Cahill, Michelle Goodridge, and Scott Roberts Staff in Attendance: April Souwand, Manager of Policy Planning and Karin Stieg- Drobig, Recording Secretary Meeting Called to Order The regular meeting of the Municipal Heritage Advisory Committee was held in Council Chambers, 46 Dickson Street, Cambridge, Ontario. Chair, John Oldfield, welcomed everyone present and called the meeting to order at 7:33 p.m. and the meeting adjourned at 8:30 p.m. Declarations of Interest NIL Presentations 1. Matthew O Neill, Acting Project Manager, Region of Waterloo Rapid Transit provided an update on Stage 2 ION Public Consultation Progress and Feedback. He briefly reviewed the preliminary potential routes and site specific feedback from PCC# 2. The North and South Cambridge Segment constraints and additional route alternatives were explained and the evaluation criteria used to determine the suitability of a proposed route. The last day for the public to provide feedback is February 16, 2018 and PCC#4 will be scheduled for Spring 2018 with the goal of going to Regional Council in June 2018 with a preferred route. John Oldfield inquired if the project is still contingent on government funding and what the proposed timeline is for beginning construction. Matthew O Neill responded that funding is still required and the best case scenario for construction would be Councillor Wolf asked if heritage properties would be taken into account during this process. Matthew O Neill explained they are currently capturing a simple count of heritage features, there is no analysis of specific properties and impact. John Oldfield asked what the width requirement is for the ION in areas of local traffic versus those with higher traffic. Matthew O Neill advised the ION requires 8 metres in local traffic while those with higher traffic require approximately 21 metres. John Oldfield thanked Matthew O Neill for his update to the MHAC. File No: R Moved by: Kimberly Livingstone Seconded by: Nelson Cecilia THAT the Cambridge Municipal Heritage Advisory Committee (MHAC) recommends the application for funding from the 2018 Operating Budget be approved by the Deputy City Manager of Community Development for the designated property municipally known as 212 Queen Street East, to a maximum of $3,000 for the replacement of an asphalt shingle roof; AND THAT the approved work must be completed by November 1, 2018; AND FURTHER THAT the grant is conditional on the inspection of the completed work to the satisfaction of the Municipal Heritage Advisory Committee or its designated representative. CARRIED Main Street - Request for Funding from the Designated Heritage Property Grant Program. CARRIED 4. 7 Queens Square - Request for Funding from the Designated Heritage Property Grant Program. File No: R Moved by: Kimberly Livingstone Seconded by: Nancy Woodman THAT the Cambridge Municipal Heritage Advisory Committee (MHAC) recommends the application for funding from the 2018 Operating Budget be approved by the Deputy City Manager of Community Development for the designated property municipally known as 7 Queens Square, to a maximum of $5,000 for the restoration of the War Memorial stained glass window; AND THAT the Cambridge Municipal Heritage Advisory Committee (MHAC) recommends that Cambridge City Council (Council) approve additional funding from the G:\DI\PLN\Planning Operations Common\STG\Plan\Committees\MHAC\MHAC Agendas and Minutes\Minutes\2018 Minutes\February\MHAC Minutes February 15,
6 Page 4 of 5 Municipal Heritage Advisory Committee February 15, 2018 Heritage Conservation Reserve Fund for the designated property municipally known as 7 Queens Square, to a maximum of $5,000 for the restoration of the War Memorial stained glass window; AND THAT the approved work must be completed by November 1, 2018; AND FURTHER THAT the grant is conditional on the inspection of the completed work to the satisfaction of the Municipal Heritage Advisory Committee or its designated representative. CARRIED Water Street South - Request for Funding from the Designated Heritage Property Grant Program. CARRIED Item Arising from Minutes of January 18, 2018 MHAC Minutes Blair Road Delegation of Vanessa Hicks, MHBC Planning, Councillor Jan Liggett and Les Kadar to discuss new information that has come to light since the January 18, 2018 meeting. Vanessa Hicks advised they have been made aware of various currently covered aspects of the structure including limestone rocks behind a cobblestone wall. Councillor Liggett and Les Kadar, previous owners of the property who did extensive interior and exterior renovations, showed pictures to the MHAC explaining the areas in question. The demolition recommendations of Report No (CD) will be decided upon by Council, now that it has been shown there is a need to carefully demolish this rear addition in anticipation of uncovering a potentially historical feature, which is currently inaccessible. 7 Page 5 of 5 Municipal Heritage Advisory Committee February 15, 2018 Other Business Chair s Comments: NIL Council Report/ Comments: Councillor Wolf gave an update on the Cambridge West development which was dealt with by a special Planning and Development Committee on February 12, Staff/Senior Planner- Heritage comments: April Souwand provided comments from Laura Waldie, Senior Planner- Heritage. With all grant applications approved at this evening s meeting, there will be $11, remaining in the 2018 budget of the Designated Heritage Property Grant Program. Secondly, the digging on the east side of Historic City Hall is to replace a corroded gas line. The work is expected to be completed within the week and does not affect the foundation of the building. SUMMARY The subject property was designated in 2012 for its architectural value. The property owner has applied for a building permit from the City to construct a small, two storey addition to the rear, or east elevation, of the property. 008
9 BACKGROUND The principal building on the site is comprised of two units, 153 and 155 Fountain Street North. The unit on the north elevation, 155 Fountain Street, was designated under Part IV of the Ontario Heritage Act in 2012 by the current property owners. The unit at 153 Fountain Street North is listed on the City s Heritage Properties Register. It is not designated. 155 Fountain Street North The designation by-law lists the rubble stone foundation, brick walls and Georgian architecture among the property s cultural heritage attributes. ANALYSIS Strategic Alignment: PLACE: To take care of, celebrate and share the great features in Cambridge that we love and mean the most to us. 009
10 Goal #3 - Arts, Culture, Heritage and Architecture Objective 3.2 Conserve and make positive contributions to our heritage districts and buildings throughout the community. Existing Policy/By-Law: Designation By-law describes the reason for designation of the property (Attachment 2). Financial Impact: The costs associated with the construction of the addition are the responsibility of the property owners. Public Input: Meetings of the Municipal Heritage Advisory Committee are open to the public. Internal/External Consultation: The Senior Planner Heritage liaised with the property owners on submissions required for staff and Municipal Heritage Advisory Committee (MHAC) review. The property owners agent was invited to attend the MHAC meeting to answer questions about the project. One of the property owners is currently a member of the MHAC. Comments/Analysis: In November 2017, the property owners submitted an application to the City to construct a two storey addition to the rear, east elevation of the property. The application included a site plan and architectural drawings for the addition (Attachment 1). The proposal includes a 9.75 square metre (105 square foot) addition on the main floor and a square metre (250 square foot) on the second floor to accommodate more living and storage space. The rear or east elevation of the property has a steep slope down into the adjacent property. Because of the slope, the Grand River Conservation Authority (GRCA) was required to review the proposal. A permit is required from the GRCA in order to issue the building permit. Planning staff decided to await the review and decision by the GRCA before forwarding the proposal on to the Municipal Heritage Advisory Committee (MHAC) for a recommendation to Council. On February 13, 2018, Building staff received an approval from the GRCA for the proposed addition. The proposed addition will be located at the rear of the property and will not be visible from the streetscape. Therefore, the addition will not have an adverse effect on the cultural heritage significance of the property as the streetscape views will not alter. 010
11 Because of the slope at the rear, Tacoma Engineers have certified their structural review of the drawings. The addition will be constructed of wood as identified in the submitted drawings. The property owners have indicated to staff that the siding materials will be board and batten. This material is a complementary material according to the Parks Canada Standards and Guidelines to distinguish it from the original building materials. Vinyl siding is not permitted. Based on the planning analysis above, staff recommends that the MHAC recommend that Council approve the request to construct a two storey addition to the rear, east elevation of the property as depicted in the drawings prepared by Brian Harnock Drafting and Design, October SIGNATURE Prepared by: Departmental Approval: ATTACHMENTS 1.
