VDOT previously assessed the project for environmental contamination concerns through a June 4, 2008 Subsurface Investigation Report (by MM&A) for traffic signals at Lewistown Road/Ramp D and a July 3, 2013 Subsurface Investigation Report (SIR) (by Cardno MM&A) for the entire project. The 2013 report described the following: Cardno MM&A s implementation of the VDOT developed sampling and testing program. Testing of samples from proposed project excavations such as stormwater drainage features, bridge piers, traffic signal pedestals, and in plan utility relocations. The comparison rationale/procedures to determine which soils were considered impacted (mainly shallow soils along drainage ditches upper one to two feet). PURPOSE VDOT conveyed that the design has been updated since the 2103 report. Thus VDOT requested Cardno MM&A to compare the prior testing data from both studies with the new plan sheets to re-evaluate to include proposed drainage installations, underdrains and cuts. SIR SUMMARY From the 2013 SIR, impacted soils were identified in the following areas: Boreholes near/in drainage ditches both east and west of the Travel Centers of America Truck Stop entrance from Lewistown Road from 0-1 feet (HA-01, HA-02, Lewistown Ditch N and ), see Figure 1. A surface ditch sample (Lewis Ditch S) southeast of Lewistown Road/Airpark Road, see Figure 1. Boreholes (NP and S) from 0 to 1 foot at the current and proposed bridge piers along I- 95 beneath Lewistown Road, see Figure 2. 2 DESIGN PLANS Cardno MM&A reviewed the current design, which has some changes to the plans in which the 2008 and 2013 studies were based. Changes include different municipal water and gas line alignments and elimination of new drainage under Lewistown Road. In comparison with the June 2008 SIR, no cuts/excavations are confirmed in the current design at those prior borehole locations. However, the updated plans as depicted on Figures 1-2 in Appendix A show construction features at impacted areas identified in the 2013 SIR (shown in orange), which is summarized as follows. The proposed installation of a new drainage ditch west of the Travel Centers of America Truck Stop entrance remains unchanged from the previous study. The length of the proposed ditch (39+86L 41+35L) in the impacted zone is 120 feet with an impacted depth of 2 feet. Located east of the entrance, plans still remain unchanged to remove the remaining drainage ditch (44+42L 45+10L) and install a new surface drainage ditch/pipe east of the truck stop entrance from structure 6-08 to 60 feet west of A new 12-inch diameter water line was previously proposed to include the drainage ditch area on the northeast corner of the truck stop entrance. New plans now have the proposed water line installed under Lewistown Road outside any impacted zones as shown on Figure 1. A new 2-inch gas line is now proposed to include the drainage ditch area on the northeast corner of the truck stop entrance as shown on Figure 1. However due to the small size of the gas line, it is expected that any soils excavated will be redeposited into the excavation. Similarly, traffic signal conduits 3-inches in diameter are also proposed through the same northeast corner. Any excavated soils for the small conduits are also expected to be redeposited back into the excavation. The existing storm drainage pipe underneath Lewistown Road east of the truck stop entrance will not be replaced, but instead lengthened (6-11 to 6-12), see Figure 1. This extension is approximately 45 feet long in an impacted area 2 feet deep. Plans for the excavation of new piers underneath the new proposed Lewistown Road Bridge over I-95 have been altered to include additional excavations for shoring. The new plan sheets still contain proposed stormwater piping and proposed pavement underdrains. The upper one foot of soil here was defined as impacted as shown on Figure 2.

3 MANAGEMENT OPTIONS Soil The July 2013 Subsurface Investigation Report described the various soil management options including replacing into the same excavation, potential re-use and disposal. Table 7 in the Subsurface Investigation Report provided a cost estimate for the transportation and disposal of the impacted soils to a disposal facility. Thus, VDOT requested an updated Table 7 to reflect changes to the disposal cost estimate. Note that impacted volumes are no longer separated by existing and proposed right-of-way (R/W), since R/W issues are no longer pertinent to the project. 4 RECOMMENDATIONS Based on the findings for this Subsurface Investigation Report Addendum of the proposed Lewistown Road improvement project, VDOT should consider the following. Update the special provisions with this analysis of the updated design. LIMITATIONS The summary represents an appropriate level of inquiry to satisfy the requirements as specified by VDOT and included in our work plan/opinion of probable cost (approved on September 3, 2014). The conclusions of this summary are based on the available data and the current plan sheets. Additionally, the limits of contaminated materials expected in excavations are estimates based on available data.
