Capacity building for Environmental observations in Finland CLEO workshop Inari, Finland June 2-3, 2016 Saku Anttila Finnish Environment Institute

Finnish Environment Institute SYKE SYKE is an environmental research center under the Ministry of Environment SYKE Multidisciplinary research and assessment on the state of the environment Offers professional services for the government, industry, municipalities, companies and communities Monitors the state of the environment in Finland Offers information services and upkeeps environmental data bases Responsible for certain public authority tasks

Content Overview on the technical tools developed in the Finnish Environment Institute Examples on the services developed at SYKE Building capacity for environmental observations by Remote sensing Citizen observations

Envibase project Envibase will build concrete tools to help environmental monitoring and research based mainly on GIS, satellite data, biological specimens (animal, plant, fungal) and citizen observations Research support & visualization 1. Environmental Data and Services 2. National Species Data Center 3. National Satellite Data Center 4. Citizen Observation Services 5. Research Data Services Citizen science Open data and GIS infrastructure National Satellite Data Center Main areas developed in the Envibase project

Envibase at glance (sub-projects in blue) Other data and service sources National Species Data Center National Satellite Data Center Citizen observations Research Data Services Open data (standard interfaces and findability) Environmental Tietojen information yhteiskäyttö services User interfaces Environmental Data and Services End users (Monitoring, decisiong making, researchers, citizens ) 5

Promoting open data and services SYKE upkeeps national data bases for environmental data Open data principles are promoted US/Open_information 6

Examples on the services developed at SYKE: Map services for different topics 7

Examples on the services developed at SYKE: Visualization of the research data Visualization of the carbon budget in municipal and pixel level 8

Examples on the services developed: Open science Tools for storing, finding, describing and sharing research data e.page 9

New Sentinel satellites by Copernicus programme Sentinel 1 SAR imaging All weather, day/night applications, interferometry Sentinel 2 Multi-spectral imaging Land applications: urban, forest, agriculture,.. Continuity of Landsat, SPOT Sentinel 3 Ocean and global land monitoring Wide-swath ocean color, vegetation, sea/land surface temperature, altimetry Sentinel 4 Geostationary atmospheric Atmospheric composition monitoring, transboundary pollution Sentinel 5 Low-orbit atmospheric Atmospheric composition monitoring (S5 Precursor launch in 2014)

S2 MSI River blooms are clearly visible even in small bays

Impact areas of rivers can be determined all the way to the open sea areas S2 MSI

Cyanobacteria blooms LS Coastal waters and recreational areas Swimming areas, popular sailing regions in the archipelago

Examples on the services developed: Citizen observatories Objectives 1. Aims toward unified ways for collecting, storing and providing citizen observation data. 2. Development of common solutions for citizen observations 3. Several pilot applications during the project target to support environmental monitoring 20

Current citizen observatory pilots / applications Hydrological observations with crowd sourcing reporter

Examples on the services developed: Wikipedia based solutions Järviwiki (Lakewiki) is a web service which is built and maintained in cooperation by authorities and common people

Current citizen observatory pilots / applications Sending observations with Lake&MeriWiki 23

iqwtr (Secchi 3000) water quality measurements iqwtr idea: a jar is filled with water a picture is taken with a mobile application Transparency and turbidity of the sampled water is estimated Measurements is based on the attenuation of light estimated from the digital numbers on the plates at two depths 24

iqwtr (Secchi3000) 25

Citizen observation Crowdsource Reporter Any App CitizenObservations.fi Finding observations Observation products Guides examples Lake&Sea Wiki Data interface App developer CitObs Data base CitObs- Products Species.fi develops citizen observation solutions for species data (cf. Kari Lahti, Luomus) QA, cultivation, assimilation

Local observations from the environment and climate change in the Arctic -project Project of 2 years, starts at June 2016, led by the Ministry of Environment, funded by the Ministry of the Foreign Affairs Ministry of the Environment, SAKK, Sami parliament, SYKE Project objectives Discuss and pilot local environmental observations in the artic on 2-3 citizen observation topics defined by the SAKK, Sami parliament and other arctic partners Develop collaboration Collect experiences and identify possibilities for a larger project 27

Summary (from the technical point of view) Variety of technical solutions for collecting and presenting environmental information already exists In order to be a successful service, it needs to be driven by the needs of the users Data management and data findability need to be considered as it allows the further use of data (if that is prioritized) Standard solutions in the technical development should be promoted
