Sealed tenders in the prescribed forms are invited from the intending Firms / individuals for undertaking door step delivery of food stuff under MDMP / SNP implemented by the Govt. of Orissa in W & CD Deptt. for Sukinda Block / ICDS Project up to or until further orders. 2. The Tender will be received by the BDO, Sukinda through the sealed tender Box till hrs of on any working days and will be opened in the presence of the tender committee and Tenderers or their authorized representatives at 16.00hrs of
3 3. Tenderers or their authorized representatives will have to produce original documents at the time of opening for verification and comparison. 4. The Tender paper can be obtained from Cashier, Sukinda Block on deposit of Rs.2080/-(rupees two thousand eighty) only though money receipt during office hours. This cost of tender paper is not refundable. 5. Telegraphic tender, conditional tender & multi-proposals of a unique Firm / individual are rejectionable. 6. The list of Mini Trucks/ lgtv / Pick-up Vans owned by the Tenderer with self attested copies of up-to-date documents should be enclosed with the tender paper. The Tenderer must have two Mini Truck / Pick-up Van / Light Goods Transporting Vehicles (LGTV in his name. The tenderer must enclose self attested copies of recent VAT clearance certificate, PAN Card and solvency certificate for an amount not less than Rs.5, 00,000/- (Rupees five lakh) only with the tender paper unfailingly. 7. The detailed terms & conditions annexed with the tender paper is required to be submitted with the tender paper with due signature as a token of acceptance. 8. Flat rate should be quoted per quintal including transportation charges irrespective of distance with loading & unloading at center points of this Block area. Offer of any abnormal rate shall lead to rejection. 9. The tender paper should be filled in properly and legibly without any cuttings or over writings and necessarily be a typed copy. The rate should be written in figure and in words. The rate quoted should be final and tenderers shall not be allowed to change under any circumstance. However the authority reserves the right to negotiate if feels proper. The approved rate would be unchanged up to or until further orders. 10. The tenderer has to deposit a sum of Rs. 2,00,000/-(Rupees two lakh)only in shape of Term deposit in any Nationalized Bank duly pledged for one year in favour of BDO,Sukinda with the tender paper towards EMD(Earnest Money Deposit).Other fixed financial Instruments would also be acceptable if Pledged in the same way. However cash/cheque/bd/dd shall not be accepted. 3
4 11. The tender paper without EMD shall be summarily rejected. No tenderer shall be allowed to withdraw him-selves / her-selves from the procedure or to withdraw EMD until it is finalized.also in case, the successful tenderer refuses to be engaged as the door step delivery contractor after acceptance of tender, the EMD will be liable for forfeiture. 12. The successful tenderer shall have to deposit further a sum of Rs.5, 00,000/-(Rupees five Lakh) only towards security money in the form decided at Para 9 which is refundable after successful completion of the contract period and audit of accounts of the supplier. For any irregularity and breach of terms and conditions in the agreement during the period of contract, the authority will have the right to forfeit part or whole of the security deposit to compensate the irregularity. However EMD of unsuccessful tenderers would be refunded soon after finalization of the tender, but the EMD of successful tenderer would be converted as part of security in the above security amount i.e. Rs. 5,00,000/ The tender paper supplied from this Office should only be submitted with due signature and fill up. Also the format is available in the district web site i.e. www. jajpur.nic. in which can be down loaded and submitted as tender paper enclosing the cost as above in shape of DD in favor of BDO,Sukinda payable at SBI,Sukinda.Incomplete or unsigned tender paper will be rejected. The original money receipt against cost of tender paper should be enclosed with the proposal. 14. Payment of TC shall be made against submission of bills on completion of delivery of stock at center points as per flow chart placed from this office to be received on 1 st working day of the month by the Door Step delivery contractor personally / through authorized person on his / her behalf. This payment is also subject to availability of funds under the head. The BDO, Sukinda shall have the right to deduct and adjust any amount found recoverable towards loss and damage from this bill. 15. The successful Tenderer shall have to enter into a registered agreement with the BDO, Sukinda at his / her own cost within 07 days of acceptance of the Tender and start functioning, otherwise his / her claim as the DDC would be denied followed by forfeiture of the EMD. 16. The authority can also terminate the contract for violation of any terms in the agreement or any other reason. 4
5 17. The authority reserves the right to reject any or all tenders received without assigning any reason thereof. 18. All disputes shall be within the Jurisdiction of Collector; Jajpur.His decision in this regard shall be final & binding on Parties.
