1 agenda ACI-NA/ACC Airport Planning & NEPA Workshop December 9-11, 2013 Washington Marriott Washington, D.C. Thank you to our conference sponsor: 12:00 PM 5:00 PM Registration Open MONDAY, DECEMBER 9 1:15 PM 1:30 PM Welcome and Course Introduction (West End A/B) 1:30 PM 2:30 PM Joint Session 1: New Facility and Environmental Planning Challenges in a Post-Recession, Post-Consolidation World (West End A/B) As we emerge from the great recession, some changes are evident in the types of projects airports are undertaking. There has been a slowdown in large airfield capacity projects with a focus instead on smaller projects with an emphasis on terminal and landside improvement projects. This session will explore how these changes have impacted long-range planning and NEPA processes. s 2:30 PM 3:00 PM Afternoon Break Elliott Black, FAA Office of Airport Planning & Bill Willkie, Reynolds, Smith & Hills, Inc. Keith Wilschetz, San Diego County Regional Airport Authority (5 Dec 2013)
2 3:00 PM - 4:15 PM Planning Session 1: Do We Need Master Plans Anymore? The Challenge of Long-Term Planning in a Dynamic Industry (West End A/B) With such flux in the airline industry, business development, and infrastructure funding, it has become increasingly challenging to develop reliable long-term airport master plans for airport development. Has the traditional 20-year master plan outlived its usefulness or does it still have value? This session will address this question as well as approaches airports and planning consultants are using make planning processes more responsive and flexible in today s rapidly changing environment. Damon Smith, Mead & Hunt Danielle Rinsler, FAA Office of Airport Planning & Dave Roth, Omaha Airport Authority Wayne Schuster, Maryland Aviation Administration 4:15 PM - 5:30 PM Planning Session 2: Land Use Planning (West End A/B) When a local economy is thriving it s easier to challenge proposals for incompatible development near airports, but in our current economic state, decision makers are often pressured to allow uses that impact airports based on the justification of new jobs and tax revenue. This session will look at what s being done throughout the country to protect airports while encouraging compatible development. We ll look at tools available to assist our mission as well as case studies. Angela Jamison, San Diego County Regional Airport Authority Mark Johnson, Ricondo & Associates Ellen Lindblad, Lee County Port Authority Stephanie Ward, Mead & Hunt 6:00 PM - 7:00 PM Welcome Reception (West End C) NEPA Session 1: NEPA Today - A 10,000 foot View from FAA (Dupont F/G) In this roundtable discussion our FAA panelists will address some high-level topics such as the agency s updated NEPA implementing order, draft Order F and how it differs from the prior order, what the agency sees as appropriate roles for the various stakeholders (such as airport sponsors, field offices and headquarters) on NEPA document preparation, processes, and communications. Don Scata, FAA Office of Energy & Environment Frank Smigelski, FAA Office of Airport Planning & NEPA Session 2: Ready, Set, Go! The NEPA Starting Line (Dupont F/G) Knowing when and how to start the NEPA process for a project is not always obvious! In this interactive session the speakers will address the basic NEPA procedures, when planning ends and NEPA begins, importance of proper project definition, how to develop purpose and need statements, how to analyze project alternatives and consider environmental consequences. Brad Rolf, Mead & Hunt Paul Devoti, FAA Office of Airport Planning & Susan McDonald, FAA Harrisburg Airports District Office Guy Nelson, FAA Airports Environmental Law Branch (5 Dec 2013)
3 8:00 AM 5:00 PM Registration Open 8:00 AM 8:30 AM Continental Breakfast TUESDAY, DECEMBER 10 8:30 AM 9:30 AM Joint Session 2: On the Same Page - Ensuring Seamless Planning and NEPA Integration (West End A/B) This informative session will discuss techniques and processes that smooth transitions from planning to NEPA. Learn how smart choices and scoping decisions during the planning process can head off future problems in the NEPA process, the elements that must be included in your planning efforts to expedite NEPA work, and ways airports and their consultants have successfully bridged the gaps between planning and NEPA, particularly when unexpected changes take place between the completion of planning and the start of NEPA. This session will build off of best practices developed by ACI-NA and ACC members, using real-world examples. Diana Wasiuk, HMMH Amy Hanson, FAA Chicago Airports District Office (via video conference) Rich Kula, FAA Chicago Airports District Office (via video conference) Mary Vigilante, Synergy Consultants Kristina Woodward, Ricondo & Associates 9:30 AM -10:30 AM Joint Session 3: Use of Scenario-Based Approaches to Expedite Planning & NEPA (West End A/B) In this interactive session, we ll examine how scenario based planning techniques can be used to expedite planning and NEPA efforts and enhance decision making. Come prepared to engage in an interactive exercise with your peers developed from real-world planning examples. Mark Clark, Buffalo Niagara International Airport Rick Lucas, McFarland Johnson Jeff Wood, McFarland Johnson 10:30 AM - 10:45 AM Morning Break (5 Dec 2013)
4 10:45 AM - 12:00 PM Joint Session 4: Breaking Down the Silos - Stakeholder Involvement in Airport Planning and NEPA (West End A/B) This session will look at case studies of airports that have implemented internal and external stakeholder strategies that improve the airport planning process. We ll focus on how airports can encourage a wide variety of stakeholder inputs (internal airport stakeholders, FAA, airlines, community groups, local agencies, etc.) while remaining goal oriented. We ll also consider the idea of consensus. Is it necessary? Is it even possible? How do you move forward when stakeholders are engaged and challenging? s Angela Jamison, San Diego County Regional Airport Authority Joe Birge, Ricondo & Associates Ben Siwinski, VHB John van Woensel, Parsons Brinckerhoff 12:00 PM 1:15 PM Lunch (Dupont F/G) 1:15 PM 2:30 PM Planning Session 3: Development Funding New Challenges, New Strategies (West End A/B) In the U.S., federal funding for airport projects via both the Airport Improvement Program (AIP) and the Passenger Facility Charge (PFC) has been stagnant for the past decade. Inflation, broader political pressures, anticipated increases in interest rates all pose challenges to continued investment in airport planning and infrastructure projects. In this session, we will discuss these challenges as well as strategies airports are using to address them. 2:30 PM 3:00 PM Afternoon Break Elliott Black, FAA Office of Airports Planning & Lou Wolinetz, Parsons Brinkerhoff NEPA Session 3: Who Does What? Relationships Among FAA, Airports and Consultants in the NEPA Process (West End A/B) Understanding the different roles and responsibilities of the many stakeholders in the NEPA process, including the airport sponsor and its consultants, FAA field offices and headquarters staff, is instrumental to successful management of NEPA requirements. This workshop session will focus on the FAA s process for reviewing NEPA documents and opportunities for stakeholder input, effective communication and coordination techniques, tips for how to integrate planning and NEPA activities and much more.
