12 NEPA Section 7 Gulf Sturgeon Commitments Summary of major commitments: No nocturnal pile driving from October through May 5000ft low noise corridor; If full 5000ft feet not feasible, maintain minimum 1500ft low noise corridor Gulf Breeze landing shoreline waters pile driving ONLY allowed from June 1 st to August 31 st Noise attenuation and monitoring will be required. Design-Build Firm will handle noise attenuation measures and Department will handle noise monitoring. Design-Build Firm to propose various noise mitigation strategies during acoustic monitoring. Ramp up pile driving required Prior to construction, the Department will coordinate with USFWS to complete consultation. Includes Design-Build Firm providing required information for construction techniques. USFWS contact Mary Mittiga will handle all coordination for Gulf Sturgeon for the project 12

15 Permits FDOT currently applying for permits for the project Intent is to obtain the permits if possible prior to Design- Build Firm s notice to proceed. The Design-Build Firm will then be responsible for permit modifications as needed. Overall goal to expedite the replacement of the existing bridge US Coast Guard design build permit; Design-Build Firms are NOT allowed to contact USCG now and once procurement is underway. US Army Corp of Engineers (ACOE) dredge and fill permit; Design-Build Firms are allowed to contact ACOE FDEP ERP permit; Design-Build Firms are allowed to contact FDEP 15
16 Existing Bridge Maintenance Prior to Demo Structurally deficient bridge no permit loads allowed Goal to avoid posting the bridge to reduce live load capacity First order repairs repairing concrete spalls in superstructure to achieve more shear strength and repairing steel superstructure at the channel span. Substructure repairs not anticipated at this time. Vibration monitoring in accordance with FDOT Specs Design, permits and construction responsibility of the Design- Build Firm $5,000,000 Do not bid item $15,000,000 Milestone No Excuse Bonus 860 calendar days 16

20 Maintenance of Traffic Incident Management Road Ranger Service Patrols (RRSP) each end of the bridge 24 hours a day and 7 days a week; in addition, one backup RRSP vehicle required Active RRSP will occur daily between 5:00AM to 8:00PM and be available remaining hours of the day Develop an incident management plan in coordination with local law enforcement officials and other agencies having jurisdiction. Vehicle refuge area Active Traffic Management Monitor and manage traffic speeds to achieve uniform speeds with a variance of no more than 10mph across the bridge Monitor traffic impacts to planned incidents to prevent secondary incidents (i.e. temporary lane closures, construction operations, equipment delivery) Manage and clear unplanned traffic incidents (i.e. debris, stalled vehicles, abandoned vehicles and crashed vehicles) 20

This connection would flyover the 17 th Ave intersection and potentially connect to SR 30 (Gregory St). Potential related topics of discussion: 1) traffic control accommodation to maintain new 3 northbound lanes while connecting an elevated roadway to the Pensacola Bay Bridge; 2) consideration of horizontal separation between northbound and southbound bridges; 3) Pensacola Bay end bent elevations 29
