4 1 Executve Summary 1.1 The plan dentfes two man audence groups and ther requrements a) local communty actvtes. b) key stage 1-2 school chldren from across the regon learnng about the hertage of Rockngham. 1.2 Local communty Wth the buldng havng been n use as the Vllage Hall snce 1947 ts use by the local communty s well understood. However there s potental to grow ths audence partcularly from the surroundng vllages where there are some 3825 people resdent wthn a comfortable fve mnute drve. Currently 27% of the users are from Rockngham although Rockngham only represents 3% of the local rural populaton. Addtonally the centre of Corby s wthn a ten mnute drve tme gvng access to over 40,000 further people. The Hall has a range of establshed actvtes. Some of these actvtes are well attended and ther audences should be secured and protected. Other actvtes have spare capacty and ther audence should be ncreased n order to protect the actvty. The Hall has spare tme table capacty to accommodate addtonal regular and one off events. There s scope to provde addtonal events from the local communty, partcularly from the potental audences who are under represented n the current actvtes, such as people n the age groups. Addtonally there s scope to use the Vllage Hall as a place of outreach learnng by a regonal college. The local populaton has a sgnfcant lack of access to learnng about ther hertage. Learnng s a sgnfcant ssue n the Borough wth some 38% of the populaton of workng age havng no qualfcatons. 1.3 Key stage 1-2 school chldren from the regon The Vllage Hall also has the potental to develop nto a unque educaton resource for key stage 1 and 2 school chldren from across the regon. An ntal nqury seekng expressons of nterest from the 389 schools wthn a 45 mnute coach trp had a postve very response. The potental for the use of the buldng by schools as an educaton resouce to explore the hertage of the vllage could develop the exstng market of school vsts to Rockngham Castle. Currently the Castle attracts some 4,500 chldren per year. At present some schools extend ther vst beyond the Castle to nclude the Church and a fewer number go on to vst the vllage. The Castle has the beneft of secure coach parkng but does not have an educaton room. The Castle are keen to nclude the Vllage Hall as a bookable opton n ther tnerary to both broaden ther appeal and attract the vstng chldren to learn more about the vllage. 1.4 Concluson The Vllage Hall project s well placed to successfully delver audences that make good use of the Vllage Hall as both a communty faclty and as an educatonal resource whch would encourage partcpaton and learnng about the Hertage of Rockngham. 6 2 Introducton 2.1 The project s the refurbshment of the Vllage Hall n Rockngham. 2.2 The Vllage Hall was orgnally bult as the Vllage School n It opened wth nnety pupls from Rockngham and the neghbourng vllages. Wth the subsequent openng of other vllage schools and a dwndlng local populaton the school was closed n 1946 when the roll had fallen to nne chldren. 2.3 Snce 1947 the school has been used as the Vllage Hall. Rockngham Vllage Hall s a regstered charty and the buldng s leased from James Saunders Watson of Rockngham Castle. The orgnal buldng s farly ntact. It s structurally sound but much of the fabrc and servces are n need of attenton. In 1951 the buldng was extended at the rear to provde storage and tolet facltes. Whlst ths accommodaton s useful t s n poor condton and sgnfcantly detracts from the character and nterest of the buldng and wll be replaced as part of the project works. 2.4 Rockngham s a remarkable Vllage. Domnated by the castle on the hll wth mostly all of the buldngs, ncludng the telephone kosk, beng lsted. It s an Estate Vllage, lnear n form and bult along Man Street whch clmbs the hll up to the Castle. Most of the buldngs are leased from James Saunders Watson of Rockngham Castle, and as a consequence the Vllage retans much of ts archtectural and hstorc value. 2.5 The Vllage Hall s n regular use by the local communty of Rockngham and s also used by the surroundng vllages of Brnghurst, Caldecot, Cottngham, East Carlton, Great Easton, Gretton, Mddleton and neghbourng Corby. 2.6 The purpose of ths plan s to assess the potental to develop the use of the buldng n order to protect ts long term vablty and to assess the scope for learnng more about the hertage of the former school and the vllage. 7 3 Stakeholders and consultatons Stakeholders contact detals are ncluded n Appendx Stakeholders are dvded nto the followng groups:- 3.2 Responsblty for the Vllage Hall All partes have been consulted on the Conservaton Management Plan and a draft of ths document. Rockngham Vllage Hall, whch leases the buldng and are responsble for ts management. James Saunders Watson of Rockngham Castle who owns the buldng. The Castle was also consulted on a jont venture n respect of school vsts. The Castle has a postve approach to encouragng school vsts. They receve some 4,500 chldren per year, wth an average tour sze of 35 makng some 120 group vsts. They have offered an opportunty to lnk nto the Castle s exstng market, experence and operatons and servces ncludng marketng. The Castle has educaton packs whch cover a range of topcs whch makes for a varety of reasons for schools to vst Rockngham. East Mdlands Museums Servce. 3.4 Exstng users Exstng users have been made aware of the consultaton to local people and encouraged to return ther responses to the questonnare. In 2006, exstng users were surveyed on ther use of the Hall. The results of ths are ncluded n ths plan n the secton on current audences. 3.5 Local people. A user questonare was carred out n Rockngham Vlage Hall - 7

8 A consultaton leaflet gvng nformaton on the project was delvered to some 1,800 homes n Rockngham and the surroundng vllages n May v Copes of the Conservaton Management Plan have been made avalable n the Vllage Hall and Vllage shop and on the Vllage webste [ A publc meetng was held n May 2009 to dscuss the project. 3.6 Schools n the Regon The plan has dentfed Key Stage one and two schools [chldren 5-11 years old] as a potental new audence. 9 4 Descrpton of the ste and hertage value 4.1 Locaton The ste stands wthn the centre of Rockngham. Rockngham s a small vllage wth hstorc lnks to the surroundng vllages of Brnghurst, Caldecot, Cottngham, East Carlton, Great Easton, Gretton, Mddleton and neghbourng Corby whch s wthn a ten mnute drve tme. rockngham Rockngham Vlage Hall - 9

10 4.2 Facltes v The ste has an operatonal car park and a parkng lay-by on the street whch could be used as a coach drop off. To the front s a grass area wth addtonal grass areas and a play area to the rear. Followng the proposed refurbshment the buldng wll comprse of a large Hall (7.6 x 14m) wth storage, a small Meetng Room (4.5 x 5.5m), a ktchen and tolet facltes. The alteratons are desgned so as to mnmse car park and water usage and thereby reduce runnng costs. 4.3 Hertage value Whlst the buldng s not lsted t has been dentfed as a buldng of specal archtectural and hstorc nterest that makes a postve contrbuton to the character of the Conservaton Area. Its archtecture reflects the local vernacular and ts early and nnovatve use of plate glass and Arts and Crafts mannerst detals are of archtectural and hstorc sgnfcance. The orgnal form of the buldng s ntact and wll be protected by the proposed refurbshment works. The Vllage Hall s of mportant hertage value to the socal and archtectural nterest of Rockngham. The charty are responsble for the repar of the buldng and a management commttee makes all the executve decsons. The commttee delegates responsblty to members and other nterested partes who manage the programme of events, bookngs etc. and organse the repar and mantenance of the buldng. 14 5 The local context 5.1 The localty There are seven prncpal vllages wthn a fve mnute drve tme wth a total populaton of Rockngham Rockngham s qute a small vllage wth a populaton of approxmately 115, whch s only 3% of the local rural populaton. It s an attractve vllage and outwardly appears to have all the trappngs of a relatvely affluent communty. However, t s an unusual vllage n that vrtually all the houses belong to the Estate. Of the 52 resdences only 8 are owner occuped. It s n fact a relatvely poor communty wth 37% of the populaton of workng age havng no qualfcaton, 19% of the households not havng access to a car and 19% of the populaton havng a long term debltatng llness. v The vllage has a small shop and cafe and a vllage pub. v Apart from the church there are no other publc meetng spaces n the vllage. a] Caldecott Populaton of 256. A pub. h] Corby Town The centre of Corby s wthn a ten mnute drve tme gvng access to over 40,000 people. 5.3 Corby Borough Rockngham s wthn the Borough of Corby. Corby s a new town bult to servce the former steel workers. Snce the closure of the steel works t has struggled to thrve and the general populaton s relatvely under prvleged whch s borne out n the statstcal nformaton. Indces of Desttuton 2007 the people of Corby were ranked 279th for ncome and 243rd for employment. v The soco-economc classfcaton n 2001 descrbes the populaton as: Rockngham Vlage Hall - 15

Publc transport s restrcted to a very lmted bus servce. The tmetable precludes the use of publc transport to attend tmed events at the Hall. By necessty the local vllages have a hgh level of access to a car, 11% have no access to car and ths s manly the elderly secton of the populaton. 5.5 Current access to hertage n Corby Borough Ths s lmted to the dsplays at nearby East Carlton Park, wth focus on the former steelworks at Corby and to a lesser extent natural hstory. A small Hertage Centre funded by HLF s n preparaton n Old Corby wth a Hertage worker wth responsblty to outreach nto the whole Borough. Rockngham Castle, a prvate estate opened to the publc on Bank Holdays and Sundays. The Castle also has organsed school trps wth some 4500 chldren vstng per year. Rockngham Vlage Hall - 16

17 5.7 In summary Whlst the vllage populaton s very small the Vllage Hall s at the centre of a much larger local rural communty. The local rural communty has lmted access to smlar facltes. At present the local rural communty can only access the Hall va prvate car. Although car ownershp s by necessty relatvely hgh. v Corby ranks very poorly n the Indces of Desttuton v The local rural communty and the Borough of Corby have lmted access to learn about hertage. 19 6.3 School vsts to the Castle v v v Very few of the 4,500 school chldren who vst the Castle every year come down to the vllage. The current barrer to ths beng the lack of nformaton beng avalable to vstng schools, the busy road and the lack of any facltes for school chldren n the vllage. In 2009 expressons of nterest where sought by a postal questonnare of the 389 Key Stage 1 and 2 schools wthn a 45 mnute coach trp to asses the potental for school vsts to the Hall and Vllage. wth no refence to the ncluson of the Castle. Ths receved a 5% response wth 96% of those who reponded beng postve sayng they would use the faclty. The nterest from the geographc area consulted [389 schools] showed that the catchment area was very large and ths s bourne out by the dstances currently travelled by schools vstng the Castle. The only reason gven for beng unlkely to use the faclty was problem wth dstance - too far for a vst, where the drave tme was n excess of 45 mnutes. Postve comments beng:- Role play workshops related to Vctorans would be useful. Would very much lke to be ncluded. The actual element of hstorcal enqury runs across all year groups. Local study of Slverstone n past and now s studed n year 3 but other elements ncluded n other years, e World War 1 n year 6, lookng at local records, war memoral etc. Usng artefacts and allowng the chldren to become hstory detectves s a great way to get them thnkng about the objects they are lookng at. Ths could be a vtal learnng resource. Our own school (stll used) dates back to Looks nterestng. Please keep us up to date wth proposed openng. Would be a great resource for studyng the Vctorans. 21 6.4 A survey of 47 exstng users was carred out n The sgnfcant fndngs on vstor profles beng: a] Of these users who completed the questonnare all supported the proposal to restore the Hall and redecorate the tolet and ktchen areas. b] Groups defned by sex: Male 46% Female 54% c] Groups defned by age range: % % % % d] Groups defned by where they lve n Rockngham: Rockngham 23% Elsewhere 77% e] Groups defned by frequency of use: More than once per week 8% Weekly 19% More than once per month 11% Monthly 49% B-monthly 8% Annually 5% f] The questonnare asked for comments and receved the followng:- The Vllage Hall has always been at the centre of vllage actvtes and ts contnued avalablty s essental to vllage lfe. To keep the Vllage Hall vable the suggested mprovements and restoraton are essental. I beleve that f we can modernse and extend the Hall t would make t possble to take on other events. It wll be used a great deal more wth redevelopment and wll strengthen the already close and frendly vllage. The Vllage Hall s the heart of the communty. Redevelopment can brng more use by outsde people. We have many other vllagers from neghbourng vllages usng the facltes. I thnk the orgnal part of the Vllage Hall should be restored but not changed. 22 A Vllage Hall s an ntegral part of the vllage communty and should be valued. The Hall serves a very happy envronment for the old and young of the vllage. Keep up the good work. We need to keep our Vllage Halls open and workng for the people of the vllages. Great place to have used regularly, needs a facelft then wll attract more events. Sutable path outsde. Many people would attend because the hll s mpossble for the elderly. 6.5 A publc meetng and a consultaton leaflet gvng nformaton on the project was delvered to some 1,800 homes n Rockngham and the surroundng vllages n May The sgnfcant fndngs vstor and local potental profles beng:- v v On all the actvtes there was a 300% ncrease n partcpaton f the exstng facltes were to be refurbshed. Some 65% of the respondents would be nterested n learnng more about local hertage and usng a hertage tral. Whlst Rockngham had the greater percentage of return of questonnares at 15%, the vllage only accounted for some 16% of all respondents. Wth 84% of the respondents beng from outsde of the vllage ths shows a strong potental market from the wder rural communty. Addtonally, some 10% of the respondents came from outsde of the mmedate local communty agan showng how accessble the Hall s to an even wder audence for partcular events. Comments nculded: Local support: Rockngham Vllage hall s very mportant to the communty and myself and my husband have always supported t. and Whatever else you do- keep up the very frendly recepton that vstors receve. Need for effectve advertsement and notce to the wder local rural communty: Unless the marketng of the hall events s mproved, Gretton resdents wll contnue to be completely unaware of what Rockngham hall has to offer. and We do not use the hall at all as we aren t told of actvtes that take place there. and More publcty about events (not at the last mnute) would be apprecated. Comfort: Could we have paddng on chars, as at the moment they are a lttle hard. Mxed uses: We use hall for yearly Marrage Day for couples gettng marred n Gretton, Rockngham, Cottngham & East Carlton and Good play park for grandchldren! And from an exstng wth a dfferent vew to the man theme of the responses Whlst better facltes are requred, ths would not be lkely to change the frequency of our use of the hall. 23 6.6 Summary of exstng audence and barrers to nvolvment. v v The users are farly equally splt male/female wth 66% beng over 31. From observaton the majorty of users are 50+. The exstng users are loyal wth 83% usng the Hall at least once per month. Ths loyalty was reflected n the postve theme of the comments. Whlst Rockngham only makes up for 3% of the local rural populaton, t provdes 23% of the exstng users. For the local rural audence to be fully represented n the audence the actvtes need to be marketed to the whole audence and not just Rockngham. 25 6.8 On completon of the proposed buldng works the barrers to the Project and the Hall are mnmal and can be summarsed as: v Fnancal. People wth learnng dffcultes or physcally dsabled and dependent on assstance. The people who would not be attracted to the type of events avalable, at present n partcular ths s an age related ssue. 26 6.9 The dentfed barrers to the project can be addressed by: Fnancal. Although the costs of attendng events wll be farly low, ths wll stll preclude some of the unemployed or famles on low ncomes. Ths could be addressed by a postve approach to dscountng the cost to those on low ncomes. a) Events organsed by the Vllage Hall, organsers can advertse dscounted rates and adopt a dscrete approach to ther postve mplementaton. b) Formal courses admnstered by a college whch hres the Hall. Dscountng can be provded va the college n accordance wth ts polcy on fees. c] Less formally organsed where the Hall s let to run courses and events. The rent could be adjusted to take account of the percentage of people attendng who are on a low ncome so that the dscount can be passed on to the ndvdual users. Transport. As a sgnfcant percentage of the potental audence does not lve n Rockngham, to attend the Hall the audence wll requre transport whch wll preclude famles wth no access to a car or lmted access at the tme transport s requred to and from events. Ths can be addressed by allocatng fundng to organse and, f requred, contrbute to the cost of transport, ether by volunteer car owners, mn bus hre or tax. People wth learnng dffcultes or physcally dsabled and dependent on assstance. Ths can be addressed by the organsaton of a group of voluntary mentors who can assst users n attendng the Hall. v v path from church The people who would not be attracted to the type of events avalable, at present n partcularly ths s an age related ssue. Ths can be addressed by provdng a broader range of actvtes and promotng the use of the Hall by those who currently are not attracted to the Hall. The appontment of youth leaders to promote key events to attract under represented markets. The barrers to attractng a porton of the exstng audence from the Castle can be overcome by makng the Hall avalable to schools and ncludng ths n the Castle s bookng tnerary. It would also requre makng the route from the Castle [where there s a safe coach park] down to the Vllage Hall safer for montored groups of school chldren. There s a good path whch comes down from the Castle to the Church and whch extends down to the vllage street. However there s a farly abrupt turn to the path where t jons the path by the sde of the road. Ths could be made safer wth pedestran protecton. Rockngham Vlage Hall - 26

28 7 Related ntatves 7.1 The proposals are n accordance wth the followng local ntatves: 7.2 Corby BC Acton Plan - revsed 2006 Ths sets out Corby s plan for encouragng and developng the Arts. Tmetable capacty of the Hall 9.1 The Hall has sgnfcant spare tmetable capacty to be able to accommodate addtonal regular events or one off functons and prvate partes. The current avalablty beng: Monday - am and pm Tuesday - pm Wednesday - am, pm and 50% of evenngs. Thursday - am and pm and 40% of evenngs. Frday - am, pm and evenng. Saturday - all day. Used for Whst drves every month from September to Aprl. Sunday - all day. 9.2 In the week there s sgnfcant spare capacty, Wth loose tme tablng splt nto am, pm and evenng, there are four free mornngs, fve free afternoons and two evenngs that are regularly free [excludng Frday evenng]. 9.3 Although Frday evenng, Saturday and Sunday are not popular tmes for regular classes and clubs, they are popular tmes for one off partes and functons. Exstng audence 9.4 There s a strong and supportve exstng audence whch t s mportant to mantan. The needs of the exstng users should be assessed and ther practcal requrements accommodated. Ths could relate to keys/access/heatng/cleanlness/securty. Expandng the local audence 9.5 Wth 27% of the current audence comng from Rockngham and Rocknghan representng only 3 % of the local populaton, there s sgnfcant scope to develop the local audence to attend the exstng functons and develop new ones. 9.6 There s a need to establsh n more detal what potental audences want n order to understand how to attract new audences 9.7 Ths needs to be targeted to a range of potental users, partcularly to a young and younger adult audence who at present are not usng the Hall a great deal. 9.8 Learnng s a sgnfcant ssue n the Borough wth some 37% of the populaton of workng Rockngham Vlage Hall - 32

33 age havng no qualfcatons. Tresham College s the local educaton college. It s based n Ketterng and has a campus n Corby. Wthn other localtes t uses smaller venues to out reach academc, vocatonal and lesure learnng nto local communtes. The Vllage Hall has the facltes to be part of ths larger learnng communty. 9.9 The local populaton has a sgnfcant lack of access to learnng about ther hertage. Wth the support of the Borough s Hertage Development Offcer the project has developed lnks wth the HLF funded Hertage Centre n Old Corby. The Vllage Hall s sgnfcantly larger than the Hertage centre, s of a dfferent character and buld perod and s located wthn a sgnfcantly dfferent hstorc and rural settng whch gves scope to accommodate events whch complment the Centre. Developng a regonal audence 9.10 Practcally the Vllage Hall can address a local need but t would not provde unque facltes that other Vllage Halls provde for ther localtes. As such the regonal attracton would need to be based on what makes Rockngham Vllage Hall unque. As a former school set wthn an nterestng and attractve vllage wth an exstng mportant tourst and edcucatonal venue at the Castle, the use by vstng schools offers the greatest opportunty to attract regonal audences The Hall has facltes that could be used by schools and form a base from whch to explore the Vllage. The purpose beng to ncrease learnng opportuntes and the cost of a vst can be kept to a nomnal charge to cover runnng expenses and cleanng. Teachng resources can be provded n the form of dsplays, teacher notes, worksheets and vllage trals on the socal and natural hstory of the vllage. These would be desgned to ft nto the Natonal Currculum for key stages 1 and 2 n the areas of local hstory and Vctoran Brtan. Ths would nclude : Changng dsplays whch would cover a range of hertage related themes. Tme lnes of hstorc evdence n Rockngham provdng chronologcal understandng. Events, people and changes n the past from local evdence of the effect of sgnfcant events. Usng artefacts and themes of educaton, famly lfe, lves of chldren, toys, normal and workng lves from the past and comparng these wth the present. Hstorc nterpretaton, lookng at dfferent forms of hstorcal evdence, archaeology, wrtten word, photographc and museum artefacts n the form of loan boxes. 34 9.15 The Castle have offered to nclude the Hall and access to the church and vlllage as a opton n ther vstors packs. Ths would offer the Hall as an educaton room from whch chldren can compound ther vst to the Castle and use as a base to explore the hertage of the School and Vllage. Ths opportunty to lnk nto the Castle s exstng market of 4,500 vstng chldren per year together wth the Castle s expertse, servces and marketng wll greatly strengthen the Vllage school project. A target of 20 vsts per year would equate to one per fortnght n school term tme whch would be some 16% of the vsts to the Castle. Rockngham Vlage Hall - 34

These nclude the Dog Show, 40`s Nght, Annual Flower Show, Vllage Clay pdgeon shoot, Barbecue and Macmllan Lunch. The number of events meets the organsatonal capacty of the Vllage Hall. Whlst there s lmted scope to ncrease the number of events, the exstng events provde an opportunty to be more nclusve to the local populaton beyond Rockngham. There s lmted scope to expand the use of the Hall for meetngs, the frequency of whch s an external factor, Currently the Hall s used on a regular bass for Parsh Meetngs, Rural Area Forum Meetngs (Corby councl), Vllage Plan Meetngs, PCC Meetngs,Vllage Hall meetngs, Conservaton Area apprasal meetngs, BNA meetngs and semnars, Church Weddng plan meetngs and as a Pollng Staton In order to protect these audences, ther requrements should be montored to ensure they are beng met Regonal audence To concentrate on the use of the buldngs by schools n Key stage one and two. Ths s based on the followng crtera:- a) The average fgures for ncome and expendture between 2005 and b) Buldng mantenance costs beng based on the attached mantenance plan rather than lfe cycle costs. Ths would allow for the long term sustanablty of the buldng s fabrc and servces but not for sgnfcant captal expendture. It s assumed that long term sgnfcant captal expendture n 20 years+ would be part funded by grants as n the current proposal. c) The costs nclude ( 1000 per annum) for cleanng and attendng on the school vsts, s only ncurred by the vsts and s matched by the ncome. d) Hre for specfc events and addtonal regular events s forcasted to ncrease by some 2,000. At a rent of 40 per mornng/afternoon/evenng sesson ths would equate to one addtonal sesson per week. Rsks The rsks beng that the addtonal rental ncome s not acheved. The fnancal rsks of the school vsts are mnmal as the costs are covered by the vsts and n any event are only ncurred as a consequence of a vst. Consequence of rsks In the event the addtonal rental ncome s not acheved, ths would reduce the scope for expendture on the Mantenance Plan. However the Mantenance Plan allows 1,200 for landscape measures (work currently carred out by volunteers) and a 400 contngency makng a potental savng of 1,800.
