Reference: SE001 Overview IBM COPLINK on Cloud is a hybrid database and software as a service (SaaS) application that consolidates policing data, aids collaboration, and helps generate tactical leads. COPLINK on Cloud comes with the enhanced functionality of IBM COPLINK Detect, which provides the core capabilities of IBM COPLINK, including a large COPLINK database that centralizes data from many sources. Users can generate photo lineups, save their search history, and organize investigations so they can easily generate reports. Outside of the local central data store, COPLINK on Cloud is modular and can be tailored with additional crime-fighting tools to address specific needs, helping law enforcement personnel to safely and efficiently solve crimes faster. Key prerequisites IBM COPLINK on Cloud runs on Intel TM i7 64-bit processors with Microsoft TM Windows TM 7 and supporting software as detailed in the Technical information section. Planned availability date June 23, 2015 Description IBM COPLINK on Cloud brings tactical lead generation to law enforcement. Its ability to help quickly identify investigative leads by tying multiple agencies and data sources together makes it the go-to information source for law enforcement from commander to officer, from the desk to the field. It helps empower police departments, sheriff's offices, and intelligence agencies by putting valuable information in the hands of first responders, analysts, and commanders when and where they need it. COPLINK on Cloud can help law enforcement officers quickly identify investigative leads by: Identifying leads with powerful search capabilities, including association, partial information, geospatial, crime type, modus operandi (MO), and facial recognition searches. Providing users with instant access to virtually all available information with a purpose-built, consolidated information repository. Using consolidated views to quickly focus on information related to leads and suspects, even if the information is spread across multiple systems. COPLINK on Cloud comprises a base component plus an add-on and special purpose components to extend the capabilities of the base offering. COPLINK on Cloud COPLINK on Cloud is the basic offering. It includes: Administrative tools for user and system management. Incident analysis and mapping. Graphic visualizations of database objects and their relationships. 3 Connection to external data sources, such as other COPLINK systems, LInX, and IBM COPLINK File Exporter for N-DEx. Access to a national identity index that shows if and where a specific item is recorded in other COPLINK systems. Add-on components: IBM COPLINK Activity Correlation Technology helps identify suspicious activities around critical infrastructure and monitored areas, even when incidents and data span multiple agencies and data sources. Unique algorithms monitor incoming information and alert analysts to potentially suspicious activities for further investigation. IBM COPLINK Computer Statistics helps enable agencies to conduct effective CompStat analysis across all available data. A collection of GIS, statistical graphs, charting, and analytical tools work on the rich COPLINK database, allowing agencies to leverage their data to better allocate resources. IBM COPLINK Intelligent Law Enforcement Actionable Data (Intel LEAD) extends COPLINK criminal history information management capabilities with the ability to enter and manage intelligence information. With COPLINK Intelligent Law Enforcement Actionable Data, authorized users can simultaneously search and access law enforcement and intelligence data to see all available information. IBM COPLINK Everywhere is an IBM MobileFirst TM application that delivers a new, transformative user experience and user interface to COPLINK users in support of mobile policing. Mobile policing allows law enforcement to access policing data when they are out in the field or away from their vehicle terminals. IBM COPLINK Face Match helps speed the identification of potential suspects with sophisticated facial recognition capabilities. COPLINK Face Match extends COPLINK's core search capabilities to enable searches against booking photo databases using photos or composite sketches. IBM COPLINK Analysis Search provides analysts with access to vital crime data held in COPLINK nodes from within IBM i2 (R) Analyst's Notebook. By leveraging i2 Analysis Ready Search technology, analysts can simultaneously and comprehensively search COPLINK nodes and other data sources with the results automatically modeled and semantically enriched for immediate analysis. Connectors COPLINK on Cloud connectors are used to (1) connect the individual COPLINK systems to third-party data sources and enable unidirectional or bidirectional query capability and (2) export data from the COPLINK database for use in third-party applications. IBM COPLINK IEPD File Exporter and IBM COPLINK N-DEx File Exporter are two distinct XML export formats for COPLINK data. Once a COPLINK file exporter is installed and configured, the file extracts run automatically and in the background without the need for manual intervention. IBM COPLINK LEXS-SR Inbound Connector and IBM COPLINK LEXS-SR Outbound Connector use the Logical Entity exchange Specification (LEXS), a National Information Exchange Model (NIEM) framework that employs a search and retrieval standard that is common within the US law enforcement community, to enable real-time query of and interoperability with third-party systems. One connector is for outbound connections and the other for inbound connections. Special purpose components: IBM COPLINK Standard Data Source Integration provides the analysis, data mapping, extraction, transformation, and loading of data from a contributing data source. Data is sent to the COPLINK on Cloud database on a regular schedule in order to maintain data currency. Each data source integration milestone requires its own integration process and subscription. 4 system. This includes monitoring the refresh mechanism and advising of any data quality issues in the underlying source that impact the data updates. IBM COPLINK High Encryption Upgrade enables 128-bit encryption for additional data security. Sales of this component requires IBM i2 COPLINK Project Office approval. IBM COPLINK Setup provides the initial configuration and setup for the COPLINK on Cloud solution. This is a required component. Product positioning IBM COPLINK on Cloud is a part of the IBM Safer Planet law enforcement portfolio. It is designed to help reduce crime and security threats, and potentially make the public safer. Security, auditability, and control IBM COPLINK on Cloud uses the security and auditability features of the hosting and browsing software. Is compliant with Federal Information Processing Standard (FIPS) Incorporates data encryption during data transit using 64-bit encryption or greater and also encrypts the data at rest. A Concurrent User is a person who is accessing the IBM SaaS at any particular point in time. Regardless of whether the person is simultaneously accessing the IBM SaaS multiple times, the person counts only as a single Concurrent User.
