1 City of Los Angeles Department of Public Works Bureau of Engineering (BOE) Task Order Solicitation (TOS) No. 2 Century Boulevard Extension Grape Street to Alameda Street Design Support Services During Construction Sole Source Pre-Qualified On-call (PQOC) Bridge Program Consultant Contract February 7, Introduction The Bureau of Engineering (BOE), Street and Stormwater Division plans to utilize the services of David Evans and Associates (DEA) consulting engineering firm for design support services during construction for Century Boulevard Extension Grape Street to Alameda Street as part of the Jordan Downs Housing project. DEA is the Engineer of Record for the civil design of the project. The task order is subject to authorization by the Board of Public Works. This project is part of the Jordan Downs Specific Plan managed by Housing Authority of Los Angeles (HACLA). The scope of this project is to extend Century Boulevard from Grape Street to Alameda Street including improvements required as a result of Public Utility Commission (PUC) permitting requirements at Alameda Street and Tweedy Boulevard. This project will construct new roadway, sidewalks, curb & gutter, street lights, underground power, traffic signals, striping and signs, sewer lines, water system, dry utilities, landscaping, and a storm drain system with filters and storm trap basins as green street elements. 2.0 Design Support Services During Construction 1. Construction Design Support Services The Consultant s scope of work shall include, but not limited to, the following tasks in 2.0 on a lump sum basis, through construction completion: A. Administration Attend all weekly jobsite meeting to assist City PM and CM in the overall management of construction. Coordinate with the consultant s design team in timely resolution of issues, and apply web-based document control system (e2020) as directed by the City Project Manager or the City Construction Manager. B. Meetings - Project meetings and coordination with HACLA, CD#15, Mayor s Office, EMD, GED, SED, SSD, BSL, BSS, LADOT, Engineering Standards, Page 1 of 5 TRANSMITTAL NO. 1

2 County of Los Angeles, City of Southgate, private development contractors, railroad companies PUC and with Jordan Downs community. C. Request for Information (RFI) Respond to the contractor s request for information during project construction, as directed by the City s Construction Manager and in a timely manner. D. Prepare all construction notes and drawings required for Plan Clarifications and Change Orders. All drawings shall be prepared in AutoCAD (2016 Civil 3D) and notes shall be prepared in MS Word. E. Shop Drawing Review Provide review and comments for approval of the contractor s submitted shop drawings. Proactive coordination with designers to minimize turnaround times and deliver the shop drawings reviews within 10 calendar days. F. Submittal Review Provide review and comments for approval of the contractor s submittals within 10 calendar days. G. Change Orders Review and analyze contractor s change orders and prepare independent cost estimates, as directed by the City s Project Manager or Construction Manager. H. Construction Schedule Review and provide comments for approval of the contractor s baseline schedules, monthly schedule updates, schedule time extensions, and time impact analysis of change orders, as directed by the City s Project Manager. I. Construction Meetings Attend construction field meetings by assisting the City with construction-related activities as necessary and directed by the City s Project Manager. J. Hazmat Soils Monitoring If required, monitoring and coordination, monitor and recommend disposal and handling by the contractor, and assist with conformance with DTSC regulations. K. Structural Observations Review and approve all shoring submittals. L. Traffic Engineering Provide modifications and adjustments to traffic control plans to facilitate safe operations, and assist with other potential changes as they arise or as required by LADOT. M. Lighting and Electrical Engineering In coordination with BSL, prepare modifications and adjustments to approved designs as required to facilitate functional and safe installed conditions, and assist with other potential changes as they arise. N. Environmental Monitoring Oversee that the contactor complies mitigation measures identified in the contract. Page 2 of 5

3 O. Coordinate with the LADOT, Railroad companies, City of Southgate and PUC to obtain their approvals to secure submittal approvals, if required. P. Secure Public Utility Commission (PUC) approval to satisfy Railroad operation. Q. Attend all Community Meetings for project construction updates and related public outreach. R. Maintain a red-line marked up set of drawings and log to track all construction drawing revisions. S. Assist with claims mitigation associated with design issues. T. Assist and provide input for the project acceptance punch list. U. Submit a Monthly Progress Report of Consultant s Activity including Expenditure Report. The Expenditure report shall include a daily break down and details of services provided, staff name and classification. The Report shall include Change Order, RFI, Clarification request and drawings reference numbers. V. Record (As-Built) Drawings Prepare record drawings for the construction of this project. As-built drawings shall be in AutoCAD (2016 Civil 3D) format and shall include but not be limited to; change orders, clarifications, and addenda. Each drawing shall be marked as-built and dated. A set of final draft of as-built drawings shall be submitted to BOE for review and comment. Revise as-built drawings and have consultant design team/manager sign and stamp each drawing on pdf file. Deliver the pdf file to the Street and Stormwater Group. 2.1 Design Support Services Post Construction 1. Construction Design Support Services Post Construction The Consultant s scope of work shall include, but not limited to, the following tasks in 2.1 on both an lump sum basis and an hourly rate basis, through construction completion: A. Prepare record (as-built) drawings by incorporating as-built information into final contract drawings after construction activities have been completed. Include all changes made during construction based on the information provided by the contractor and City inspector. As-built drawings shall be in AutoCAD (2016 Civil 3D) format and shall include but not be limited to; change orders, clarifications, and addenda. Each drawing shall be marked as-built and dated. A set of final draft of as-built drawings shall be submitted to BOE for review and comment. Revise as-built drawings and have consultant design team/manager sign and stamp each drawing on pdf file. Deliver the pdf file to the Street and Stormwater Group. B. Monthly Progress Report of Consultant s Activity (include Expenditure Report). Notify project manager when this task order expenditure reaches 50% and 75% of the contract price. 3.0 Project Budget The contract for this project was awarded for $12,866, Project Schedule The following is an estimated Project Schedule: Construction (Completion of Section 2.0) Months As-built Drawings (Completion of Section 2.1)...2 Month after end of Construction 5.0 Solicitation Schedule Issue Task Order Solicitation (TOS)... February 7, 2017 Receive Solicitation Responses... 1 weeks after issuance of TOS Negotiate... 1 weeks after issuance of TOS Issue Task Order (after Board authority)... 3 weeks after issuance of TOS 6.0 Solicitation Response Requirements Solicitation Responses shall be bound and not exceed 25 pages, exclusive of cover, dividers and resumes. Five copies shall be submitted no later than 2:00PM, 2 weeks after the date the TOS was issued. Solicitation Responses shall be delivered in person to the Eighth Floor receptionist of the Street and Stormwater Division, located at the Public Works Building 1149 S Broadway, Los Angeles, Ca 90015, Attention: Mr. Ramnik Mungra, P.E. Bound Solicitation Responses to include: Section 1 - Related Experience: Describe similar projects your firm has recently completed (if there is new experience since the time of the original design task order). Section 2 - Project Team: Provide project team organization chart and describe background, roles and responsibilities of key team members. Provide information on Page 4 of 5

5 DBE participation. Provide resumes of those who will actually work on the project in the Appendix. Section 3 - Detailed Scope of Work & Schedule: Expand and develop the City s Scope of Work contained herein. Section 4 - Fee Estimate with list of all assumptions associated with all cost calculations. Also, list DBE participation as a percentage (%) for each phase (i.e. 2.0 and 2.1). Provide a lump sum cost proposal for the work described in the sections 2.0 and 2.1 below: Section 2.0, Section 2.1 Provide classifications for each task and total cost per the tasks list (Total cost for budget projection) Provide classifications and hourly rates for each task. The City may solicit this work on time and material basis. Provide classifications and hourly rates for design support contingency services, to be used on a time and material basis to resolve extra and unforeseen work not described elsewhere in this task order solicitation. Appendix: Include resumes 7.0 Suggested MBE/WBE Participation Levels A DBE participation level of 6.01% is suggested. 8.0 Managers The City s Contract Manager is Mr. Gene Edwards, Street Section Manager, Street and Stormwater Division (213) The City s Task Order Manager is Mr. Ramnik Mungra, Project Manager, (213) Disclaimer The City may or may not decide to award any or part of this task order based on its sole convenience and shall not be responsible for any solicitation response costs.
