4 Project Overview (Section 2.0) Route 7 Construct a WB truck climbing lane for heavy vehicles and provide additional safety and operational improvements Modify crossovers/ingress/egress in various locations Spot improvements along EB Route 7 and several adjacent secondary roads as indicated in RFQ Plans (includes the construction of a new secondary road) Route 9 Construct two roundabouts and ramp improvements at the Route 7/Route 9 interchange on/off ramps to improve operations and safety (build for 2-lane, but open as 1-lane) 4 West Market Street Provide an additional turn lane on the West Street bridge over Rte 7 (without widening the bridge)

16 Submittal Requirements (Section 5.0) Deadline for submitting a Statement of Qualifications is January 10, 2013 at 4:00PM 1 original paper version with original signatures 1 CD-ROM with entire SOQ 10 abbreviated paper copies Statements of Qualifications shall be: Securely bound No more than 15 pages Typed on one-side only Separated by numbered tabs Original shall include all required documentation Written in Times New Roman with a 12 point font Prepared on 8.5 x 11 white paper 16

17 RFQ Questions (Section 6.0) All questions and request for clarifications shall be submitted in writing. Deadline for submitting questions is November 30, Responses will be posted on VDOT s RFQ website by December 14,

18 Conflict of Interest (Section 11.2) The following firms have been determined to have a conflict of interest: ECS Mid-Atlantic, LLC Connelly & Associates, Inc. So-Deep, Inc. Rummel, Klepper & Kahl, LLP Each Offeror shall identify potential conflicts of interest. Offerors are on notice that prior or existing contractual obligations between a company and VDOT relative to the Project or VDOT s Design-Build program may present a conflict of interest. If a potential conflict of interest or competitive advantage is identified, the Offeror shall submit in writing the pertinent information to VDOT s POC. 18
