In 1995, Three Hills School Division purchased the building and used it for administration office purposes. In 1997, the building's use was converted into the outreach and kindergarten programs. The building is a 691 square meter, one storey, wood-framed building with a basement and is located in the central southern portion of the property. The exterior finish for the school building consists of a combination of stucco and vertical wood plank siding. Exterior windows consist of insulating glazing units (IGU's) set in anodized aluminum frames. The majority of the roof is protected with a modified bituminous membrane assembly (SBS). General modernizations were reportedly conducted throughout the building interior over the past couple of years. Structural Summary: Structural drawings were reviewed as part of the assessment. The foundation consists of a cast-in-place concrete assembly of strip footings and frost walls. The basement walls are constructed of cast-in-place concrete. The interior basement and main floor walls consist of load-bearing wood-framed walls. The two vaults located in the school consist of reinforced concrete block walls. The walls in the two washrooms consist of masonry block. The main floor of the school consists of a wood-framed floor structure supported by steel columns and steel beams. The sloped roof structure consists of cedar deck supported by glulam beams. The flat roof structure consists of a wood deck supported by wood joists and beams. No major work associated with the school structural elements was identified during the assessment. The structural elements of the school are in acceptable condition. Envelope Summary: The majority of the exterior cladding of the school consists of painted vertical wood panel siding and a stucco finish. The sloped and flat roof sections of building are equipped with a styrene-butadiene-styrene (SBS) modified bituminous roof system. The entrance doors are typically glazing doors set in painted steel frames. The windows on the exterior of the building are the original windows that consist of fixed and operable, insulating glazing units (IGU's) set in anodized aluminum frames. Recommended work is to re-caulk around the building and to provide steps to the concrete entry pad located near the main floor kitchen area on the north side of the school. The envelope and exterior components of the school are in acceptable condition. Interior Summary: Flooring for the majority of the school consists of resilient flooring. Washrooms have a ceramic tile floor finish. The remaining areas of the school are carpeted. Mechanical spaces, the janitor room, and the storage room in the basement rooms have painted/sealed concrete floors. The majority of the interior walls are painted with the remaining walls being covered in wallpaper and wood paneling. The sloped ceilings on the main floor of the building are exposed cedar deck and glulam beams. The flat ceilings have suspended T-bar systems with inlaid acoustic tiles. No major work associated with the school interior finishes was identified during the assessment. Work associated with barrier free upgrades includes the provision of designated handicap parking stalls, installation of automated door openers at the main entrance, installation of a wheelchair lift for access to the basement, and renovations to the washrooms to meet current barrier free codes. 3 Mechanical Summary: Five natural gas-fired furnaces provide heating and two unitary air conditioners provide cooling to the building. Exhaust fans provide ventilation for the washrooms. HVAC equipment in the building is controlled by thermostats. Fire extinguishers are located throughout the building. A fire hydrant is located on the site. There is no sprinkler system in the building. Backflow prevention devices were not found on the water service at the time of the site assessment. The following are recommended actions for the next five years: -install backflow prevention devices on the domestic water line; -upgrade thermostat control to DDC system; and, -install sprinkler system. Overall the mechanical systems in the building are in acceptable condition. Electrical Summary: The building has a 4 Amp, 12/28 Volt service which feeds lighting, power receptacles, and mechanical equipment in the building. The electrical sub-panels and wiring are generally original to the construction of the building. All observed wiring was in conduit. Interior lighting is provided by T8 fluorescent technology throughout the building. Exterior lighting is provided by canopy-mounted incandescent fixtures and metal halide wall packs around the building. Emergency lighting in the building is provided by battery pack emergency lighting fixtures. Exit lighting in the building is provided by LED exit signs. The building is protected by an EST Fire Shield fire alarm system and Ademco security system, and is equipped with a telephone system. The following are recommended actions for the next five years: -install additional electrical sub-panels; Overall the electrical systems in the building are in fair condition. 4 S1 STRUCTURAL A11 Standard Foundations* Structural drawings were reviewed as part of the assessment. The drawings indicated that the foundation consists of cast-in-place concrete strip footings and perimeter frost walls. JAN-9 A13 Slab on Grade* The basement floor is a reinforced concrete slab-on-grade. JAN-9 A22 Basement Walls (& Crawl Space)* The basement walls consist of reinforced cast-in-place concrete. JAN-9 B11.2 Structural Interior Walls Supporting Floors (or Roof)* The interior load-bearing walls supporting the main floor slab are wood-framed. JAN-9 B Reinforced Masonry: Wall The building contains two vaults that were used by the bank that formerly occupied the building. The vaults are stacked with one located in the basement and the other on the main floor. The vaults are constructed of reinforced, concrete block with cast-in-place concrete ceilings and are currently used to store school division records.. JAN-9 B11.3 Floor Decks, Slabs, and Toppings* The main floor slab consists of a plywood subfloor supported by wood joists, steel beams, and steel columns. 5 B11.6 Ramps: Exterior* A cast-in-place concrete ramp is located on the east side of the building and provides access to the basement from the exterior. 4 JAN-9 B11.7 Exterior Stairs* A cast-in-place concrete pad is located near the main floor kitchen area on the north side of the school. 1 - Critical 4 JAN-9 Install steps at concrete pad Concern: The height of the concrete pad above the ground surface exceeds the maximum allowable step height outlined in the building code (the height ranges from 6 to 7 mm). It is believed that there were appropriate steps attached to the concrete pad at one time but there were no steps observed at the time of the site assessment. Recommendation: Install steps between the ground surface and the top of the concrete pad. Consequences of Deferral: Potential injury caused by stepping and/or falling off the concrete pad. Other areas of flat roof are constructed of wood decking supported by wood joists. 6 S2 ENVELOPE B Metal Siding** Metal siding is located on the portion of the building that rises above the main roof. Wall** Joint sealant is applied on the perimeters of exterior window units and doors on all sides of the building. 2 - Poor 2 JAN-9 Re-caulk around the building Concern: Exterior caulking/sealants were observed to be in poor conidition, exhibiting cohesive/adhesive failure and loss of elasticity. Recommendation: Replace all caulking (approximately 23 lineal meters) in control joints and around windows and doors. Consequences of Deferral: Potential moisture ingress into the building envelope. The exterior wall assembly for the school is equipped with a vapor retarder and insulation. The type and extent of materials used could not be reviewed visually, and exterior wall cavities were not accessed during the site visit. 8 B Aluminum Windows (Glass & Frame)** The exterior windows on the building consists of fixed and operable, insulating glazing units (IGU's) set in anodized aluminum frames. 9 B Modified Bituminous Membrane Roofing (SBS)** The roofing for the building and the main entrance canopy consists of a styrene-butadiene-styrene (SBS) modified bituminous roofing assembly. It was reported that the roof was refinished in 26 and is still under warranty. The canopy roof on the east side of the building is protected by sheet metal roofing. Since there is a relatively small amount of metal roofing, its cost would be below the reporting threshold so its cost has been included in the SBS replacement cost.
