MOTION DEFERRED Discussion ensued relative to the following; Council etiquette with regard to deferring consideration of an item following the Public Hearing and the basis under which this practice is conducted Concern regarding the number of zones potentially impacted by the proposed text amendment The level of appropriateness for each of the various zones, specific to their location in the City The course of action to follow should Council wish to defer consideration of Bylaw No The pros and cons of a possible deferral and the process for receiving information from staff relative to Bylaw No should this action be undertaken Clarification regarding the types of liquor establishments that may be permitted in each of the identified zones Concerns regarding the removal of a separation distance between liquor stores and schools The option of removing certain zones and/or specific locations from the proposed text amendment The C-2 General Commercial Zone The pros and cons of proceeding with an amendment to the staff recommendation at this time The specific areas that could potentially host a liquor establishment in close proximity to a school» The societal impacts associated with liquor establishments and their proxim.ity to certain residential amenities
3 Page 3 Minutes - Regular Council Meeting Monday, February 15, Clarification regarding the definition of craft breweries The process to issue liquor licenses in relation to Lounge Endorsements and the role and level of involvement of the City in this regard The desire to receive additional maps and/or data pertaining to the various zones being considered MOVED BY COUNCILLOR ASMUNDSON 80 That Council defer consideration of City ofcoquitlam Zoning Amendment Bylaw No. 4640, 2016 to the February 22, 2016 Regular Council Meeting. PLANNING AND DEVELOPMENT 4. Report of General Manager Planning and Development - Development Variance Permit Authorization ( DV) for a Two-Family Residence (Duplex) at 3393 Derbyshire Avenue The Mayor called for speakers from the audience. Mr. Steve Charboneau, 1418 Duchess Street, Coquitlam, BC, appeared before Council in opposition to the application, noting concerns relative to the limited number of parking options currently available in the subject area, the application's potential to contribute to the parking issue, and the narrow width of Duchess Street. He enquired as to the possibility of additional parking being developed for the area. Mr. Charboneau concluded by stating that he believes that, should the application be approved, it will negatively impact both the safety of nearby residents and the resale value of his home. Discussion ensued relative to the following: The speaker's preference as to the preferred type of dwelling to be developed on the subject lot Staff's pending Parking Study and whether it will analyze parking options in relation to narrow streets Mr. Doug Massie, # West 73'^ Avenue, Vancouver, BC, appeared before Council as the architect for the application, and provided an overview of the variance requested. He advised of the parking options available for the property and the proposed road widening options for the surrounding streets. Mr. Massie concluded by advising that the applicant intends to sign a covenant agreement in order further acknowledge that no secondary suites will be permissible in the proposed duplex. Mayor Stewart and Councillor Hodge registered opposition. CARRIED 5. Report of General Manager Planning and Development - Zoning Amendment Bylaw No. 4655,2016 ( RZ) for a Proposed Subdivision at 945 Walls Avenue MOVED BY COUNCILLOR ASMUNDSON r 82 That Council: 1. Give first reading to City of Coquitlam Zoning Amendment Bylaw No ; and, 2. Refer By/owA/o. 4655,2016 to Public Hearing. 6. Report of General Manager Planning and Development - Development Permit Authorization for Proposed Eight Street-Oriented Homes at 3411 Roxton Avenue ( DP) Discussion ensued relative to the proposed parking options for the subject area as well as ~ the addressing and lighting options for the properties, as identified in the report. MOVED BY COUNCILLOR ZARRILLO 83 That Council approve the signing and sealing of Development Permit DP (3411 Roxton Avenue) and that the Mayor and City Clerk be authorized to execute this Permit on behalf of the City of Coquitlam. \

First, they showed me the plan for a duplex on 3393 Derbyshire Ave. One of them said the duplex doesn't have a basement so each unit is for a single family but I found on the plan, there will be a basement. Although they emphasized couple qf times.their explain was not accurate or truthful so I cannot trust them. They might change the plan later to change the basement to another suit to rent out and make the area even more crowded. Second, they said each unit has two parking places, an attatched single car garage and a carport, and not many family has more than two cars. Which can be true but most likely, people use an attatched single car garage as a storage not for parking. One side of Duchess,parking is permitted and it's already full. In addition, in front of Duchess is steep enough to get a blind spot.when cars run both way. it could be dangerous. I wish that the spot is not allowed to park for safety. To conclude. I don't mind if they build a duplex that each unit has a double car garage and a carport orso. so the residents can actually park two cars on their own property and not bring any parking issue. 8 Devinder Maan 8068 I2^'\\ve Buraaby BG V3N 2L1 Phone: Date: February 11, Re: Development Variance Permit for 3393 Derbyshire Ave Dear Sir/ Madam I, Devinder Maan, have owned the above mentioned property since March 27, Thank you for reconsidering my application for DV? now scheduled for February 15, 2016 council meeting. I have put a great effort into addressing the issues both previous and current. Background: The above mentioned property, now a vacant lot, is a part of 8 lots subdivision of 1415 Coast Meridian Road completed in The rest of the 7 lots, zoned RS8, are single family homes. This is the only lot that is zoned RS7 that allows a duplex on the comer lots. The lot area is 740 square feet larger than the minimum required to build a duplex. I had a meeting with the staff before buying this lot regarding its potential. The staff has always supported this project, and that is the reason why I have paid approximately $220,000 more than a single family lot at that time. Now, It has become a diunping ground for neighboring construction projects for over 3 years. I have been engaged in fulfilling every requirement the planning staff has asked for since The application was first submitted in 2014 and was on agenda for June 9, 2014 council meeting. It was declined based on the complaints by the neighbors regarding parking availability etc. In attempt to address the concerns. Staff recommended parking shadow study and a private formal meeting with the neighbors. All reasonable concerns have been resolved now and application is scheduled to be reviewed in the cotmcil meeting on Febmary 15,2016. Rationale: There was a clear intention behind keeping this lot as RS7 zoned to constmct a duplex during the original subdivision of 1415 Coast Meridian Road. Duplexes offer altemative and affordable housing options without breaking the integrity and ambience of the neighborhood, especially on the comer lots. It is the only closest fonn of housing that offers affordability without disturbing the general characteristics of the area. This project showcases each unit-front having a street and blends with rest of the houses on the street. The staff has reviewed and approved Parking shadow study, compliance with duplex design guidelines, zoning bylaws, landscape design etc.. The lot has appropriate zoning to build a duplex, exceeds in the minimum lot area required to construct a duplex (740 Sqf), and has substantial depth (140ft) but only requires a relaxation in required minimum width by 1.74 meters. The project has received positive feedback from all departments and awaits council's approval. Design Guidelines and Zoning Compliance: The general design blends into the neighborhood pleasantly in terms of colors, design, landscape and materials. This is one of the very few RS7 zoned comer lots left in the area and will not set any WTong precedence if a coimcil approves it., A great deal of time, effort and money have been already spent in order to satisfy the duplex design guidelines and other guidelines. Many amendments have been incorporated in the design over the period of 3 years upon the demand of the staff. Lot coverage has been kept 5% less than the allowable to provide maximum landscaped outdoor space.
9 Parking Availability; I have contracted traffic and transportation consultants, Bunt and Associates, for a parking study in the area. The reports are satisfactory to the staff ensuring adequate off-site and on-site parking requirements. In addition, there are 6 new parking spots along Duchess St. that were not available at the time of my previous submission. During the natural course of development, the small narrower undeveloped portion of Derbyshire Street will be widened to accommodate additional parking in the area. Parking space is no longer a concem as per the study. Landscape design: A professional landscape design by PD Group has been approved by the staff to further enhance the ambiance beauty and curb appeal of the area. Adequate plantation has been incorporated to ensure privacy and functionality. Open House; 1 have organized an open house on November 30^^, 2015 to share the project with the neighbors to hear their concerns they may have had. The neighbors and the planning staff were notified 10 days prior to the open house along with my contact info. No one showed up unfortunately. 1 further tried to meet up with neighbors at a later date by door knocking and found out that most of them understood as if it was a rezoning application. Restrictive Covenant: Due to the concerns of overcrowding and rental suites, l.have agreed to register a restrictive covenant on the property to prevent any rental suites even though the zoning does not allow it either. Conclusion The City Staff have concluded that relaxation in 'minimum lot width requirements' has no effect regarding construction of this duplex. Requirements for Parking availability, zoning bylaws and design guidelines have been met to the satisfaction of the staff. Majority of the neighborhood now supports our proposal. Property has been sitting vacant for 3 years. 1 request you to please consider my application for this proposed duplex by granting me relaxation in'minimum lot width requirement' Sincerely, Devinder Maan
