4 Fence on Bridges New Fence Policy has been adopted New Policy is Effective Immediately Includes projects in Design and in Construction Scoring of Site is no longer the determining factor for when a fence is to installed on a bridge Why a new Policy? Feature under the bridge is the controlling factor BDM Section 305 will be updated in July 4

7 Why Change: Seismic Design Implementation of the AASHTO Seismic Provisions have not been consistent in Ohio Some Standard ODOT practices have not been consistent with AASHTO Specifications Standard ODOT practices do not result in ductile columns 7

8 What Changes: Seismic Design Guidance on how to deal with lateral loads. Include preferential load paths Reinforcing details in concrete columns. Ductile column reinforcing Cross frames at piers. Provide direct load path to piers Guidance on how & when to apply changes during a bridge rehabilitation 8

9 Seismic Design When & How Changes will be Rolled Out: OSE has a draft of the changes. Michael Baker is helping evaluate the draft. BDM will be updated in the July 2016 release. An implementation plan will be released with the BDM update. A Seismic Conference will be held in August 2016 to explain the changes. 9

10 Load Rating Bridges New load rating trucks SHV = Special Hauling Vehicle SU4, SU5, SU6, SU7, & Notional Rating Load 10

11 ODOT Plan: Load Rating Bridges FHWA is mandating including these trucks in our rating Bridges with a current Rating factor at Operating level equal or above 1.35 will not need to be re-load rated Bridges with a current Rating factor at Operating level from 1.0 to must be re-rated by Dec. 31, 2022 Bridgeswith a current Rating factor at Operating level below 1.0 (currently posted) must be re-rated by Jan. 1,

12 ODOT Plan: Load Rating Bridges A new BR-100 form has been prepared that includes the SHV rating factors in addition to the previous rating factors. A new bridge load posting sign has been designed and included in ODOT s sign manual. 12

14 Load Rating Bridges BDM will be updated in July with new requirements SHV configurations Load Rating Spread Sheets for simple span bridges have been updated and are available on the OSE web site. For Local bridges only 14

15 ODOT Plan: Load Rating Bridges Municipal Bridges will be re-load rated under the Municipal Bridge Inspection Program for those Cities that have opted into the program. County Bridges will be handled by individual Counties except for those bridges that were contracted out to consultants for the original load rating. ODOT is still working out the logistics for these bridges. 15

18 I-70 Fire -Columbus Fire started at 6:00 am on July 1, 2015 Emergency Type A Shelly & Sands to place a cross over on I-70 and repair a column on WB bridge. Work completed by July 3 at noon. 4 contractors met on site at 3:00 pm July 1 to get scope for repairs. Bid opening at 2:00 pm on July 2 Shelly & Sands low bid -$1,186,629. $20,000/day incentive and disincentive 30 days to complete starting July 3 18

41 National Bridge Policy Updates 1. MASH Implementation 2. Tunnel Inventory and Inspection Program 41

42 MASH Implementation MASH = Manual for Assessing Safety Hardware MASH replaces NCHRP Report 350 FHWA/AASHTO have a joint Implementation agreement dated Dec. 21, 2015 Includes sunset dates for installing 350 compliant hardware on the NHS System Bridge Railing and transitions Dec. 31, 2019 all hardware installed on the NHS system must be MASH compliant. 42

43 MASH Implementation What does that mean to Ohio: Need to have bridge railing and transitions MASH compliant. Concrete barrier will be a national issue and should be tested in one of the pooled fund programs. 42 in. & 36 in. concrete barrier ODOT is in the Midwest States Pooled Fund Program ODOT s needs for MASH compliance: Portable concrete barrier Steel over the side barrier (TST or similar) Barrier on bridges with sidewalks 43

44 MASH Implementation What does that mean to Ohio: Work with other States so ODOT can share the pain of the crash testing costs. Crash test our current standards Create new standards for MASH compliant railing OSE in partnership with the Ohio Division FHWA will create a policy for non-nhs system. 44

45 Tunnel Inventory & Inspection Program FHWA now has a Tunnel program Inspections every 2 years ODOT s tunnel inventory was submitted in Dec Ohio has 1 tunnel Lytle Tunnel I-71 in Cincinnati 45
