Moore, Division of Waste Management Performance and/or Design Requirements (intended use, function or application, compatibility etc. requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate): Counties are required by Ch (7), F.S. to report to the Department, by April 1 each year, information regarding their annual solid waste management program and recycling activities. Re-TRAC provides that link between the counties and the Department to meet this mandate. The Re-TRAC product was developed and is proprietary to Emerge Knowledge design, inc. (Emerge). As developers of the product, Emerge has unique knowledge and experience with respect to the Re-TRAC software and its use for recycling and municipal solid waste management data collection. Currently, Environmental Protection Agency (EPA) Region 4 and several states are using the product to support paperless reporting of recycling information within the states. Also, currently there are no existing distributors for this software and Emerge is the only company that can provide technical support, modifications, and necessary training (if needed) for this software at this time. This single sole source if for Re-TRAC software licenses, modifications, training as needed, and technical support. Intended source (vendor, contractor): Emerge Knowledge Design, Inc. Price: $36, Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate): As a result of EPA Region 4 s project, the RE-TRAC system has been used in Florida for the past four reporting cycles (i.e., information reported during 2012, 2013, 2014, and 2015). The system has worked well to support paperless reporting for annual recycling information from the counties and other entities as required in Florida. At the present time, the system has to be modified to implement changes in the recycling reporting requirements for the upcoming reporting cycle, and to continue general product usage and technical support. Emerge is the only provider who can modify their existing proprietary product that has been integrated to manage paperless data reporting for recycling information from each of the EPA Region 4 states. The Department advertised this single source request on the DMS Vendor Bid System (VBS) from Wednesday, June 22, 2016 through Friday, July 1, There were no other vendors who submitted information regarding their ability to provide the above services.
