2 ADOPTION MINUTES Moved by Claude Giroux Seconded by Jocelyne Ménard adopts the minutes of the ordinary meetings held February 2, DEPOSITED DOCUMENTS No deposited document FINANCES AND HUMAN RESOURCES Moved by Jocelyne Ménard Seconded by Christian Blais Allowances for coordinators and volunteers of the libraries Whereas the Municipality of La Pêche has libraries on its territory and in the 2015 budget, allowances for the management of the libraries were foreseen for the coordinators and volunteers; Whereas to receive those allowances the coordinators of municipal libraries must be recognize by the municipality; Whereas the allocations for 2015 are as follow: Librairie Coordinators Volunteer Ella Matte $ $1 430 Lac des Loups $2 788 $660 Wakefield $ $1 210 *Rupert $697 $440 * not a municipal library Whereas the allowances will be made in two equal payments, the first one immediately, representing January to June 2015 and the second on July 1 st, representing July to December 2015; Whereas the coordinator of the Ella Matte library requested a monthly the payment; o authorizes the payment of the allocations to the coordinator and volunteers for the year 2014; o authorizes a monthly payment of the contributions for the coordinator of the Ella Matte library

5 Study and Strategic Planning Development recreotourism Chelsea, La Pêche and Gatineau Park Moved by Claude Giroux Seconded by Jacqueline Lambert-Madore Whereas the municipalities of La Pêche and Chelsea, in partnership with the Gatineau Park want to work together to promote tourism and recreation; Whereas it would be necessary to carried out a study and recreational tourism development strategic planning which main focus would be the culture, heritage and the outdoors, it will highlight the economic opportunities for the villages poles of Chelsea and La Pêche, Wakefield sector without excluding other sectors of the two municipalities (village pole that radiate on the other sectors of their municipality and the region); Whereas the Municipality of Chelsea held a call for tenders for the study and strategic planning in December 2014; Whereas during the preparation of the budget, an amount was provided to participate in this study and planning; o agrees to be partner with the Municipality of Chelsea and Gatineau Park for the study and strategic planning; o authorizes a budget of $ 8,000 maximum for the conduct of the study and strategic planning; o to authorise the mayor or promayor as well as the general director and secretary treasurer or Acting assistant general director and assistant secretary treasurer to sign, for and on behalf of the Municipality of La Pêche, all the necessary documents Call for tenders SOU purchase of a truck 10 wheels of 2014 or newer with snow removal equipment Moved by Jean-Paul Brisebois Seconded by Jocelyne Ménard Whereas a call for tenders was published on the Service Électronique d Appel d Offres (SEAO) in January 2015 under the number 2015-SOU for the purchase of a truck 10 wheels of the year 2014 or newer with snow removal equipment; Whereas the Municipality has received following the published tender only one bid either: Équipements Lourds Papineau Inc ,05 $ plus taxes

6 Whereas an analysis of tender has been done and determined that the company Équipements Lourds Papineau Inc with the amount of $ plus tax, is conforms; Whereas according to the finance department, the necessary funds are available; o grant the contract for the purchase of a truck 10 wheels of 2014 or newer with snow removal equipment to the company Équipements Lourds Papineau Inc. with the amount of $ plus tax, as stipulated in the tender number 2015-SOU ; o authorize the lease in the amount of $ before taxes for a period of 60 months with a residual 40% for the purchase of the truck with HSBC Bank Canada, the rate of interest of 2.85 %; o to authorise the mayor or promayor as well as the general director and secretary treasurer or Acting assistant general director and assistant secretary treasurer to sign, for and on behalf of the Municipality of La Pêche, all the necessary documents. The funds will be taken from budget item , purchase of goods, vehicles. PUBLIC WORKS Moved by Jocelyne Ménard Seconded by Michel Gervais Draining problem 370 Lac Sinclair Road Whereas the Municipality has received a formal notice regarding a drainage problem located at 370 Lac Sinclair Road on April 23, 2014; Whereas various studies have been carried out over the years in the area in terms of drainage; Whereas an application initiating proceedings was also filed in this regard on September 15, 2014 by Letellier Gossellin, counsel for the plaintiffs; Whereas after examining the case in order to find a permanent solution and in the interest of all parties, it would be necessary to use the services of an expert to resolve the situation once and for all; Whereas the public works committee, during its meeting held February 10, 2015, recommended asking prices for the services of an expert in order to analyze the situation and evaluate corrective work to be made; It is resolved that Municipal Council authorizes the public works department to seek prices by invitation for the services of an expert to analyze the situation at 370 Lac Sinclair Road in order to propose the necessary fixes and reach an agreement to the satisfaction of all parties to end this contentious issue out of court.

7 2ND QUESTION PERIOD The question period starts at 7:50 p.m. and ends at 7:50 p.m. URBANISME Moved by Claude Giroux Seconded by Jean-Paul Brisebois Rescind resolution Request to the CPTAQ , route 105 Whereas the council adopted on January 19, 2015, the resolution , request to the CPTAQ 1941 route 105; Whereas the CPTAQ noticed that the adjacent lot should be included in the request; rescind the resolution request to the CPTAQ 1941 route Moved by Christopher Harris Seconded by Claude Giroux Request to the CPTAQ 1941, route 105 Whereas the owner of the immovable located at 1941 Route 105 submitted a request to the Commission de la protection du territoire agricole du Québec (CPTAQ) for use other than agricultural of the properties formed by lots and of the Québec Cadaster with an area of hectares; Whereas the request is to regularize the existing situation, such as the exploitation of a sandpit as well as the authorization to extend it on a 4.35 hectares; Whereas the advisory planning committee, during it meeting held January 12 th, 2015, recommended unanimously supporting the request, the committee having considered there will be no impact on agricultural activities o supports the request in order to regularise the existing situation, such as the existence of a sandpit as well as the authorization to extend it on an

8 area of 4.35 hectares. o Informs the Commission de la protection du territoire agricole du Québec (CPTAQ) of its support Moved by Jocelyne Ménard Seconded by Michel Gervais Request to the CPTAQ 45 Parent Road Whereas the owner of the immovable located at 45 Parent Road submitted a request to the Commission de la protection du territoire agricole du Québec (CPTAQ) for use other than agricultural of the property formed by lot of the Québec Cadaster with an area of 2591,2 square metres; Whereas the request is to allow the construction of a residence; Whereas the advisory planning committee, during it meeting held February 9, 2015, recommended unanimously supporting the request, the committee having considered there will be no impact on agricultural activities; o supports the request for a use other than agricultural, such as the construction of a residence; o informs the Commission de la protection du territoire agricole du Québec (CPTAQ) of its support Request to the CPTAQ 574 des Érables Roas Moved by Jacqueline Lambert-Madore Seconded by Jean-Paul Brisebois Whereas the owners of the immovable located at 574 des Érables Road submitted a request to the Commission de la protection du territoire agricole du Québec (CPTAQ) for lots , and for the alienation, subdivision and use other than agricultural of a parcel of land with a surface of square meters to be taken from the land of 115 hectares; Whereas the request is to detach this parcel of land of scare metres from lot to allow the construction of a residence for their daughter; Whereas the Municipal Council adopted the resolution during the council of May 5, 2014, by which they supported the request only for use other that agricultural of a parcel of square meters;

9 Whereas the advisory planning committee, during it meeting held February 9, 2015, with complementary information for this request, recommended unanimously supporting the request; o supports the request for the alienation, subdivision and use other than agricultural of a parcel of squares meters; o informs the Commission de la protection du territoire agricole du Québec (CPTAQ) of its support Moved by Claude Giroux Seconded by Jocelyne Ménard Request to modify the zoning by-law Construction of a garage on a vacant lot Whereas under the zoning by-law , actually in force, it is possible to build a detach garage on a vacant lot; Whereas in the majority of the cases, the garage is used as residence, as lot of the time the septic installation is not conform; Whereas the advisory planning committee, during it meeting held February 9, 2015, recommended modifying the zoning by-law in order to prohibit the construction of a garage on vacant lot; o authorizes the urbanism and environment director, to elaborate a draft bylaw to modify the zoning by-law ; o authorizes the draft by-law amending the zoning by-law be subject to public consultation by the person qualified to vote of the concerned zones. All councillors present declare having received and having read the by-law and agree to waive the reading.

10 Notice of motion Loan by-law for the purchase of offices equipment Councillor Christian Blais gives a notice of motion that during a future meeting of council, a by-law will be presented decreeing an expenditure and loan for the purchase of office equipment. All members having received a copy, the reading of the proposed by-law will be waived Moved by Robert Bussière Seconded unanimously April Daffodil month Whereas cancer is the leading cause of death in Quebec and the Canadian Cancer Society is working to save more lives; Whereas with thousands of Quebecers, donors and volunteers, the Canadian Cancer Society fights to prevent more cancers, allow researchers to make more discoveries and help more people affected by the disease; Whereas we can prevent about half of all cancers by adopting a healthy lifestyle and policies that protect the public; Whereas almost half of the money invested in cancer research by charities comes from the Canadian Cancer Society; Whereas those affected by cancer can focus on healing and have a good quality of life with the help offered by the Canadian Cancer Society; Whereas April is Daffodil Month, and is hopeful and activities that will make a difference in the lives of cancer patients and the fight against the disease; Whereas the Canadian Cancer Society encourages Quebecers to do something significant during Daffodil Month for people affected by cancer and contribute to the fight against this disease;

11 It is resolved that the municipal council o decrees April "Daffodil Month"; o encourages people to generously give support to the cause of the Canadian Cancer Society Moved by Michel Gervais Seconded unanimously Week of academic perseverance Whereas the rate of graduation and qualification by the age of twenty is 66% in the Outaouais; one of the lowest in Quebec; Whereas dropping out is a complex phenomenon that requires input from all community stakeholders to prevent it; Whereas the consequences of dropping out are heavy on individuals; a dropout earns $ less annually that a graduate, or about $ during the whole of his working life, live seven years less that a graduate, is two times more likely to resort to unemployment, runs 1.7 times more likely to be part of the prison population, runs 1.7 times more likely to experience episodes of depression; Whereas the impact of dropping out are felt in our society the involvement in civic life (vote, volunteer, donate blood) the taxes collected in less the costs of health and public safety (a dropout is more likely to experience health problems and experiencing trouble with the law that a graduate); Considering that it costs less to act in prevention among $ and $ per potential dropout than $ per dropout; Whereas the dropout has significant negative impacts on the Outaouais economy; Whereas the benefits of investing in academic perseverance because it allows to a brake on the skilled labor shortage, higher government revenues from taxes collected, which translates into better services for all, of citizens more involved; Whereas politicians have chosen to place the prevention of school dropout among the priorities of the region for its development; Whereas the dropout is a problem closely linked to poverty and such as the shortage succession and skilled labor; It is resolved that the municipal council o agrees to distribute the engagement notebook to stay in school to all councilors and obtain their signature; o sticks and promoted the program that aims to support work-study student employees; o is displayed for the school perseverance by placing the green and white ribbon in all its forms; buttons, pins, posters and static; o organizes regular chronic broadcast on persistence; o support projects that address the determinants of persistence; o declare the third week of February as the Days of student retention (JPS) in our municipality.

12 Provisory acceptance of works agreement on municipal works development Rémi Robert project Moved by Christian Blais Seconded by Claude Giroux Whereas by its resolution , the Municipality of La Pêche has proceeded to signature of an agreement for municipal works as part of M. Rémi Robert development project, president of the Company Québec Inc to allow the construction of a road linking Gilbert and Jerome roads, as defined in cadastral plan duly prepared by Richard Fortin, land surveyor, under the minute number 9824 and registered by the Ministère des Ressources naturelles et de la Faune, Direction de l enregistrement on July 9, 2014; Whereas in November 2014, the Public Works direction has inspected the road in question to assess compliance of construction with municipal provision, a recommendation was made as provisional acceptance certificate of the work and, as required by Article 4.3 of the agreement concluded in June 2014 with the developer; Whereas according to the provisional acceptance certificate issued January 19, 2015, the inspected road was built according to local regulations, with the exception of a few defects; Whereas the developer has committed by an agreement signed with the Municipality to regularize the defects noted and detailed in the provisional acceptance certificate issued January 19, 2015 and is also committed to regularize any other defect that could result from building before final acceptance; Whereas this provisional acceptance does not relieve the holder of the legal guarantee of works for hidden defects that remain valid for a period of twelve (12) months from the provisional acceptance; Whereas the provisional acceptance of the work is limited to the work that has been carried out within of the right of the new public street; o proceeds for provisional acceptance of works o informs the holder that he can now proceed with sale of the land forming part of Gilbert Road, identified as renovated lot linking Jerome and Gilbert roads and any easement required, all according to the provisions of Article 5 of the agreement o keeps the deposit until the final acceptance of works o to authorise the mayor or promayor as well as the general director and secretary treasurer or Acting assistant general director and assistant secretary treasurer to sign, for and on behalf of the Municipality of La Pêche, all the necessary documents.
