December 16, 2011 Asbestos Site Inspection Report AIP INSPECTION SUMMARY Two vacant single family homes located on Dumont Avenue, South Burlington, Vermont were inspected for the presence of asbestos containing materials (ACMs) between November 15 and November 16, The inspections were Predemolition inspections conducted to fulfill US EPA NESHAPS requirements in accordance with 40 CFR Part 61 Subpart M and State of Vermont asbestos requirements in accordance with V.S.A. Title 18, Chapter 26. The inspections/sampling included obtaining bulk samples from suspect materials inside and out side the buildings. The inspections are believed to have reasonably determined the asbestos containing materials that exist in the buildings. 61 Dumont Avenue 16 different homogeneous suspect materials were identified and sampled in this house. Window glaze on windows in both the house and garage was ACM (3 and 2% Chrysotile respectively). Entrance vinyl flooring and associated mastic was ACM (20% Chrysotile asbestos). In addition the sheetrock joint compound in the addition contained 0.25% Chrysotile asbestos, below the 1% limit that categorizes it as ACM. 76 Dumont Avenue - 14 different homogeneous suspect materials were identified and sampled in this house. 9 x9 floor tiles were ACM (2% Chrysotile) floor tile mastic was not ACM. In addition first floor window glaze contained <1% Chrysotile asbestos, below the 1% limit that categorizes it as ACM. A copy of this inspection report should be kept on site during demolitions. Table 1 summarizes the inspection results. 2. INSPECTION METHODS This asbestos site inspection was conducted by an EPA accredited, State of Vermont certified, Asbestos Inspector/ Management Planner and EPA accredited, State of Vermont certified, Asbestos Inspector generally in accordance with AHERA inspection guidelines and generally accepted procedures. Bulk sample analysis was conducted by a State of Vermont licensed laboratory, EMSL Analytical, Inc. of Cinnaminson, NJ. The asbestos inspection consisted of a visual and physical inspection. The entire interior and exterior of the buildings were inspected including opening cavities. Destructive demolition inspections were performed. In accordance with the workscope for this project, bulk samples were collected and analyzed from each suspect material found except for Vermiculite insulation which has been assumed asbestos containing in accordance with the latest EPA guidance. Bulk samples of suspect ACM were analyzed for asbestos content using PLM methods.

Several asbestos containing materials were identified and are highlighted in Table OBSERVATIONS AND RECOMMENDATIONS Building Comments: Both of the houses inspected consisted of older houses that were vacant and were to be torn down. In general the houses were in good condition but exhibited some basement mold growth. The houses were both wood frame with mostly finished basements. 76 Dumont was a one story house while 61 Dumont was a two story house. The houses exhibited general renovations and additions. Heating systems and utilities had been either removed or shut off. Heating was generally with forced hot air. The houses had vinyl siding applied in some areas over older siding. Recommendations: Prior to demolition the identified ACM need to be removed in full compliance with the Vermont Regulations for Asbestos Control. If the houses are to be moved to another location it should be verified with the Vermont Health Department Asbestos Program that it is acceptable to move them with asbestos in place if it is not abated. Proper notifications in accordance with US EPA NESHAPS 40 CFR Part 61 Subpart M, asbestos, and State of Vermont asbestos requirements in accordance with V.S.A. Title 18, Chapter 26 need to be submitted before any demolition takes place. Materials containing less than 1% asbestos are not considered an asbestos containing material however EPA worker protection rules apply when interfacing with it.
