Intoduction As equied by its ADEM Municipal Sepaate Stom Sewe System (MS4 Phase II Geneal Pemit NPDES ALR04007, Nothpot continues to expand, implement, enfoce and comply with its Stomwate Management Pogam Plan (SWMPP. This pemit was issued on Septembe 6, 06, effective Octobe, 06 and will expie Septembe 30,. The issuance of this pemit equied an update to ou SWMPP by anuay, 07.. Implementation and Management Responsibilities To ensue the effective and efficient implementation of Nothpot s SWMPP, site inspection esponsibilities ae shaed between the Engineeing and Planning & Inspection Depatments. The Planning & Inspection Depatment is esponsible fo one to fou family esidential constuction sites and the Engineeing depatment is esponsible fo all othe sites (subdivisions, etail/commecial and industial. A swon office fom the Nothpot Police Depatment is assigned to the Planning Depatment as the Code Enfocement Office. Staffing this position with a police office clealy demonstates to the public, developes and buildes that enfocement of the SWMPP is a high pioity with the City. In F04, the City Council ceated and authoized the position of Engineeing Tech fo the Engineeing Depatment. Responsibilities of this position include: o o o o Inspections of active constuction sites fo stomwate compliance. Field mapping of Stom Wate Outfalls and coodination with GIS Manage. Effectiveness of the illicit dischage detection will be stengthened when testing begins in the next epoting peiod. 3. Maintaining a pesence on site and notifying enginee of ecod and developes when deficiencies ae noted makes a consideable impact on the effectiveness of the SWMPP. 4. Plans ae not appoved until City staff is satisfied they ae designed to impove wate quality to the maximum extent possible. 5. The City Enginee was moved to the City Administato position in Apil 06 and Engineeing s Administative Assistant was moved to wok with the City Administato. No eplacement in staffing occued until anuay Monitoing Data Evaluation Monitoing data evaluation was not equied until Octobe, 06 unde the new pemit. In anuay 07, the City hied the Engineeing Tech position; theefoe, mapping of the outfalls and sampling will begin in the epoting peiod. 3.0 MINIMUM STORMWATER CONTROL MEASURES 3. The bochue educates the audience about eduction of the following pollutants: sediment (dit and sand, debis (gass clippings, cigaette butts, tash, plastic, heavy metals (lead and mecuy and household waste (antifeeze, gas, oil, pesticides, fetilizes, paint. Nothpot makes this document available in had copy fomat at City Hall, the Wate Woks Office, and the Public Woks Building. These bochues ae also distibuted to new esidents when they sign up fo City sevices and ae attached to all new commecial and esidential building pemits. Public Involvement/Paticipation Lake Tuscaloosa Wateshed Festival The festival took place on Apil 8 th, 06 and was designed to educate the public egading stom wate pollution pevention. Clean Ou Lake Day Paticipated in the annual Clean Ou Lake Day on Apil 9 th, 06. Noth Rive Wateshed Pogam The aea-wide patneship of Nothpot, the Univesity of Alabama, Tuscaloosa and Tuscaloosa County also led to the development of the pogam entitled the Noth Rive Wateshed which is still aiing on APT s Discoveing Alabama seies beginning the second half of 05. The Discoveing Alabama seies has a Statewide audience and this paticula piece had a significant impact on public education and outeach. A pogam infomation sheet and elated memoandum to the Mayo and City Council ae included in Nothpot s SWMPP as Appendix Item No. 3. Black Waio Clean Wate Patneship Paticipated in the Black Waio Clean Wate Patneship - Noth Rive Poect Committee (Lowe Sub-Basin until its gant expied on uly 3, 06. Tuscaloosa Aea Stomwate Woking Goup The City met with epesentatives fom the City of Tuscaloosa, Tuscaloosa County and the Univesity of Alabama in Mach 07 to kick off the newly fomed Tuscaloosa Aea Stomwate Woking Goup. This goup was fomed afte the Black Waio Clean Wate Patneship lost funding. 3. Illicit Dischage Detection and Illumination (IDDE Odinance Links: A_S43-3ILDI Page 7 of

The GIS system will povide the Engineeing Depatment with an impotant tool in its effots to identify and monito dischage points; tack complaints; manage inspections and maintenance of stom wate infastuctue; and plan fo long tem impovements. In ode fo the GIS System to be an effective stomwate management tool, it is cucial to fist map of the City s existing stomwate assets. Towad that end, the City established a GIS Stomwate Mapping Implementation Plan consisting of the following steps o phases: I. Using as-built o ecod dawings, map existing stom sewes. II. Puchase GPS (Global Positioning System fo field location of stom sewe facilities. III. Using GPS, locate and map mao outfalls. IV. Using GPS locate and map unecoded stom sewes. Satisfactoy pogess has been made in mapping the system and as of the date of this epot, the following wok has been completed: 03-04: Using Recod Dawings, appoximately 5 miles of Nothpot s stom sewe system located noth of McFaland Blvd. was digitized and cataloged : The City puchased GPS equipment fo mapping : Using Recod Dawings, appoximately 3 miles of stom sewes wee catalogued : The dischage points of the City s five (5 mao outfalls wee mapped : Using Recod Dawings, stom sewes installed in ecently developed subdivisions wee mapped : Using Recod Dawings, stom sewes installed in ecently developed subdivisions wee mapped. Wok in this aea will continue in the upcoming 07 epoting peiod. Updated maps depicting Nothpot s City Limits and the Stom Sewe system ae povided in the attachments. Gease Contol and Peventive Maintenance In 06-07, the Utilities Depatment continued thei effot towad educing illicit dischages attibuted to sanitay sewe oveflows (SSOs. As pat of the IDDE, Nothpot adopted a Gease Contol Odinance in 009 to help ensue the pope disposal of fats, oils, and gease (FOG. The Utilities Depatment continues to focus and develop this pogam to minimize the potential fo SSOs attibuted to blockages fom gease. Likewise, the Depatment s peventive maintenance pogam fo sanitay sewe mains continued though the epoting peiod with the egula cleaning and flushing of sewes mains identified as touble spots. Dischage Detection The Public Woks and Utility Depatments ae esponsible fo epai and maintenance of Nothpot s wate, sanitay sewe and stom sewe systems. The Building Inspection Depatment is esponsible fo peiodic inspections of new esidential/commecial constuction. Duing daily activities, scheduled inspections and outine maintenance; supevisos fom those depatments notify Engineeing of suspected illicit dischages. Illicit dischage detection is futhe supplemented by citizen epots to the Engineeing Depatment though the City s web site. Illicit dischages investigated ae included in the attached speadsheet. Monitoing and Repoting To enhance ou effots in illicit dischage detection, the City has identified its mao outfalls and placed them on the City s GIS. Dy-weathe testing of outfalls will be the next citical step in establishing a baseline fom which to gage the impact of ou stom wate pogam. Page 8 of

Ou goal is to continue outfall location mapped this yea and sample 0 to 5 pecent of outfall locations. 3.3 Constuction Site Stomwate Runoff and Contol Odinance Link: A_S43-5ERSECOINMODI The Planning/Building Inspection Depatment is esponsible fo the inspection of sites consisting of one to fou family esidential constuction. In 04, an additional employee was assigned to the Planning Depatment fom the Nothpot Police Depatment to stengthen enfocement and demonstate Nothpot s stong commitment to its SWMPP and the eduction of pollutants to aea steams. The City ecently hied fo the position of Engineeing Tech. This employee will stengthen the City s stomwate management pogam by poviding geneal field coodination, monitoing land distubing activities on sites fo commecial, industial and esidential subdivision developments, and investigating epots of illicit dischages. At the completion of the poect, the pemittee must povide the City with a copy (if applicable of the Temination of Geneal NPDES Pemit and/o a lette fom the pemittee s enginee that pemanent stabilization has been achieved. This is an ongoing effot and both of these documents ae povided to the appopiate City pesonnel. Copies of these two manuals ae pesented in Nothpot s Stomwate Management Pogam Plan as Appendix Item No. 8 and Appendix Item No. 9. Sign-in sheets fo employee taining fo the ending 06 epoting peiod ae also included in the Stomwate Management Pogam Plan as Appendix Item No. 0. Cleaning of Steets and ROW This wok is ongoing. The Public Woks Depatment develops an annual cleaning schedule fo steets and ights-of-way. The wok includes both litte and debis collection and manual sweeping/cleaning of guttes. The Public Woks depatment is implementing pocedues to estimate the amount of floatable mateial collected fom the stom sewe system duing the epoting yea.
