3 PREDESIGN REPORT Executive Summary This report outlines the intended design concept for the ice plant replacement based on our understanding of the objectives. The purposed performance of the ice plant is an upgrade to the existing plant, providing increased capacity and added redundancy. The new enclosure for the ice plant improves access for equipment maintenance. The new building will be ventilated to meet code requirements. New floor cooling lines, water and sewer lines will be connected between the buildings. The City of Fort Saskatchewan should perform a hazard assessment of the ice plant room and establish processes for safe work in the room. Two building design options are supplied in the predesign report. Option 1 is slightly lower in cost however the site conditions created by the building placement require review and approval by the City of Fort Saskatchewan. Option 2 is a more durable building but is more expensive building to construct. Foundation conditions in option 2 are assumed and will need to be verified through site investigations. Due to the timeline required for engineering of the Structural Steel super structure in Option 1, both scenarios would likely be constructed in similar timelines. Based on the small cost difference between the two building options Option 2 is recommended due to the security issue noted in Option 1 however confirmation will be required from CoFS. The presented schedule shows that the start date will be Nov 10, 2016, which is approximately 6 weeks after the desired start date. To maintain operation for planned events the existing ice plant should remain in place until the new ice plant is online and can be switched over through a parallel connection to the header. A new electrical service will be provided to the new ice plant building thus minimizing the work required in the existing building and allows for the new ice plant switch over. The total budget estimate for this project is $927,500 which is significantly greater than the budget derived from the Facility Evaluation Report ($550,000). Some of the cost difference is due to the improvements to the ice plant performance. The budget estimate will be refined as we proceed with the next phase. i

5 PREDESIGN REPORT 1 Introduction The City of Fort Saskatchewan (CoFS) has retained Associated Engineering (AE) to provide engineering design and consulting services for the replacement of the existing ice plant serving the Curling Facility located at Street in Fort Saskatchewan. 1.1 PURPOSE The purpose of this report is to: Summarize the findings and observations to date Document the considerations used for the detailed design stage of the project Serve as a technical detailed design guidance document for the design team. 1.2 BACKGROUND The existing ice plant in the Curling Facility is at the end of its life cycle and is due for replacement. It is our understanding that the CoFS objective is to have a reliable ice plant system that can be operated and maintained in a safe manner, installed within a limited budget and have it operational before the next operating season, September 30, Due to the long delivery time of ice plant equipment and the requirements of the building construction the target date of Oct 1, 2016 is not achievable. AE attended a kick off meeting on April 6, 2016 with the CoFS to understand their requirements for the project and discuss design considerations. A review of the existing installation and the adjacent facility was performed after the meeting. A record of the meeting was subsequently distributed to the attendees. In the course of the predesign process, AE has reviewed the following documents, which were provided by the Town: Golf & Curling Club Facility Evaluation Report, By BR2 Architecture dated June 2015 Scanned drawings provided by CoFS on April 7, Hazardous Material Assessment Prepared by Cascade Environmental Consulting Dated April 4, Curling Club Site.dwg file A complete set of existing drawings for the building were not provided for review.
6 City of Fort Saskatchewan 2 Proposed Design Basis 2.1 MECHANICAL The City of Fort Saskatchewan Curling Facility houses 6 Curling sheets totaling approximately 1380 square meters of ice surface. The ice floor system, subfloor heating system and headers (PVC) were installed approximately 6 years ago and understood to be in good condition. The sub floor heating header is capped in the header trench and not currently in use. Two 150mm PVC cool floor mains rise above the curling rink floor before passing into the mechanical room. The cold floor is connected to a single glycol circulating pump system which is cooled through a shell and tube heat exchanger. Existing MSDS sheets for the glycol mix have been requested from the operator. The chiller is cooled through the existing 30 TR (40 HP) reciprocating ammonia compressor and evaporative condenser mounted on a stand located to the south the Ice Plant room. The condenser water tank and pump are located within the ice plant room. The compressors are being cooled with condenser water. The ice plant is original to the building and is due for replacement Ice Plant Design Criteria Based on our discussions with the City of Fort Saskatchewan and our understanding of the project requirements we are proposing the following Ice plant performance criteria: Operating season: Oct 1st to March 30. o Design Wet bulb temperature 68ºF. o Design ambient dry bulb temperature 95 ºF. o Condensing temperature 100 ºF. o Evaporating temperature 10 ºF 2 x 23.5 TR Ammonia Screw compressors (Approx. 8 Tons per sheet) 1 - Plate and Frame Flooded Chiller 2 x base mounted 100% stand-by glycol pumps (Slab Cooling) 1 Evaporative condenser c/w remote indoor sump and pump. To be mounted on stand with service platform. 1 glycol oil cooling loop connected to separate coil in the condenser Digital controls located within the Ice Plant room with remote floor temperature set point and display. Remote common alarm will be included in the main building. Allowance for future connection of a subfloor floor heating loop. All components of the proposed ice plant will be contained within the new enclosure. The proposed plant capacity is an increase over the existing plant as requested by the CoFS. The use of a duo compressor system provides a level of redundancy which should reduce the risk of loss of ice during operation. Screw compressors are selected for a reduce service frequency. A plate and fame heat exchanger is selected for a reduced foot print.
7 Closure An additional glycol slab cooling pump is included for standby redundancy and duty cycling per the request of the CoFS. A separate glycol oil cooling loop is included for reduced corrosion of oil cooling exchanger and water consumption. A skid mounted preassembled package is recommended to minimize site work and potentially reduce the construction schedule. Based on similar sized ice plants the preliminary dimensions of the skid are 5.3m (L) X 2.6m (W) x 2.45m (H). The clear space dimensions noted in the architectural section provides a minimum of 1.2m service space around the skid and increased height for expansion and condenser water tank access. The sketches in Appendix A show the proposed location(s) of the new Ice Plant room. The floor cooling mains will connect to the existing risers at the west end of the header trench. The existing heat floor lines will not be connected in this project as the building has not experience any issues related to a frozen subfloor. Furthermore, the operation season is short and typically allows for some thermal recovery of the subfloor. If the operating season is to be extended the heat floor may be connected at that point. The existing ice plant will be removed from the existing mechanical room Building Mechanical Systems The new ice plant room will be ventilated to meet the requirements of CSA B52-13 and space cooling requirements. Electric heaters will be added to address envelope losses. A water line will be extended from the existing building to the new Ice plant room for condenser water make-up and servicing of the Ice plant. Heat tracing will be required to prevent freezing of any outdoor piping. A sump pump will be added into the ice plant room to transfer waste (mainly condensate) to the main building. Heat tracing will be required to prevent freezing of any outdoor piping. A remote alarm for the ammonia detection system will be added to the main building. Services in the existing mechanical rom will be capped. It is our understanding that the existing HVAC in the mechanical room shall remain as is and will be address by others. An emergency eyewash and shower unit is generally recommended for facilities where ammonia is handled. We recommend that the CoFS perform a hazard assessment of the purposed ice plant room and determine their strategy for addressing the risk.
8 City of Fort Saskatchewan 2.2 ARCHITECTURAL Introduction This section was prepared by Sims and Shorten Architects Ltd. for Associated Engineering and summarizes the architectural design options for a new Ice Plant to be located at the Golf and Curling Club, Street, Fort Saskatchewan, Alberta. The purpose of this report is to review preliminary design options and pricing associated with the proposed design scenarios. Two design options and recommendations described in Section below are: 1.) Custom Engineered Steel Building located offset from the existing Curling Club building. Refer to 1/ASK ) Masonry Structure, located directly adjacent to the Curling Club building. Refer to 1/ASK-02. This report provides a basis to review the benefits to each option above and to determine which solution best meets the needs of the City of Fort Saskatchewan, now and into the future Code Overview: Existing Building Classification: Group A, Division 3, up to 2 Storeys Un-sprinklered Total Existing Building Area Main 1,742m2 2 nd 342m2 Total: 2,084m2 Non- Spinklered, Facing two Streets, Non-Combustible and Combustible Construction New Building as a Separate Structure Group F, Division 2, up to 2 Storeys The building faces 1 street. Total New Building Area Main 56 m2 plus Condenser Unit 10m2. CSA B52 Section 6.3 Class T rooms: The Machinery Room Walls, Floor and Ceiling Shall be of Non-Combustible Construction. Walls, floors and ceilings separating machine room from adjacent occupied spaces have a 1 hour fire rating. Exits: Two Exits Required: > 60m2 One door required building area = 56m2
9 Closure A Firewall means a type of fire separation of noncombustible construction that subdivides a building or separates adjoining buildings to resist the spread of fire and that has a fire-resistance rating as prescribed in this Code and has structural stability to remain intact under fire conditions for the required fire-rated time Design Criteria/Constraints It has been established by the City of Fort Saskatchewan the new Ice Plant should be a separate building detached from the existing Curling Arena. The existing building has known Building Code compliance conditions as reported in Golf & Curling Club Facility Evaluation Report, By BR2 Architecture dated June The City of Fort Saskatchewan is addressing code compliance conditions of the existing building through the work of separate contracts. After review of the existing Ice Plant room, reuse of the existing facility infrastructure is not possible because the space is too small. Both Electrical and Ice Plant services are located in the existing 4.0m x 6.8m room. This area has a 2.7m ceiling which is too low for new equipment and ongoing maintenance. A required a vestibule between the Service Room and adjacent viewing room and ice sheets of the Curling facility would further reduce allowable area in the room. For reasons stated above, a stand-alone building is being proposed as this will best accommodate installation, maintenance and operations of the new equipment. The Ice plant structure will be designed to accommodate offloading of ice plant equipment without extensive site fabrication. The required clear space for equipment is 8.5m x 5.1m x 3.35m (H). The required height of the building is 4.8m (H). A 5.4m (W) x 3.35m (H) wall opening is required to facilitate the offloading and will be provided in the west facing wall.
10 City of Fort Saskatchewan Design Options The following table outlines building areas for each functional component of the new project. These areas will be used as the basis for creating the estimated construction budget and code review. New and Renovation Construction Areas Name: Wall Height Width x Depth M 2: New Ice Plant Building 4.8 m 9.2mx 6.1m 56.1m2 Existing Service Room (Alterations) 2.7m (Ceiling) 4.0m x 6.8m 27.2m2 Subtotal: 83.3m2 Exterior Condensing Tower Exterior 3.6 x x 2.8 Based on building code conditions, criteria and constraints outlined above, two design concepts have been generated for review by the City of Fort Saskatchewan Option 1 Assembly: Custom Engineered Steel Building A pre-engineered building was considered however to achieve the non-combustible wall, floor and roof assembly (required by the CSA B Class T rooms), the pre-engineered structure and wall panels will require customization as follows. 1.) A standard pre-engineered structure does not achieve non-combustible certification therefore the building frame is engineered structural steel column/beam frame (super structure). 2.) Wall panels would need to be modified to meet non-combustible classification. The roof in this option is an insulated metal roof. (Shed Style, slope to road.) The interior finish of this building is either cement board or type x drywall finish with protection panels for wet areas. This building is located away from the existing structure for simplicity of foundations however, this will require further consideration by the City of Fort Saskatchewan to address potential security issues and site lines generated by the space behind the New Ice plant. Refer to ASK-01 in Appendix A.
11 Closure Option 2 Assembly: Masonry Structure: located adjacent to the Curling Club Structure In this option, the proposed Ice plant is located adjacent to the existing structure. The building remains a separate independent structure and foundation system. Due to the proximity of the Iceplant beside the existing Curling Club, the east wall is required to be constructed of masonry in this option to comply with the 4 hour Firewall condition separating the structures. The materials in this assembly would be similar to the existing facility; exposed painted concrete block wall with exterior rigid insulation and metal cladding. The roof as with Option 1 above is an insulated metal roof (Shed Style, slope to road.) This option is more expensive than Option 1 although this building will be more robust, durable and will provide better site security than Option 1. Refer to ASK-02 in Appendix A 2.3 STRUCTURAL General The structural systems for the new Ice Plant and condenser will satisfy the functional and architectural requirements of the facility, and will accommodate the mechanical and electrical systems. The emphasis for the Pre-design report is selection of the framing systems for the facility. The following criteria have been considered: Structural economy: if the structural performance was similar, preference was given to the most economical structural system, including system cost, structural depth, and construction schedule implications. Structural adaptability: systems that can better accommodate future functional revisions or alterations were given preference. Durability and maintenance costs: structural systems that have low long-term maintenance costs were given preference over other systems Design Codes The structural systems for the Ice Plant project are being designed in accordance with the following codes, standards and references: Alberta Building Code 2014 National Building Code 2010 and Supplements CSA A / A Concrete Materials and Methods of Concrete Construction/ Methods of Test and Standard Practices for Concrete CSA A Design of Concrete Structures CAN/CSA-S Limit States Design of Steel Structures CSA S304.1 Masonry Design for Buildings (Limit States Design)
12 City of Fort Saskatchewan Design Loads and Deflections Loads used for the design of the structure will be based on the following criteria in the latest edition of the codes. Ground snow load factors: Ss (snow) = 1.6 kpa, Sr (rain) = 0.1 kpa One day rain (1/50) = 86 mm Wind load: Hourly wind pressure (1/50) = 0.43 kpa; (1/10) = 0.33 kpa Seismic Site Classification to be confirmed by geotechnical investigation Seismic data: Sa (0.2) = 0.10; Sa (0.5) = 0.06; Sa (1.0) = 0.03; Sa (2.0) = 0.01; PGA = 0.04 Ground floor live load = 3.6 kpa; Superimposed dead load = 1.5 kpa Concrete floor and roofs generally will be designed not to exceed a live load deflection of L/360 or 25 mm, whichever is more stringent Construction Materials It is proposed that the following materials be used for the construction of the new Ice Plant: Concrete, conforming to CSA-A23.1, made with Type GU Portland cement, as follows: Application 28 day strength (MPa) Exposure Class Piles 30 N Foundation walls 30 F1 Slabs on grade 25 N Structural slabs 30 N Masonry core fills 20 N Use Type HS Portland cement for all concrete in contact with native soil. Grade 400 deformed bar reinforcing steel conforming to CAN/CSA-G Structural steel conforming to CAN/CSA-G40.20/G40.21, grade 350W for W shapes and hollow structural sections. Grade 300W for other shapes and plate. Open web steel joists conforming to CAN/CSA-S16.1.
13 Closure Metal decking conforming to the requirements of CAN/CSA-S Geotechnical Conditions and Foundations Thurber Engineering is currently engaged to complete a geotechnical investigation for the project site. Record drawings of the existing building were not provided. Architectural drawings for the addition issued August 2000 indicates the use of concrete foundation walls on continuous strip footings. Suitable foundation options will likely include shallow foundations or drilled, cast-in-place concrete piles and dynamically cast-in-place concrete piles. Screw piles could be an option as well. Slab on grade construction is anticipated to be feasible based on existing architectural drawings for the addition. Foundation systems options will be provided by Thurber Engineering Superstructure Two alternate structural systems under consideration include: Option 1: Customized Pre-Engineered steel building Option 2: Load bearing concrete masonry walls. The framing for the roof will consist of metal deck on steel beams and joists. 2.4 ELECTRICAL The Main building has an existing utility service of 120/208V, 3 phase, 4 wire, with a 400A main splitter. The 400A main splitter supplies power to a 120/240V single phase splitter and a 120/208V three phase splitter. There are two meters installed in the ice plant room, one for the single phase splitter and one for the three phase splitter. One additional meter is installed on the exterior of the building for outdoor lighting. The existing electrical equipment for the ice plant is quite old and becoming prone to failure, replacement parts are also hard to come by Fortis Transformer It is proposed to install a new 75kVA 600V utility transformer on a new pole for the new iceplant building. An additional meter will be installed for the iceplant building service. Fortis will invest towards the installation/upgrade of their facilities. Fortis investments are based on the customers expected operating load. For a new service, the total Fortis investment on a 63kW operating
14 City of Fort Saskatchewan load will be around $64,000, based on a 15 year term. What this means is, Fortis will invest up to a max ($) amount, but the customer must remain connected for a max of 15 years for Fortis to recover their investment (The term is also determined by the investment amount and operating load and can vary). If the customer cancels their service early, cancellation charges may apply. For customers with an operating load less than 75kW, they are classified as a Small General Service (Rate 41) and do not have a contract minimum. The minimum service charge for a Rate41 service is based on 3kW or $57/month, but need to be aware of the ratchet rate. Ratchet rate is 85% of the measured peak demand in the past 12 months (less) 50kW. For example, if the peak demand during the winter months is 70kW, the ratchet rate is 9.5kW. This means their minimum billing demand will be based on 9.5kW, even if the site is shut down. A rate 41 is ideal for seasonal operations because the minimums are low. since it does not have a contract minimum. If the entire site load was to be installed on 1 site ID/1meter with a peak operating load of 160kW, because the operating load is 75kW or greater, this would be classified as a General Service (Rate 61) which does have a contract minimum. The contract minimum for a rate 61 is 2/3 of the peak demand, in this case it would be 160kW x 2/3 = 106kW. So even when the site is non-operational, the customer will be billed on a minimum demand of 106kW. With this in mind, it is recommended in the future when the main building electrical equipment is replaced to have one meter for the main building and one for the ice plant building to keep both meters at Rate Main Building The existing electrical 120/208V service and meters will remain in place as this is out of the iceplant scope. Once the new ice plant building is installed and fully functional, the electrical cables, conduit, HOA switches, and junction boxes for the old ice plant equipment can be demolished back to the panel. The panel breakers will remain and marked as spare. All other electrical equipment for the main building will remain as is Ice Plant Building New cables will run underground from the 600V transformer the new 600V Ice plant building distribution center. The 600V distribution center will supply power to the new compressors, condenser fan and pump, glycol pump 1A/1B, oil cooler pump, future warm floor pump, and two electric heaters. The iceplant building will also require 120V/208V power for lighting, receptacles, ventilation, sump pump, emergency exhaust fan, and heat tracing. Since the iceplant building will be separate from the main building, a new 9 kva 600V/ V wall mounted transformer will be installed and fed from the 600V distribution center. The 9 kva transformer will feed a new 120/208V panel installed in the iceplant building.
15 Closure 3 Scheduling In order to shorten the project schedule the preorder of the ice plant is recommended due to its long lead time. The design of the ice plant and the building will require additional coordination due the separation of the packages. For example, the Ice plant skid connection points will not be confirmed prior to the building design completion. The design of the building will need to factor in some ability to allow for the connection points after post placement or the schedule will need to be adjusted to allow the prefab supplier time to review the Ice Plant shop drawings. The tendering of the 2 scopes will require some defined allowance to account for items not yet determined due to the timing of the separate work. The following is a schedule for the Ice pant skid package. The second schedule shows the intended time line for a designed and site constructed building. The schedule for a custom pre-engineered building may have a shorter construction time frame but would require further development to establish certainty. The presented schedule is achievable with some opportunity for some small reductions. The approach for this schedule is to provide a suitable time frame to deliver a predictable turn over versus an aggressive schedule which may place the desired start date at risk. The existing ice plant should remain in place to allow for operation until the new unit can be started. A connection to the existing floor cooling mains will be added to allow for either the existing plant or new plant to operate. As noted in the electrical section of this report the additional service will allow for both plants to operate.
17 Closure 4 Project Cost Estimate The following table summarizes the budget estimate for the Ice Plant Replacement. The cost of the 2 building options noted in section is within 5%. The lower cost option was used in the budget table above. The estimate for the building structure is conservative and may be lower in light of the current construction market. This value will be revisited during the next phase of design. 5 Recommendation Based on the small cost difference between the two building options Option 2 is recommended due to the security issue noted in Option 1 however confirmation will be required from CoFS. The 25% contingency noted is appropriate for this phase of the project.
