proposed to GoI as State MMPs Hospital Management Information System under Health Deptt. Education Information Management System may be taken up under Education department.
44 CAPACITY BUILDING Rationale: Most states are inadequately equipped in terms of personnel and the skill-sets needed to handle the host of issues involved in NeGP. Role: The role of the capacity building team is at the programme level to provide leadership and vision including policy formulation, preparing roadmaps, prioritization, preparing frameworks and guidelines, monitoring progress, interagency collaboration & capacity management.
45 CAPACITY BUILDING It will provide support for creation of State e- Governance Mission Teams (SeMT), and Project e-governance Mission Teams (PeMT). Activities: This scheme is also meant for initiating through various activities like empanelment of candidates, facilitating States in recruitments and providing orientation courses for SeMT, Training initiatives, curriculum and content development and continuous capacity and HR management.
46 CAPACITY BUILDING Capacity Building Project Under NeGP : Govt. of India has already empanelled IL&FS, KPMG, PWC and WIPRO as consultancy agencies for supply of manpower to Project e-mission Teams. Need to identify key persons in each of the cadre and give extensive training to them for e-gov Project implementation & management. To begin with, upto 20% of the staff of each cadre be trained for operation and maintenance of e-gov projects. SeMT to deliberate this issue.

48 Capacity Building - Awareness Level State Initiative Module I & II Training: 9 training institutes were empanelled vide GAD s GR dated CIOs/Jt. CIOs appointed in various depts. since System Managers in various departments appointed since June CCC/CCC+ Training made compulsory for Recruitment/Promotion by GAD in SPIPA/ITIs identified for training and examination. 158 private training institute short listed for providing CCC/CCC+ training in 2007.
49 Capacity Building - Management Level 1. Capacity Building at SeMT Level: The SeMT will require personnel in the following broad expertise areas: Program Management Change Management Technology Management Financial Management The nature of activities to be carried by SeMT will broadly involve in the following key domains Undertake strategic Planning Provide Project Consultancy Provide Project Implementation & Post Implementation support Provide assistance in setting up of PeMTs
50 Capacity Building - Management Level 2. Capacity Building at PeMT Level : This team will oversee project execution and will mange implementation and deal with technology, process & change management related issues. Team will manage outsourcing talks like: Preparation of the Project Proposals Consulting Assignments for Business Process Reengineering, Change Management,Financial Modeling, System Design, & Architecture Project Management/Monitoring etc. Training Procurement of Hardware, Software, Networking etc. Data entry Project Management: Training to project manager from each office of the GoG, who is handling IT Projects.
51 Capacity Building - Functional Level Computer Functional Training pilot conducted on 3 rd - 8 th November, 2008 Total 22 participants from Finance, Panchayat Agriculture,R&B,Narmada Water Resource, Science & Tech. Department and GIL had participated. The training was given by M/s HCL Ltd. Certificates to be issued to participates who have successfully completed Computer Functional Training.
