1 MCIO SUMMIT 'CIO MATTERS' BANFF, ALBERTA April 10-12, 2014 Welcome to MISA/ASIM Canada's 2014 Municipal CIO Summit! More than 30 of your municipal CIO colleagues from across the country have now registered for the 2014 MCIO Summit in beautiful Banff, Alberta. This means that you will have an opportunity to compare notes and exchange ideas with a forum of your peers. We listened to your comments from the previous Summits, and put together a program rich in content, while leaving lots of time to network and interact with your peers. In the pages that follow, you will find all the session abstracts and presenters' bios. This year's Summit promises to be both a valuable experience and a fun event at a great location. 2 Embrace the Cloud Cloud technologies have gone beyond the exploration phase as the majority of organizations now deploy significant workloads through public and private third-party providers that promise benefits like reduced cost, enhanced flexibility, and improved business responsiveness. However, in order to maximize these benefits you need to understand and address key challenges such as security, reliability, integration, and vendor management. This practical and interactive workshop looks at the experiences of IT leaders over more than 200 Cloud implementations and provides both practical guidance and a forum to discuss best practices amongst your peers. James Alexander is responsible for developing and delivering thought leadership to help Info- Tech customers unlock the potential of technology as a transformative force within their businesses. James has been both an entrepreneur and an executive in the technology industry over the past 25 years. As an entrepreneur, he led retail, VAR and system integration organizations including, CTI Solutions Group, EduConnect, Telesolutions Inc, The Stone Soup Software Co, and Metafore, and has also held a senior sales management position at Microsoft. Since 2002 James has turned his attention to working with across the spectrum of IT leaders, technology suppliers and their partners to help create a synergistic and effective ecosystem. He held leadership roles first with IDC s global Software Business Strategies Group, and for the past eight years with Info-Tech. He works with IT and business leaders to help them realize the full potential of technology in their businesses and has designed and implemented an innovative series of programs including The Quest for the Smartest IT. James was twice named to Channel Business Magazine s Who s Who listing as well as being a Newsmaker of the Year in 2
3 Computer Dealer News. He is quoted on technology issues in both the business and trade press and is a frequent speaker at events and conferences. Mobility and Government Mobile technologies are changing the way governments serve their citizens. Tablets, smart phones and other mobile devices are common place tools for government employees, businesses and the general public. Mobility for Council, staff and citizens is an issue that all municipalities are grappling with today. At the 2013 MCIO Summit, the Mobility Beyond the Device session discussed the challenge of mobile applications and how IT leaders need to develop and manage these customer facing applications and the data that flows through them. This year, the mobility theme continues with a presentation from a Canadian municipality that is leading the way in this area. Mobility Case Study The City of Mississauga, a demonstrated municipal leader, has implemented a comprehensive mobile technology strategy that addresses the needs of Council, Staff and Citizens today and into the future. Shawn Slack will describe the Mississauga solution and discuss how this can be adopted by other municipalities. Shawn Slack, Director Information Technology and Chief Information Officer City of Mississauga, has held various key roles at the City of Mississauga since Shawn was initially hired as Manager Information Technology for the Community Services Department working on projects such as the Fire Dispatch (911), Recreation & Registration System and the Mississauga Library System. In 2004 Shawn was appointed as Project Director of ecity to lead the City of Mississauga s vision and plan to provide all services online including the introduction of Mississauga Transits online trip planner, citizen self-serve Tax System and ability to pay for many services online such as Parking Tickets and Court Fines. 3
4 In 2004, Shawn completed his executive MBA at the University of Athabasca in Alberta. He also spent some time understanding the customers perspective as Director of Customer and Business Services providing both strategic and operational leadership to the Corporate Services Information Technology, Human Resources, Finance and Business Planning teams as well as championing the delivery of customer service through the City s 311 Call Centre, a new Public Counter service delivery model and a Customer Service strategy to enable and enhance online services on the City s website, ecity. Currently Shawn is engaged in many great projects and understanding the needs of the corporation guided by the IT strategy IT Plan 2.0 which was endorsed in February 2012 by the Corporation. Some of these initiatives include Enterprise Decision Support and Business Intelligence, Bring Your Own Device (BYOD), Workforce Mobility, Public Access Wireless Network, Collaboration and significant movement building out a network infrastructure to support real time management of Traffic, Transit and other key transportation services. The City of Mississauga has enabled many aspects of its operations through technology and in how service is provided it to the public. Mobility Research, Lessons Learned, Strategy Going Forward Part two of the mobility update is a facilitated discussion that first reviews the findings of a recent Canadian government mobility study prepared by Dr. Jeffrey Roy and engages the attendees to identify specific initiatives for municipalities. A research report titled Mobility and Government Opportunities and Challenges for Service Delivery and Information Management was recently completed for the Institute for Citizen Centred Service (ICCS) and the Joint Councils (PSSDC and PSCIOC). The report provides guidance to all levels of government to better address the advent of mobility and its consequences for service delivery. The report was distributed to all delegates prior to the start of the MCIO Summit. Roy Wiseman will engage the participants to identify the unique municipal requirements of a mobility strategy and then lay the groundwork for development of mobile policy in each of our jurisdictions. 4
5 Roy Wiseman retired from the Region of Peel in 2011, after a long career as Director, Information and Technology and Services and as the Region s first Chief Information Officer (CIO). Roy has a BA in philosophy from the University of Toronto and a Masters in Public Administration from York University. He is currently Executive Director and was a founding member of MISA/ASIM Canada. He is a Board Advisor and Past President of the Institute for Citizen Centred Service and Past President of MISA Ontario. In the past, Roy was a municipal representative on the Public Sector CIO Council, municipal Co-Chair of the Lac Carling Conference, Board member for Regional Networks for Ontario and Project Director for the Municipal Reference Model (MRMv2) project. Roy is a regular contributor of articles to MISA Municipal Interface and blogs for Canadian Government Executive. In 2007, Roy became the first municipal recipient of the Heintzman Leadership Award, which recognizes outstanding leadership within the Canadian public sector in promoting citizen-centred service. In 2008, he received the Peter Bennett Award for his outstanding contribution to the Canadian municipal IT community. In 2013, MISA Ontario created the Roy Wiseman Award, to be presented annually to an Ontario municipal employee who is recognized as a role model and mentor, demonstrating integrity and respect with peers and fostering inter-jurisdictional relationships. 5
6 What s Trending in Alberta - Collaboration, Cooperation, Competition or Something In Between In a shrinking world where resources such as expertise and funding are limited and growing more scarce each budget cycle are there opportunities for more sharing and cooperation between organizations which have traditionally managed themselves in silos? Join Kate Rozmahel, the City of Edmonton's General Manager of Corporate Services, as she shares her experiences of IT collaboration in her current role, and as the former Assistant Deputy Minister, Enterprise Services and Corporate CIO for the Government of Alberta - taking a look at what opportunities are out there for the public sector IT organizations to build bridges between themselves to leverage opportunities and share solutions to common challenges. 6
7 Municipal Collaboration Panel Collaboration with our municipal neighbours, other levels of government and our technology vendors is a key requirement to succeeding as a CIO. Increasing customer demands, tighter budgets, and fewer resources requires that we either work together or prepare to fail. This session presents 3 innovative local government collaboration initiatives from across Canada. The municipal IT leaders will discuss the opportunities and challenges in achieving value for the participating jurisdictions. They will share their insights and lessons learned. The goal of the session is to encourage discussion between the panel and audience, creating an environment in which to identify new inter-municipal opportunities and to initiate IT and service collaborative projects. James Andrusiw is the Application Services Manager in the Information and Communications Technology (ICT) Division at the City of Coquitlam, B.C. A life-long resident of Coquitlam, James has worked for his community since For the last 12 years, he has overseen the Application Services group responsible for the design, implementation and support of the City s 13 major business applications, including many public facing e-government services across all lines of business. James is also an Executive Member of Urban and Regional Information Systems Association BC Chapter (URISA BC), having server as chapter president in 2007/08. The City of Coquitlam originally deployed a network of underground telecom ducts and dark fibre assets to connect City facilities, traffic light controllers and other municipal assets. To leverage the extra capacity of the fibre network, the Coquitlam Optical Network Corporation (QNet), a local government utility solely owned by the City, was created. This presentation will provide an overview of the QNet s collaborative efforts to leverage the extra capacity of the fibre optic network to create local jobs by enabling a truly competitive telecom industry in the community. 7
8 . Sabina Visser is the General Manager for Information Technology at the City of Lethbridge. Sabina joined the City in 2009, without any previous experience working in a municipality and quickly learned the importance of information technology in delivering municipal services. Her experience working in all phases of the systems development lifecycle for a software company, to leading the development of a Customer Service team within IT in a post- secondary institution has helped her create a business orientation that looks to deliver IT solutions that serve the community with measurable results. As GM, Sabina recognizes her role is develop a team that is open to change and balances being prepared for the future with the needs for today. Sabina believes team success is based on collaboration and learning from others, which led her to take an active role in MISA and is currently the President for MISA Prairies. The City of Lethbridge, on behalf of 18 Alberta municipalities within MISA Prairies, recently applied for the Alberta Regional Collaboration Grant. The purpose of the application was to obtain funding to hire a consultant to evaluate opportunities where technology services can be regionalized to increase efficiencies in municipal service delivery. The final deliverable would be a report that can be shared with all MISA members outlining the recommendations where participating municipalities could implement shared technology services, the total cost of service delivery to assist municipalities in evaluating the feasibility of implementation, a total cost of ownership (TCO) for the service delivery model to assist in evaluating current and future regionalization opportunities and an outline project plan for recommended opportunities. 9 Strategy Discussion Speed Dating Style This session builds upon the unique communication style developed for the 2013 MCIO Summit and engages the participants in a dialogue with their counterparts on how best to achieve positive results from inter-jurisdictional collaboration. The IT leaders will brainstorm and exchange ideas in rapidly moving small table group discussions. Harry Turnbull, CIO, Windsor, ON will facilitate this session. Harry has 29 years' experience working within municipal government starting as an Analyst Programmer and worked his way through the ranks to his current role as the CIO and Executive Director of Information Technology for the City of Windsor. Harry is currently a Board member for the Connecting Windsor Essex Smart community initiative. Harry has served several roles with the Municipal Information Systems Association of Ontario (MISA ON) including President. He also represents the municipalities in Eastern Canada on the Public Sector CIO Council and is currently Co-Chair of that Council. As a result of all this work, the municipality has received several awards including: 1999 GTEC Gold Medal for Innovative Partnerships in the Municipal Sector, OLA partnership award in 2000, the 2003 Excellence in Municipal Systems award and 2004 Silver medal from GTEC for the People Based Budget. Harry has earned individual IT leadership awards including the National Peter Bennett and Provincial Regena Lerke awards for outstanding contributions to the municipal IT sector. Harry earned his Bachelor of Computer Science degree at the University of Windsor. 9
10 Preparing for 2015 and Beyond This session offers a stimulating discussion on how emerging technology trends can be applied by Canadian Municipalities to drive not just cost and process efficiencies, but new value chains to serve our taxpayers and other stakeholders. Edward Wilson-Smythe has more than 20 years of consulting and industry experience in Canada, the United States and Europe, along with hands-on experience assisting clients in establishing global delivery capabilities in Asia/Pacific, Eastern Europe and Latin America. During the last 15 years, he has developed a proven track record of advising CxO-level clients in developing and executing technology-enabled business strategies that leverage emerging trends in technology and sourcing models to enable the Digital Enterprise. As part of his work, Mr. Wilson-Smythe has lived, worked in and visited more than 70 countries, developing a unique perspective on economic and social trends and the impact on longer-term corporate planning, and developing deep insights into emerging markets and delivery locations. 10
11 PSCIOC Update The Public Sector CIO Council (PSCIOC) consists of the Provincial/Territorial CIOs, the Federal CIOs from larger Departments, along with 3 municipal representatives who represent the needs of all 4,500 municipalities across Canada. The Council holds semi-annual in-person meetings with monthly conference calls in between. Discussions and projects initiated support multi-level government collaboration and citizen focused service delivery. Your 3 representatives (Harry Turnbull, Kathryn Bulko, Per Kristensen), along with co-chair Corinne Charette, will provide an update on current initiatives and discussions from the inperson meetings held March 4 th to 6 th. 11
12 Identity Management the Pan Canadian Way Municipal Needs for Identity Management. On-line Identity management and authentication has been an ongoing discussion for over 7 years. BC has moved forward with their solution. The Federal government has implemented a credential based solution. Resent discussion is around an online Identity Hub and promotion by the Federal government of an existing National Routing System (NRS) for exchanging identity data. The City of Toronto has developed an Identity Architecture for municipalities. What does all of this mean to municipal IT leaders and their organizations? What standards should municipalities endorse and adopt? Do municipalities need to agree on any standard? This session will provide an update on this important topic, followed by a general discussion to identify specific municipal needs and standards. Corinne Charette was appointed to the position of Chief Information Officer of the Government of Canada, effective May 4, During her 30+ year professional career, she served as Vice-President and Chief Information Officer at Transat A.T. Inc., Deputy Director and Chief Information Officer of FINTRAC, Senior Vice-President, Internet Channel, for the Canadian Imperial Bank of Commerce, has been a Partner with KPMG Consulting leading their e-business practice and has worked for IBM Global Services. Corinne holds a Bachelor of Science degree in engineering from Concordia University and is a Professional Engineer. As the Chief Information Officer for the Government of Canada, Ms. Charette is responsible for policy development and oversight for information management, information technology, identity management and security, access to information, privacy, and internal and external services. 12
13 Chris Fisher has been an IT professional since After working for 11 years in a postsecondary environment and then 7 in oil & gas, Chris has spent the last 16 years as the City of Regina s IT Director. He has been a proponent of, and active in, events such as Lac Carling and MISA conferences for the past 15 years, including creation of the MISA Prairies branch. During that time he has learned much from open and generous mentors across Canada, such as Roy Wiseman, Per Kristensen, Kevin Peacock, Harry Turnbull and Kathryn Bulko. ] Per Kristensen recently retired as the Director of Information Technology for the City of Nanaimo. During his 25 year tenure, he was instrumental in making the City a leader in the effective use of Information Technology. Prior to joining the City in 1988, he spent 16 years in various technical and leadership positions in the private sector, co-operatives, and provincial and federal organizations. Under Per s leadership, the City of Nanaimo has received numerous awards and recognition. These include a GITA Gold Medal Distinction Award of Excellence for Innovative Service Delivery in Municipalities and a MYSTIC Leadership in Technology Award. Per is a Past President of the Municipal Information Systems Association of BC (MISA BC), a founding Board member for the formation of MISA/ASIM Canada, a former Chapter President of Canadian Information Processing Society (CIPS), and former Board member for CivicInfo BC. He continues to be active on several IT industry, provincial and national associations. In 2007, Per was awarded the Peter Bennett award for outstanding contributions to the Municipal IT environment in Canada. Per has a degree in Computer Science from UBC, a Masters of Business Administration (MBA) from University of Saskatchewan and is a Certified Information Systems Professional (ITCP). With their two grown children now on their own, Per and his wife, Joyce, spend their leisure hours at home and cruising on their sailboat. 13
